SUMMARY: The geotechnical Infiltration Testing result documents were reviewed by Planning & Development Services Department, Engineering Division for post construction percolation requirements for project closure. Engineering can not recommend approval of these closure documents until the following comments are addressed.

PROJECT CLOSURE DOCUMENTATION COMMENTS:
1) DS Sec.10-01.III.3.5.1.3.b: During a site inspection after a recent storm event, there were several basin areas that had standing water that exceeded maximum disposal time for retention basins. Provide additional infiltration testing for basins indicated on geotechnical test location map for I-1, I-4, and any other basin as indicated by recent PDSD Engineering Inspections, after basins have been corrected to alleviate infiltration issues. Scarification is not recommended, although removal all sediments and fines from basin bottoms is highly encouraged. If basin bottom re-engineering is required to improve infiltration, provide design to PDSD Engineering for review (call to discuss).
2) Along with the as-built basin bottom elevations, provide as-built elevations for inlet inverts at basin entrances/outlet points/weirs, pad elevation for the lot 137 northwest of basin (I-4), and as-built elevations for the interconnecting pipe between north basins indicated on geotechnical test location map for I-2 and I-1.
3) Resubmittal is required. With a response letter, submit 2 copies of the following:
a) Revised as-built grading plan with any basin bottom redesign details.
b) Any geotechnical addenda. Additional percolation test will be required to show that basins meet required drain down times, based on basin cleaning or basin bottom re-engineering. (This may need to be submitted later until basin bottom cleaning or revision is completed.)
c) A drainage letter stating that the final project for the project conforms to the drainage design of approved plans and reports and in particular the drainage statement as well as City drainage regulations, and with regard to basins, that the project's basins function to City standards with regard to function and drain-down time.
d) A substantial completion letter by current engineer for the project confirming and then stating that the project substantially conforms to approved plans and revised grading plans.

Resubmittal can not be dropped off at counter or ambassador; please resubmit to Permits Clerks under the activity T02BU02964. The resubmittal should address all the above items. If you have any questions, please call me at 837-4934.
