08/05/2010 ELIZABETH EBERBACH ENGINEERING REVIEW Denied TO: EEC, Bruce Wilson PE
SUBJECT: Drexel Manor (S02-040) Closure Documentation Engineering Review
REVIEWER: Elizabeth Leibold, PE
DATE: August 6, 2010
ACTIVITY NUMBER: T02BU02964

SUMMARY: The closure documents including additional geotechnical Infiltration Testing result documents were reviewed by Planning & Development Services Department, Engineering Division for post construction percolation requirements for project closure. Engineering can not recommend approval of these closure documents until the remaining comments are addressed.

PROJECT CLOSURE DOCUMENTATION COMMENTS:
1) DS Sec.10-01.III.3.5.1.3.b: Northwest basin shows drain down time that exceeds maximum rate allowed - without a factor of safety, the post-constructed trench-well basin rate of 33 min/in provides only 27 hrs of drain down time. Unless the interconnecting pipe relieves/reduces this drain down time (with confirmation of installation of the pipe with invert elevations) then this basin is not accepted for retention compliance.
2) Provide as-built elevations for the interconnecting pipe inlet and outlet between north basins on the plans.
3) Resubmittal is required. With a response letter, submit 2 copies of the following:
a) Revised as-built grading plan. Please restamp for as-built condition.
b) All geotechnical addenda. Additional percolation test will be required to show that basins meet required drain down times, based on basin cleaning or basin bottom re-engineering.
c) A drainage letter stating that the final project for the project conforms to the drainage design of approved plans and reports and in particular the drainage statement as well as City drainage regulations, and with regard to basins, that the project's basins function to City standards with regard to function and drain-down time.
d) The substantial completion letter by engineer for the project confirming and then stating that the project substantially conforms to approved plans and revised grading plans.

Resubmittal can not be dropped off at counter or ambassador; please resubmit to Permits Clerks under the activity T02BU02964. The resubmittal should address all the above items. If you have any questions, please call me at 837-4934.
