08/22/2002 JIM TATE ENGINEERING REVIEW Denied The following items must be revised or added to the Grading Plan. Please include a letter with the next submittal addressing how all the engineering and flood plain comments have been addressed.

1. The Grading Plan states that it is for stockpiling purposes only. The plan was reviewed only for stockpiling purposes. A final Grading Plan and permit will be required. Site Plan approval is required prior to final Grading Plan approval.

2. A Flood Use Permit is required prior to Grading Plan approval..

3. Chapter 26 Section 26-5.2.12 states, "Development in the floodplain shall be constructed so as to protect placed fill from erosion which could be caused by waters, or otherwise. Such fill shall be permitted only when demonstrated by the owner/developer that it will have some beneficial purpose, as determined by the city engineer, and the amount of proposed fill is not in excess of what is necessary to achieve that purpose. The fill shall be protected from erosion which could be accomplished by placing riprap, vegetative cover, bulk heading, or any other city engineer approved methods."
A. A Site Plan is required to demonstrate that the fill will serve some beneficial purpose. The Site Plan must show that the amount of proposed stockpiled fill would be less than that required for the proposed purpose. The Site Plan submitted is not approved and does not demonstrate that the amount of stockpiled fill is less than that required for the project. The amount of fill required depends on finished floor elevations which have not been approved.
B. It is not stated on the plan how the proposed stockpile will be protected from erosion. A proposed plan for protecting the fill from erosion must be included in the submittal and must be approved.

4. The Drainage Report submitted with the plan does not address the stockpile. Please revise the Drainage Report to include an encroachment analysis of the proposed stockpile. This report must also address the proposed method of stockpile erosion protection.
