SUMMARY: Engineering Division has reviewed the Grading and Stormwater Pollution Prevention Plans received on 12 December 2003. Approval is not recommended at this time. Please include 3 copies of text accompanying the Stormwater Pollution Prevention Plans. The text must address the minimum items listed in the attachment (attached to the grading permit application) for SWPPP submittal requirements to the City of Tucson, and those items listed under the "Construction SWPPP Checklist", which may be accessed at: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf
The Floodplain Use Permit may not be issued prior to grading permit issuance. The following comments must be addressed:

Grading Plan:
1. All temporary construction easement information must be depicted on the grading plans, including all curve data and angle point locations. Please check all line and curve data for accuracy and completeness.
2. The grading plan must provide proposed street and lot finish grades in all areas delineated for disturbance/grading under this permit. Include all street profiles, stationing, details and cross-sections with percent slopes and finish grades clearly noted, labeled and dimensioned.
3. Please provide the project administrative address on sheet 1.
4. Provide a contour interval with the scale on each plan sheet.
5. Please remove the note "as to new grading limits only" above the seal on all sheets (1-5).
6. There appear to be 2 separate grading limits depicted on the plans. Please provide delineations with clear descriptions in the legend, for both lines currently provided on the plans. Clarify which line is for disturbance limits and which is for design cuts/fills.
7. Revise Grading Note # 1 to ensure a local benchmark with complete description is provided. The benchmark should be identified on plan view and labeled on the Grading Plan.
8. Grading Note # 10 specifies earthwork to be in conformance with the LMT geotechnical report/requirements prepared for this project. The report included with this submittal addresses lots 30-33 only. Please provide a geotechnical report for the remainder this project (see also Grading Note 14 - revise if necessary).
9. Revise Grading Note # 20, to accurately reflect total areas of disturbance and reseeding requirements under this permit (note SWPPP general note H on sheet 1 of 2). The reseeding bond amount shall cover the total square footage of disturbed area for this project.
10. Add a sewer manhole symbol to the legend and ensure all sewer line information is provided on the plan (include depiction and labeling of the sewer line with details on sheet 4, within the ingress/egress, emergency access, utility and sewer easement south of lot 67).
11. Provide all proposed grading and paving information for the ingress/egress easement depicted on sheet 3.
12. Include sewer information in the easement description for the easement between lots 30 and 31 (sheet 2 of 5), and in cross-section C-5.
13. Please include a detail for the superelevation section (noted in section C-5), to assure proper construction.
14. Remove notation and delineation of the proposed driveway cut and parking area in Greasewood Park, northeast of lot 30 (sheet 2).
15. Clearly identify all portions of public streets with right of way width, bearings, distances, curve data and angle point information provided. Include Right of Way Improvement Plan # if applicable, and any pertinent recording information on the plan.
16. The 40' wide riprap apron east of lot 30 should match the material specified on the tentative plat and drainage report (concrete not indicated). The proposed alternative should be accompanied by riprap sizing calculations demonstrating sufficient dissipation of flow associated with this concentration point (sheet 2 of 5 & spillway detail on sheet 5 of 5).
17. Please provide the maintenance access ramp detail referenced (sheet 3 - common area "B" basin), and assure an access detail is provided at the roadway for access to the basin
18. Provide cross-section 1-1 with roadway profiles and slope percentages noted, fully labeled and dimensioned, for the easement between lots 41 and 42 (sheet 3 of 5).
19. Depict/provide erosion protection such as concrete headers or equivalent, along the edges of paved areas for the ingress/egress easement between lots 41 and 42.
20. Please clarify the notation "17~0.040" under the note for "NATURAL ROCK" and correct the concrete slab thickness to 6" in the notes under section B-B, sheet 5 of 5.
21. Please provide a detail for the cutoff wall call-out on lot 49, sheet 3.
22. Correct section F/5 callout direction (sheet 3 of 5).
23. Provide additional details and cross-sections, fully dimensioned, for common area "B" detention basin construction.
24. Provide section I-I, referenced at the basin outlet into common area "A" (sheet 3 of 5).
25. Please provide a note for bollard spacing in accordance with Pima County/City of Tucson Standard Detail 106 (spillway detail, sheet 5).
26. Provide riprap dimensioning and total linear feet for the erosion protection measures, and the 2 - 42" SRP culverts (@ 5.5% - for the future lot 72 driveway crossing) to be constructed in the vicinity of the cul-de-sac at lots 71-73.

Stormwater Pollution Prevention Plan (SWPPP):
1. Please correct the north arrow orientation on sheet 2 of 2.
2. The description of an earthwork balance under Note J (2) does not correspond with the grading plan and permit application. Please address this discrepancy on the plan and in the text resubmittal.
3. Demonstrate and depict stabilization measure(s) on sheet 2 of 2, for those areas where construction activities have temporarily and/or permanently ceased, in accordance with Note J (8).
4. Remove delineation of the proposed parking area in Greasewood Park, northeast of lot 30 (sheet 2).
5. Provide typical symbols with descriptions for the dashed line (disturbance limits?) and dotted area (pavement?) under SWPPP KEYNOTES.
6. Depict stabilization/erosion control measures on the east side of the site entrance, and all other areas of disturbance where controls are in place, or are to be erected. The plan and text must address stabilization measures for all disturbed areas.
7. The plan depicts a stabilized construction entrance at the emergency access easement location, south of lots 67 and 68.
8. Provided a note stating that no construction vehicles/materials shall be stored in the basin area.
9. Provide depiction of all onsite material storage areas (sheet 2);
Please address all of the above comments. Resubmittal shall include revised Grading and Paving Plan, SWPP Plan with text and a Geotechnical Report.
