SUMMARY: The response letter, revised Grading Plan, revised drainage report, geotechnical report and percolation test results were received by Engineering on August 4, 2003. Engineering Division does not recommend approval of the Grading Plan at this time until the following comments are addressed.

GRADING PLAN COMMENTS:
1) Provide revisions to the SWPPP submittal according to the following comments:
a) As previously noted, the SWPPP calls for silt fence to be used. The symbol from the legend indicating silt fence does not appear on the Site Map. Show on the site map where silt fence is to be used.
b) On the plan sheets "Goals and Measures" section, straw bales and silt fence are cited as measures to control concrete and cement mortar. If you determine that this section is required, revise the measures to provide an adequate control for concrete and cement mortar.
c) The operator's certification was signed on the previous submittal. Provide signed certifications for the operator. For operators that may not yet be identified, provide a certification statement and signature line.
2) The following are geotechnical report comments:
a) As stated in your response letter, a geotechnical evaluation of the plan is to be submitted, yet Engineering has not yet received this document. Provide geotechnical review for Grading Plan, specifically verifying proposed drainage around foundation locations as depicted in Typical Lot drainage detail 1 on sheet 5. Provide addendum regarding acceptance of grading plans with regards to meeting geotechnical recommendations. The show short building setbacks from foundations to swales around building pads, which do appear to be consistent with drainage section of geotechnical report. The geotechnical report or addenda shall provide clarification of acceptable minimum distance from foundations to any proposed drainage swales.
b) Due to concerns regarding basin infiltration, add the following Grading General Note to the grading plan: Infiltration test results shall be submitted upon basin completion, after 90% grading construction is completed. Assurances shall be held until function of basins are determined to meet design requirements as specified per the approved Grading Plan and associated drainage and geotechnical reports.
3) DS Sec.2-03.9.3.G: A final drainage report needs to be submitted. Provide two copies of the final drainage report with all the pertinent data and addenda in one bound report. Please assure that the case number S02-040 and the administrative address are placed on the cover of reports (for archive purposes).
4) Please address an overlooked item found on sheet 6; for the pipe crossing west Drexel Manor Stravenue cul-de-sac, relabel the material type "CMP" to "RCP" and diameter (minimum 24" RCP in the right of way).

Submit 3 copies of the revised grading plan, the geotechnical report addendum, and final copies of Drainage Report with administrative address. The next submittal should address all the above items.
