Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed: 1) Per general note #21, this site is made up of two lots. The lots must be combined using the attached Pima County Tax Combo form and affirmation. The legal descriptions must be attached to the affirmation and all pages recorded. A copy of all processed and recorded documents must be provided with the resubmittal of these plans. The recordation information must be added to the site plan adjacent to the legal description (DS 2-02.2.1.A.2), 2) The height of all existing buildings must be added to the site plan. The use of the metal canopy must be added to the site plan and/or general notes. Revise general note #18 to state the correct GFA proposed for the site (DS 2-02.2.1.A.6), 3) The setbacks listed in general note #4 must be revised. The street setback is "the greater of 21 feet or the height of the structure from back from future curb" (LUC 3.2.6.5) and the south setback is the 1.5(H) of the proposed structure (60 feet based on a 40 foot building height). Dimension the rear setback on the site plan (DS 2-02.2.1.A.7, LUC 3.2.6.4), 4) The parking calculations in general note #6 must be revised. 50 vehicle spaces are required. It is important to note, that rental vehicles may not be placed or stored in any required vehicle parking space. Please designate the rental vehicle spaces on the site plan and revise the number of vehicle parking spaces provided as required (DS 2-02.2.2.A.4, LUC 3.3.4). Depending on the use of the metal canopy, additional vehicle parking spaces may be required (DS 2-02.2.1.A.8), 5) Please verify that the north western most PAAL which runs east and west is a minimum of 24 feet wide. There are walls adjacent to the existing metal canopy which conflict with a proposed PAAL (and possibly the roof). The walls must be removed or the PAAL location revised. In addition, wheels stops must be placed in all parking lots which abut the western lot line to prevent vehicles from overhanging the lot line (DS 3-05.2.3.C, DS 2-02.2.1.A.8), 6) The bicycle parking calculations must be revised to be based on the number of vehicle parking spaces provided not required. In addition, while general note #7 indicates that class I spaces are proposed, detail 1 shows class II spaces. Class I spaces (locker) are required and detail 1 must be revised. Please clarify the type of ground cover proposed between the bicycle parking spaces and the sidewalk (DS 2-02.2.1.A.9, DS 2-09, DS 2-02.2.2.A.4, and LUC 3.3.4), 7) The site plan does not correctly show the distance between the existing and future property lines. The difference is noted as 10 feet yet the site plan shows a difference of 15 feet. In addition, the future curb location must be added to the site plan so the future sight visibility triangle may be verified (DS 2-02.2.1A.10, 19, and 21), 8) Alley access is not permitted for this use. Revise the site plan as required (LUC 3.4.4.2). 9) For proposed GFA of 11,308 square feet, LUC 3.4.5.3 requires two (2) 12'X35' loading zones. Revise the site plan and general note #8 as required (DS 2-02.2.1.A.14 and DS 2-02.2.2.A.5), 10) The continuous on-site pedestrian circulation system must continue to the existing building and metal canopy in the southwest corner of the site. It must also continue around the proposed building to the three (3) vehicle spaces south of the proposed building. Between any building and a PAAL, a five (5) foot refuge with a four (4) sidewalk is required (DS 3-05.2.2.B.1). Dimension the width of the proposed sidewalk on the site plan, 11) If applicable, all existing and proposed free-standing signage and outdoor lighting must be detailed on the site plan (DS 2-02.2.1.A.13 & 25), 12) If applicable, the location, width, type, and recordation information for all easements of record must be added to the site plan (DS 2-02.2.1.A.20), 13) Revise the percent expansion calculation as required (DS 2-02.2.2.A.6), 14) If there is no alley south of this site, an interior landscape border is required along the south lot line. Revise general note #10 if required. |

Please indicate a 30" screen along Speedway Blvd. If a vegetative screen is used to satisfy the screening requirement, the screen can encroach up to three feet into the landscape border. Refer to LUC 3.7.3., table 3.7.2.I. and DS 2-06, figure 7. A 5' screen and a landscape border is required to screen commercial land use from the adjacent residential zoning. A 6' wall screen is also required for the refuge storage and loading area when adjacent to a residential zoning. Please revise plan accordingly. Refer to LUC 3.7.3., table 3.7.2.I. Identify the location, height and type of screening material on the landscape plan. Refer to 2-07.2.2.A.3. Minimum 10' landscape border is required along Speedway Blvd. Plan depicts the landscape border at 9' between the ingress/egress and 8' just east of the ingress/egress. Please dimension the 10' street landscape border for clarity. Refer to DS 2-06.3.4.C. and LUC 3.7.2.4.A. Based on the Major Street and Route Plan for the 120' future ROW 2.5' is available for landscaping. City Engineering approval is required for any portions of the ROW proposed to meet the landscape border requirement. Clearly depict how the development will comply with the LUC requirements when the MS&R ROW can no longer be used as part of the site. Refer to LUC 2.8.3.5. and 3.7.2.4. Plant material is required to be selected from the Low Water/Drought Tolerant Plant List found in the Development Standard 9-06. Pittosporum 'Wheeler's Dwarf', Dwarf Mock Orange is not listed in the Low Water/Drought Tolerant Plant List. Please revise the planting legend to include a shrub listed in the Low Water/Drought Tolerant Plant List. Refer to DS 2-06.3.1.A. Please add a general note addressing maintenance found in LUC 3.7.6. Should changes/amendments to the base/site plan occur through the review process, the same changes/amendments will be made to the landscape plan when resubmitted. Refer to DS 2-07.2.1.A. Additional comments could be made from the second submittal. |
