This plan has been reviewed for compliance with the Unified Development Code (UDC) Administrative Manual (AM) Section 2-07. 2-07.5.0 CONTENT REQUIREMENTS

1. Follow up to Previous Comment 1: The subdivision names or map and plat numbers were not labeled within the location map as requested by the previous comment.

Previous Comment 1: 2-07.5.1.A.3 Label all subdivisions within the location map.

2. Follow up to Previous Comment 2: Label the common easements as noted by the redlines on sheets 2, 3, 6 and 7.

Previous Comment 2: 2-07.5.1.E.1 Define what the common areas are within the title block such as, private streets, retention detention, etc.

3. Follow up to Previous Comment 5: This comment will remain until the change has been made to the title sheet of the CC&R's as requested per the previous comment. (It is acknowledged that the changes will be made by Final Plat acceptance.)
Previous Comment 5: 2-07.5.6 The CC&R title block should match the title block on the final plat.

4. COMMENT: The final Plat is conditionally approved pending approval of the revised tentative plat.

Pima County Regional Wastewater Reclamation Department (PCRWRD) received this Final Plat on June 12, 2017. The following revisions are requested:
1. All sheets: On the first review letter (comment #1) RWRD requested the Title Block to be corrected. It was partially corrected. This project is located at Calle Santa Cruz north of Irvington Road and is a replat of Parque De Santa Cruz Block 1, recorded Book 29 - Page 48 and unsubdivided parcels. Correct appropriately.

2. The Development Plan Application states the project includes one (1) assessor parcel however, it appears there are three (3) assessor parcels that are part of this project. Clearly identify the boundaries of this project. The engineer response letter stated this had been complied with; however, the boundaries of the project appear to remain the same.

3. All sheets: On the first review letter (comment #3) RWRD requested to define the use for Common Areas "A", "B" and "C" in the Dedication and Title Block. Areas have been defined; however, they are now identified as "Common Easements". Correct appropriately, as "Common Area" with their defined use in the Dedication, Title Block and all other areas labeled as "CE".

4. Sheet 1: Provide documentation regarding Trust 201714R, 201715R, 201716R, 201717R and 201718R.

5. Sheets 6 & 7: It shows the "West Edge of public sewer easement per this plat" (new 33' public sewer). The full width of the easement should be labeled and shown. The concern is this easement is outside of the boundary of this project; therefore, it can't be recorded as "part of the plat". It will need to be done by separate instrument. If it is within the boundary of the project, revise the boundaries to be shown accurately.

The engineer response letter stated this is no longer applicable because it is a private sewer (comment #10), however it clearly states on the second submittal "new 33' public sewer easement per this plat" (sheet 7). Correct appropriately. Either the boundaries of the project are wrong or the sewer easement shall be recorded by separate instrument.
6. Sheets 6 & 7: RWRD "recommends" the existing 25' easement be abandoned as appropriate if it is no longer needed. With the two "public sewer easements" within the same footprint there could be confusion of which easement is correct. Or you could add a new separate easement adjacent to the existing public sewer easement to gain your total width of 33'. Again, this is a recommendation for clarity purposes only. I am proposing this comment again since there still is confusion about this easement because of comment #5 that still needs to be resolved.

7. Sheet 1: To eliminate confusion, revise paragraph two in the Dedication so it identifies the utility easements and "public sewer easements" as being conveyed to the public. In addition, create a separate paragraph in the Dedication to identify the responsibility for the private sewer.

8. Sheets 2, 3 & 4: An easement has been recorded since the first review, sequence # 2017181213 and on some pages it is identified as "existing" and on other pages as "new". We recommend to identify all locations as "existing".

The next submittal will be the 3rd submittal for this Final Plat. The RWRD review fee for the 3rd submittal will be $273.00 (Per PC Code, Title 13.20.030.A.2).

Pima County Regional Wastewater Reclamation Department (PCRWRD) received this Final Plat on July 11, 2017. As discussed with Matt Stuart, Francisco Galindo and Debbie Ketchem the following items shall be addressed and/or submitted before the Final Plat can be approved.
1. Sheet 1: Documentation shall be provided regarding the ownership for Trusts 201714R, 201715R, 201716R, 201717R and 201718R (recorded).

2. Sheets 6 & 7: The new public sewer easement west of this project shall be recorded by separate easement. Provide the sequence number for this easement.

3. Sheets 6 & 7: The sewer easement, Dkt. 7810, Pg. 1180 to be abandoned by separate easement. Provide the sequence number for the abandonment of easement.

4. Sheet 1: Revise the Dedication so it identifies the utility easements and "public sewer easements" as being conveyed to the public. In addition, the Dedication shall clearly identify the responsibility for the lot owners including private sewers and the HCS (BCS) connections.

The next submittal will be the 4th submittal for this Final Plat. The RWRD review fee for the 4th submittal will be $0.00 (Per PC Code, Title 13.20.030.A.2).

06/28/2017 KELLY LEE UTILITIES TUCSON ELECTRIC POWER Reqs Change Tucson Electric Power Co., (TEP) has reviewed the final plat submitted on June 5, 2017 and is unable to approve the plat. As noted in TEP’s response to the first submittal, TEP will require a 16.00’ wide easement for the existing 46kV and 13.8kV overhead line on the west side of the development to be granted by the final plat. The easement will be 16.00’ wide from centerline of the existing structures.



Although encroachments are not consistent with the use of TEP’s easement right of way, certain uses may be conditionally approved. TEP requires that, at a minimum, adequate access to our facilities are provided, landscape be planned using the TEP “Tree Planting Guide” for landscaping and trees that do not grow over 15 feet at maturity, and clearances must meet the National Electrical Safety code (NESC). TEP maintains the right to trim or remove vegetation that impedes the operation or safety of our facilities.



Additionally, no habitable buildings such as commercial office buildings, residences, apartments, or other dwelling places, whether site built or modular, permanent or temporary, will be allowed in the easement area.



Based on the latest development plan submitted to TEP on 6/1/17, there is a building corner that will encroach within the 16.00 wide easement for the existing OH line and existing conductor at minimum three (3) feet located at TEP structure No. 16. This building location needs to be adjusted to be outside of both the proposed easement and underneath the conductor and must meet the NESC horizontal clearance requirement.
