1. The development is impacted by a WASH Ordinance WASH (Sky High Wash) under review. The report should demonstrate how the proposed improvements would meet the WASH Ordinance WASH requirements.
2. The offsite watershed delineation does not appear correct. According to the topography mapping, the Sky High Wash intersects the property in two places, the flow enters along South Melpomene, then crosses Escalante then enters the property again along Escalante Road. Please revise the hydrologic calculations to include the contributing drainage area impacting the site.
3. The site appears to be impacted by a regulatory wash, Sky High Wash, this requires a floodplain use permit from COT Transportation-Floodplain Section. This may require a encroachment analysis. Please see COT Floodplain for Flood Plain Use Permit requirements.
4. According to COT Soils Map, the soil classification should be Soil Type B, not soil type D. Please revise all analysis, including the retention calculations.
5. The drainage report should include a map showing the flows entering and leaving the property for both existing and proposed conditions.
6. The report should include a geotechnical report documenting the percolation rate within the proposed retention basin. The basin must dispose of the retained flow within 12-hours, in accordance to the Detention/Retention manual.
7. The report should include design details for the proposed retention basin, please include a typical detail.
8. The report should include a onsite drainage map.
9. The report should detail how runoff from the existing and proposed improvements will be conveyed to the proposed retention area.
10. The report should include hydraulic analysis for proposed drainage structures (Scuppers,..etc.), and existing drainage structures.
