Kenyon Dr. Site Plan Review (2nd review) TRANSMITTAL: May 22, 2002 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Building expansions are cumulative as of the last full code compliance. Per the calculations provided on the plan and the information on the last approved site plan it has been determined that the expansion is greater than 25%. Therefore the full code compliance review was utilized and a site fee will also be assessed. The expansion calculation was based on the fact that the original floor area was 58,866 square feet. The first, second and third expansions were a total of 7,200 square feet for the modular buildings and 11,042 square feet for the new expansion. The cumulative expansion is 30.9%. The cumulative expansion calculation must be revised correctly to reflect the actual expansion after the original site plan approval. Call me if there are any questions regarding the expansion issue. (Previous Comment: The last approved and stamped site plan was to have been submitted with the new plans. The plans were approved to submit for review with the understanding that the last approved site plans would be included with the package. As a result verification of the permits for the existing modular structures could not be made. Therefore this plan has been reviewed for full code compliance. Based on the square footage of the modular structures and the square footage of the proposed addition the expansion ratio is greater than 25% and the site must meet full code compliance. Expansions are cumulative as of the last full code compliance. All building setbacks, parking area PAAL's, building heights, etc must be added to the plan. The expansion ratio calculation must be revised to reflect the actual cumulative expansion as of the last full code compliance review and approval. Off-street parking, including fully dimensioned layout, location, parking spaces' size and number, and typical dimensioned parking space details for both handicapped and standard spaces, together with access thereto must be shown. (The parking areas must be shown on the plan and dimensioned.) DS 2-02.2.1.A.6 DS 2-02.2.2.A.8 2. The number of bicycle parking required is based the total number of vehicle parking spaces provided (646). The required number of bicycle parking spaces required are 52 of which five (5) spaces must be class one and 47 spaces must be class two. Revise the plans and calculation as required. (Previous Comment: Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage must be added to the plan. The bicycle parking must meet the requirements of development standards 2-09. DS 2-02.2.1.A.9 3. The required pedestrian sidewalk from the Pantano Road property line must be dimensioned or a keynote which states the width and the type of construction. Minimum width is four (4) feet and must be constructed of concrete. The sidewalk also must be accessible and provide a clear four feet wide walkway. The existing light pole is within the midpoint of the sidewalk, which will obstruct the continuous path. Revise as required. (Previous Comment: A sidewalk from the Pantano Road right-of-way that connects to the onsite pedestrian circulation must be provided. If the sidewalk as required is existing please show the location, annotate, and dimension. DS 2-02.2.1.A.12 DS 2-08.4.1.A 4. Please address the following review comments prior to the next submittal. Site Plan: 1. It appears that the section of Kenyon south of the project is not in the Major street and routes plan. It is has MS&R designation EAST of Pantano Rd. Where was the future R/W width obtained? 2. The sight visibility triangles (distances are not correct) at the west entrances on Kenyon Drive are not shown per D.S. 3-01.5.0. The future and existing sight visibility triangles for Pantano Rd. must be drawn assuming the Major Streets and Routes criteria (check R/W width). 3. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S 3-01.4.4.F. This applies to the sidewalks on site. There appears to be two new sidewalks adjacent to the proposed building. If the stormwater does not flow over the sidewalk, please indicate how by the use of flow arrows.
