E1.1
1) Provide a grounding electrode system at MSB per 99NEC 250-2(a) and at the building per 99NEC 250-32. The location of the Main ground bus should be shown under the MDPA switchboard. The grounding electrode conductor originating from MDPA to the first grounding electrode should be unspliced. Install the grounding electrode conductor from MDPA through a lug on the Main ground bus to the first electrode in the system per 99NEC 250-50 2nd and 3rd paragraph and 250-64(c). Revise page 3.2 Main ground bus detail as necessary. See 99NEC 250-32(b)#1 and #2 for proper neutral bonding techniques at MDPA.
2) Provide a service entrance rated disconnect for the normal power feeder serving the transfer switch per 99NEC 225-31and 225-36. Add the disconnect to page E3.1 electrical room. See 99NEC 250-32(b)#1 and #2 for proper neutral bonding techniques at the normal power disconnect.
3) Provide a grounding electrode system connection from the transfer switch disconnect to the Main ground bus per 99NEC 250-58. Revise page E3.2 Main grounding bus detail as needed.
4) Provide (1) feeder from the MSB to serve the refrigeration structure. The feeder should be sized to serve both the Port A Pack and the Evaporator Condenser per 99NEC 225-30. Provide a service entrance rated disconnect in an accessible location on the refrigeration structure per 99NEC 225-32, and 36. Provide a grounding electrode system at the refrigeration structure per 99NEC 250-32. Revise page E3.1 as needed.
5) Keynote 07 from the transfer switch to the generator set appears incorrect.
6) It appears the isolated ground called for in feeders 17 and 18 by keynote 5 would have to terminate in the disconnect required by comment 2 above per 99NEC 250-146(d). In addition the feeder schedule does not include the ground wire in the feeders and the conduit for feeder 18 should be increased to 1.5". Given the fact that the isolated ground would have to be removed from the conduit between MSB and MDPA the ground system would no longer be isolated. An isolation transformer may be required.
7) Feeder #43 requires a 1/0 ground and 3 sets of parallel conductors. See 99NEC 250-122
8) It appears the load for the F panel should be 48kVA in the load summation.

9) Provide fault current parameters. It appears motor contribution should be included. If metal conduit is utilized in the analysis please specify the conduit types (included in the analysis) on the plan. Provide a calculation to the refrigeration system disconnect/controller for the 800 amp feeder. Provide the component short-circuit rating of the disconnect/controller. Please note that MDPA is called out twice in the fault analysis. See 99NEC 110-9 and 10
E3.1
1) It appears circuit D-7,9,11 serving the convection oven should be D-9,11,13.
2) It appears keynote #19 adjacent to AH-1 should be keynote #17 to correspond with the legend.
3) It appears that there should be a switch for the fan motors in the cooler cases per 99NEC 430-102(b) and 430-109(c).
E3.2
1) Provide bonding jumpers from the ground wires to the conduit surrounding them per 99NEC 250-64(e). The bonding jumper must be the same size as the ground wire within the conduit per 99NEC 250-102(c).
2) Detail 9 should include a #12 ground per 99NEC 250-122.
E4.1
1) It appears panel EM should be larger than a 100 amp panel. In all probability the panel listing limits the maximum breaker size allowed to be installed to less than 100 amps in a 100 amp panel. See 99NEC 110-3
GENERAL COMMENTS
1) Please return the plans I have already reviewed upon your next submission. They are easily recognizable as they are covered with yellow high lighter.
