Site Plan Review (1st review)

TRANSMITTAL: March 19, 2002

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Add the applicable section, township and Range to the location map.

2. Please clarify if the existing structures annotated as exist. garage and shed are to be utilized as such. (A floor plan and sheet three should be included with the next site plan submittal.)

If use of the garages is to be continued the vehicular use areas must meet the same requirements as the parking lot. The PAAL from the Geronimo Avenue property line to the garage in the rear yard must be must be 24 feet wide. A DSMR will be required to allow the continued use of the garages and the driveway to the rear yard as existing.
DS 2-02.2.1.A.6

3. The change of use requires that the site meet full code compliance. The existing structures (drive through garage and shed) must meet required interior property building setbacks or a lot development option must be applied for and approved. The building setbacks adjacent to the R-3 zoned parcel must be based on one and one-half times the height of the structure. The required building setback for the garage must be fifteen (15) feet and the shed must be thirteen and one-half (13.5) feet.
DS 2-02.2.1.A.7
LUC 3.2.6.4 matrix

4. The minimum width for a two-way PAAL is 24 feet. The existing entrance is 20 feet will require a DSMR to allow continued use as is. The proposed parking space adjacent to the building must meet the requirements of DS 2-08 and 3-05. A sidewalk must be provided between the parking space and the building. A five (5) feet wide pedestrian refuge area is also required between a PAAL and the building. The sidewalk must connect to the onsite pedestrian refuge area (front entry area).

Decomposed granite is not an acceptable method for vehicular use area surface coverings. Please revise as required. See LUC section 3.3.7.3

Clarify if the existing gates are to remain or be removed. If the gates will remain provide a keynote that states that the gates must remain open during working hours.

DS 3-05.2.2.D requires that three (3) feet be provided from wheel stop barrier and any vertical barrier (fence) greater than six (6) inches in height. A wheel stop, raised curbing, etc must be provided for the back up spur. Revise as required.

The length of time must also be stated. Please provide a copy of the entire lease agreement for review. (The legal description page makes note of docket and pages of the lease parcels but copies of the documents were not included.)

The off-site / off-street lease agreement was drawn up by the Planning Department several years ago. I have asked the Assistant City Attorney if he would review and update if necessary the existing lease agreement. If the new lease agreement is available prior to final approval of the site plan the new lease agreement will be required to be used.

The lease agreement must be recorded upon review and final approval. The recorded documents will become part of the site plan approval package. The docket and page numbers for the lease agreement must be added to the site plan prior to stamps and sign off. (Permits will not be issued until the recorded lease agreement is provided.)

If you have any questions about this transmittal, please call David Rivera, (520) 791-5608.
