SUMMARY: Engineering Division has reviewed the site and grading plans received on July 23, 2003. Preliminary grading plan review comments have been provided. The applicant must complete and submit a grading permit application prior to any further grading plan review. Approvals are not recommended at this time. The following comments are offered:

SITE PLAN COMMENTS:

1. The Drainage Report included with this package is missing Figure 3. Please provide a copy of this exhibit for a complete drainage report resubmittal.
2. The proposed dumpster location may not be approved as depicted. The site must allow for safe, uninterrupted passage of vehicular traffic without any potential obstructions at the property entrance, in accordance with the City of Tucson's Transportation Access Management Guidelines (AMG's), adopted by Mayor and Council on March 17, 2003.
3. The resubmittal must also depict and label the refuse vehicle maneuverability area and turning radii, fully labeled and dimensioned, per Development Standards (DS) 2-02.2.1.32 and 6-01.10 figure 1;
4. Depict and label 18' curb return radii, minimum, at all locations where parking area access lanes (paal's) intersect another paal (DS) 3-01.10, Figure 6;
5. Depict roof drainage direction and associated scuppers, clearly labeled, for conveyance of 10-year flows, minimum, under sidewalk areas (DS 2-08.5.1 E);
6. Demonstrate water harvesting to the maximum extent reasonably possible, per City of Tucson Land Use Code, Section3.7.4, and the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), Section 14.2.10 (DS 10-02.0). Please provide finish grades, typical cross-sections or notes demonstrating water harvesting in the landscape areas.
7. Revise the concrete header callout note and keynote # 17 to reflect minimum 25' radii (DS 3-01.10, Figure 6);
8. Drainage reports are required to contain language for Retention/Detention basin maintenance responsibility and liability, including provision of a detailed checklist and schedule to be used for annual and as-needed inspections, to be performed and certified by a state-registered civil engineer. Provide a revised drainage report including these items, OR include on the plans, per the SMDDFM. Copies have been attached for reference (DS 10-02.0, Sections 2.3.1.6 C and 14.3);
9. Depict a 15'wide vehicular access ramp, the slope of which may not be in excess of 15 percent (SMDDFM, Section 14.3.4);
10. Depict the limits of 100-year ponding and note the water surface elevation on sheet 1 (DS2-02.2.1.15);


GENERAL COMMENTS:
1. Recent changes in Federal Regulations require that all construction sites disturbing one acre or greater must meet compliance with Arizona Pollutant Discharge Elimination System (AZPDES) requirements. In order to meet these requirements, the resubmittal must include a completed grading permit application with 2 sets of grading and Stormwater Pollution Prevention Plans, if the area of disturbance is one acre or greater. See the enclosed brochure for requirements, and visit www.adeq.state.us/environ/water/permits/stormwater.html.
2. Please complete and submit a grading permit application with the resubmittal. The plan must clearly depict and label grading limits and include general grading notes, with a note describing conformance with the 2000 International Building Code (IBC), Chapter 36, excavation and grading, where applicable. These may be accessed by visiting www.ci.tucson.az.us/dsd go to "codes and ordinances", "Building Codes" and "2000 International Building Code and local amendments";
3. Correct the outlet weir detail (Section E) to reflect the exact dimensions and configuration of the detail provided in the report, to include omission of the callout note for 6" vertical curb (weir is dimensioned to be 2' in height, with 1.45' to the outlet invert), and provide an east/west dimension for weir construction details.
4. Dimension a minimum of 2' from property line to the top of the basin in section C-C;
5. Please provide finish grades, typical cross-sections or notes demonstrating water harvesting in the landscape areas (see comment #6, above).

08/18/2003 Joseph Linville LANDSCAPE REVIEW Denied 1) The refuse storage area must have a solid gate to screen the contents from the street. LUC Table 3.7.2-I

2) Screens may only be located within street landscape borders if all of the provisions of LUC 3.7.3.2.C are met. Screens may not obscure the view of the landscape border form the street. LUC 3.7.3.2.B Clearly depict and label all screening. DS 2-07.2.2. Revise the plans to locate the required screening along Nogales Highway behind the street landscape border.

3) The landscape plan notes indicate that "planting is permitted 4' in the right of way". Provide verification in writing of any approvals from the City Engineer.

4) The right of way area adjacent to Nogales Highway must comply with LUC 3.7.2.4.A.3. Revise the plans to include dust control for the right of way area.

5) Revise the landscape plan to include mitigation for the prosopis velutina removed or transplanted on the site. Prosopis chilensis is not a suitable replacement.

6) Contact Gary Wittwer with the Department of Transportation regarding Native Plant Preservation requirements within the public right of way. A seperate plan will be required for this area. Trees may not be removed without an approved plan. Call 791-5100.
