This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-07. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC) and the UDC Technical Standards Manual (TSM). 2-07.5.0 CONTENT REQUIREMENTS 5.1 General 2-07.5.1.A.3 - Subdivisions, arterial and collector streets, major watercourses, and railroads within the one-mile area; and, 1. COMMENT: Draw and label Mesquite Ranch Wash and Harrison Hills Wash. 2-07.5.1.H The S(Year)-___ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. "Total miles of new private streets are ____." 3. COMMENT: Per keynote 13 on sheets right of way is proposed and is to be dedicated by this plat. It is acknowledged that an actual street may not be developed but it is considered right of way for a future street whether private or public. List the miles of the proposed Drexel right of way as a note and note it as public. 2-07.5.2.D If the property is subject to conditions of rezoning, add the following note: "This plat is subject to the conditions of rezoning case number C9-__-__, unless superseded by a subsequent rezoning ordinance." 4. In general, the drainage design details for the proposed Drexel Road extension needs to be greatly enhanced and the detention/retention for the residential lot area needs to be deferred until additional information (ie. RACs) is available during the individual tentative plats for each of the block. The following items need to be addressed: 1) Per UDC 7.14.4, Section 2.3.1.2C please provide a summary of the PAD drainage requirements as part of the Drainage report. See page 68 and other sections of the PAD. Please show how these requirements have been satisfied. 2) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) The Block Plat will also dedicate the westerly extension of the Drexel Road Right of way. This same section indicates a roundabout is anticipated at this terminus, from which access will be provided to the SHARP facility and to planning area E. Please provide right-of-way dedication for Drexel Road such that it includes the roundabout. Update sheet 5 of the plat accordingly. 3) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) a detailed master drainage study will be submitted and will include calculations supporting the size and configuration of new culverts beneath Drexel Road, their inlet and outlet protection, sidewalk scuppers, ect. Please provide these calculations and reference them to an exhibit for purposes of clarity. Please also include summary tables within the narrative of the drainage report. See UDC 7.14.4, Section 2.3.1.3B(2 and 3). The exhibit should show roadway plan and profile information for the roadway and the drainage structures with identifiers at locations to be shown on this exhibit that allow the engineering reviewer to reference each proposed drainage crossing location to a summary table and calculations in an appendix which will be reviewed during the 2nd submittal. 4) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) the master drainage report will not include an analysis of retention/detention provisions for the future residential lotting. Please remove detention calculations from the drainage master drainage report for areas that are to be part of the future residential lot areas. Please update page 1 (section 1B) of the drainage report to indicate that it is not the purpose of this report to establish retention/detention requirements for the residential blocks. Alternatively, this information may be included as for reference only. It should be clearly stated that technical review for code compliance will occur at the tentative plat stage for each block when the densities are known such that it may be determined whether 2 or 5 year threshold retention requirements will be met. It will not be clear which retention requirement will apply until the residential tentative plats shows whether the density is between 3 and 6 RAC or greater than 6 RAC. The density ranges provided on page 74 of the PAD could fall into either regulatory category. Section III.D.3 (page 100) of the PAD indicates that the site is subject to normal Pima County/City of Tucson Detention/Retention requirements. 5) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) the detailed master drainage report must provide detailed hydrologic calculations for the existing conditions and post-developed conditions resulting from the construction of the PAD and its attendant infrastructure. Please provide detention and retention calculations including required 5 year threshold retention volumes for mitigation of the roadway impacts. Please update section 1B on page 1 of the drainage report to indicate that it is the intention of this report to establish threshold retention requirements for the mitigation of the future roadway construction of Drexel Road. 6) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) a Native Plant Preservation Plan (NPPP) and a comprehensive Environmental Resource Report (ERR) will be submitted for review and approval concurrent with the block plat. 7) Per Page 77 of the PAD (Section III.B.2.M) All run-off from pavement and from non-residential buildings and landscape will be directed into water-harvesting areas or into retention/detention basins that incorporate water harvesting. Please include this in the drainage requirements section of the drainage report per UDC 7.14.4, Section 2.3.1.2C. 8) Section III (page 3) of the drainage report discusses detention basin sizing. Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) this is not part of the block plat master drainage report and should be removed. This is to be addressed as part of the detention/retention drainage report analysis for each block based on specific residential densities. 9) Section III (page 3) of the drainage report indicates that general Drexel Culvert Crossings are discussed. This discussion needs to be expanded to include the calculations supporting the size and configuration of the culverts beneath Drexel Road, their inlet and outlet protection, sidewalk scuppers, ect and will set the basic design parameters for the entire Drexel Road extension. Per Tucson Code Section 26-8c provide a profile and elevation of Drexel road where report narative is proposing to allow one foot of flooding over the road during a 100 year storm. Demonstrate that a conventional motor vehicle can traverse this flood crossing during the 100 year storm. Per UDC 7.14.4, Section 2.3.1.5D please provide easily understandable hydraulic calculation sheets for the proposed culverts under Drexel Road. 10) Section IV (page 3) of the drainage report indicates that additional details of erosion protection will be addressed in future submittals. A Riprap gradation table is shown in Table 4. Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) inlet and outlet protection calculations for culverts under Drexel Road and sidewalk scuppers discharging stormwater off of Drexel Road will need to be provided in the next submittal of this drainage report prior to approval of this block plat. 11) Since some of the 100-year flow is proposed to be backed up on the upstream side of Drexel Road (ie. Only the 50 year storm is proposed to pass under the road) please provide drainage easements in accordance with UDC 7.14.4, Section 2.3.1.5G as part of the plat for areas of inundation during the 100-year storm. 12) Per Section III.A.4 Subdivision Block Platting & Public Right-of-way Dedications section of the PAD (Page 68) detailed hydrologic calculations for retention/detention basins that provide mitigation for Drexel Road are required to comply with UDC 7.14.4, section 2.3.1.6a4. Please show compliance with this section as part of this report. 13) Per Tucson Code Section 26-8E please provide calculations for the erosion hazard setbacks per UDC 7.14.4, Section 7.6.1. Sheet 10 of the plan seems to be showing a uniform 20' EHs from the FP limits. The 724 cfs flow called out for Concentration point 7 on figure 5 of the drainage report would seem to indicate that this setback is not reflective of the equations from section 7.6.1 of the Drainage Standards Manual. Please update accordingly. 14) Per UDC 7.14.4, section 8.4 the maximum rise in the 100 year floodplain elevation shall not exceed one-tenth of a foot. Please update the last paragraph in section III of the drainage report on page 4 to reflect this requirement instead of the current reference to minimal backwater effects. It is noted that minimal to no discharge over tops the road based on the Culvert Analysis reports for the 8' x 4' box (0.24 cfs) culverts, 3-6' x 4' box (0.0 cfs) and the 3 - 48" pipe (3.52 cfs) culverts as shown in appendix B. 15) Per AM 2-06.4.7B1 please add the appropriate hold harmless note to the block plat general notes.
