SUMMARY: The revised Grading Plans and Drainage Statement prepared by Morrison-Maierle, Inc were reviewed by Engineering on June 1, 2009. Meetings were held including on May 11, 2009, with Project Coordinator, Project Engineer, City of Tucson Engineering Reviewer and Inspection staff to go over project status and proposed solutions for northwest basin area for Julian Ranch East. Proposed changes involve revised grading and drainage improvement to northwest basin in order to meet required drain down time. Development Services Department Engineering Division recommends approval this revision to the Grading Permit. The following conditions will be added to the grading permit T02BU02265 for inspection purposes.

GRADING PERMIT CONDITIONS:
The following 21 conditions apply to permit T02BU02265-R1:
1) All remaining conditions from issuance of associated permit for T02BU02265 apply.
2) Prior to final approval, Final Grading Plan As-builts will be required to be submitted with the letters of substantial completion for overall project. As-built Final Grading Plans shall have as-built conditions showing new trenches and have the following items clarified and identified on plans:
a) Include LMT geotechnical assessment of drain rock used for the re-engineered basin trenches.
b) Provide all LMT geotechnical reports including final post-reconstruction percolation testing results, field reports and letters.
c) Provide a final drainage report that includes discussion of trenches for northwest basin, all addenda, and revisions.
d) Substantial completion letter for Julian Ranch East is required.
e) Include a detail for trenches on the as-built plans showing constructed depths, widths, clean rock size, filter fabric location and existing ground.

4) The Grading Plan sheets and Drainage Statement are for the revised grading construction associated with basin re-construction within the Julian Ranch Subdivision project for T02BU02265, as shown on the accepted Drainage Statement sealed by Jason Mercer PE dated 5-20-09, and the approved Grading Plan sheets sealed by Jason Mercer PE dated 5-19-09 (which revises plans by Landmark sealed 10-17-02). This revision includes the over excavation and trench placement within northwest basin bottom per geotechnical and drainage engineering recommendations.
5) Associated geotechnical reference: Soil Profile Information and Percolation Test Results sealed by Lyle Tweet sealed 4/2/09.
6) A copy of the Grading Permit, NOI, Stormwater Pollution Prevention Plan (SWPPP), Geotechnical reports and addenda, Grading Plan and associated revised sheets shall be kept at the site at all times, until final grading approval.
7) The Stormwater Pollution Prevention Plan (SWPPP) shall be updated as needed and kept on site during grading. Temporary erosion/stormwater controls may be field adjusted with discussions with operators and project engineer as necessary along disturbance limits for this project.
8) Clean rock is required and shall be uniform size to maximize percolation potential.
9) Depth of trench is per Exhibit C Retention Basin Trench Detail.
10) Special inspection required for fill for basin with trenches. Submit copies of LMT geotechnical assessments of rock material for the revised basin, prior to filling basin at the site, to show uniform size, clean drain rock, as directed per geotechnical / engineering recommendations.
11) Construction vehicles and materials shall not be located in the basins or water harvesting areas. Location of temporary material or vehicle staging / stockpile area shall be placed within grading limits and not located in any water harvesting or basin areas.
12) Dust control methods such as water truck will be provided as needed, as well as daily sweeping of the streets.
13) Prior to request for final inspection approval, any outstanding fees shall be paid.
14) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
15) Contact Permits and Codes for any right-of-way requirements if needed.
16) Per landscaping, tree count shall remain the same for this basin. Coordinate with DSD Landscaping for inspections.
17) Sediment layer shall be removed from any basin prior to constructing trenches, scarification, or other basin re-construction activity.
18) All materials from sediment layer removal and trench excavations shall be removed from the site and disposed of at an approved offsite location or landfill.
19) The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage improvements, including basin trenches, permanent erosion protective devices, and all erosion control measures have been completed, and all conditions of permit are completed.
20) Any revision to the Grading Plan may require a re-submittal of a revised grading plan for review. Contact DSD Engineering to discuss changes in grading design.
21) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
