Dear Ms. Lee,

Thank you for the opportunity to comment on S18-019, Desert Point 2; 2nd Submittal, a final plat application for an approximately 8.37 acre site located east of South Alvernon Way, north of East Valencia Road, and south of East Benson Highway. This project site is specifically located north of the intersection of East Spring Water Drive and South Antrim Loop. The proposed land use is residential, establishing a single family residential use.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority provided a comment letter on the 1st Submittal of this Final Plat, dated 3/22/2018, which identified issues with how the Avigation Easement document was recorded and requested three conditions to be included in the General Notes of the approved development plan.

The Tucson Airport Authority is unable to proceed forward with providing approval on this Final Plat submittal until the applicant provides the Tucson Airport Authority and the City of Tucson with evidence that the recording issue with the Avigation Easement document has been resolved according to the 3/22/2018 comment letter. The Tucson Airport Authority has also discovered the three conditions, which are identified in the 3/22/2018 comment letter, are missing from the most recent version of the Final Plat. The Tucson Airport Authority is unable to proceed forward with providing approval of this Final Plat submittal until the applicant includes these three conditions in the General Notes of the Final Plat submittal.

05/16/2018 ALEXANDRA HINES UTILITIES TUCSON ELECTRIC POWER Reqs Change Tucson Electric Power Co., (TEP) has reviewed the final plat submitted on 5-2-18 and is unable to approve. Please revise the Dedication language for Common Areas to include public utility use.

An electrical design has not been completed for this project. Easements for TEP facilities are required to be shown on the plat in order for TEP to approve.

2-07.1.0 APPLICABILITY

Final plats, block plats, minor subdivisions, and condominium plats shall be prepared according to the requirements provided below. Hereafter referred to as "plat" or "plats." A final plat serves as a survey document suitable for recordation of all or part of an approved tentative plat, if applicable. The final plat must conform to the approved tentative plat or site plan in lot configuration, design, and required conditions of development. The final plat, once approved, is recorded in the Pima County Recorder's Office. The final plat is kept on file and becomes part of the permanent record for the subject site. (Am. Admin. 2-07.2.0 APPLICATION SUBMITTAL REQUIREMENTS
Plat application packets are available from the PDSD Department. Completed applications and accompanying materials are submitted to the PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. Should an incomplete submittal be accepted for review, the applicant should be aware that, because of a lack of information, the review will take longer since comments cannot be finalized until after the resubmittal when the required information is provided. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from the CDRC office.

The following documents and information shall be submitted upon application:

2.1 Application Form
A completed application signed by the property owner or authorized designee;
2.2 Plat
A plat must be prepared to the format and content requirements described herein; and,
2.3 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

2-07.3.0 SUBMITTAL TIMING
Review of final plats is normally initiated after the tentative plat has been approved, unless concurrent tentative and final plat submittal has been approved by the PDSD prior to submittal. Final plats may also be submitted for review prior to the approval of a tentative if a minimum of one review of the tentative plat have occurred. In any case, submittal of the final plat prior to approval of the tentative plat is done at the applicant's risk since changes could be required of the tentative that may affect the final plat.

2-07.4.0 FORMAT REQUIREMENTS
Plats must:
4.1 Be on a 24-inch by 36-inch sheet(s) folded to the eight and one-half inch by 11-inch format shown in Exhibit I. The plat may comprise several sheets showing various elements of required data;
4.2 Be prepared on materials that can be transferred to double-matt Mylar reverse read;
4.3 Have a two-inch margin on the left side and one-half inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats;
4.4 Be drawn to a scale of no more than one inch equals 40 feet; and,
4.5 All lettering and dimensions shall be three-thirty-seconds inch in height.

2-07.5.0 CONTENT REQUIREMENTS

5.1 General

2-07.5.1.A A project-location map must be drawn in the upper right corner of the first sheet of the plat at a scale of three inches equals one mile and include the following information:

1. 2-07.5.1.A.2 The section corners are not labeled correctly.

2. 2-07.5.1.A.4 Clearly show the city's jurisdictional limits, if within the mapped area.

3. 2-07.5.1.B As the plat contains more than one sheet, a small index drawing of the site showing the area represented on each sheet is to be placed on the first sheet.

4. 2-07.5.1.H Place the plat case number, S18-019, adjacent to the title block on all sheets.

5. 2-07.5.1.H Place the rezoning case number, C9-16-15, adjacent to the title block on all sheets.

6. 2-07.5.1.H Place the tentative plat case number, DP17-0102, adjacent to the title block on all sheets.

2-07.5.2 General Notes
The plat must include the following general notes. Additional notes specific to each project are required when pertinent. Fill in the blanks with the project-specific information.

7. 2-07.5.2.A The gross area of the subdivision should match what is shown on the tentative plat.

8. 2-07.5.2.C The total miles of public streets should match what is shown on the tentative plat.

9. 2-07.5.3.D The APPROVAL paragraph should match what is shown under AM 2-07.5.3.D remove the "RECORDING DATA" from the block.

2-07.5.6 Protective Covenants

Protective covenants or Covenants, Conditions, and Restrictions (CC&Rs) establishing responsibility for construction, maintenance, and ownership of any proposed common area, open space, private street, or similar joint use, when needed, will:
