WATER SUPPLY
Tucson Water will provide water service to this project based on the subject zoning of the above parcels. Tucson Water has an assured water supply (AWS) designation from the State of Arizona Department of Water Resources (ADWR). An AWS designation means Tucson Water has met the criteria established by ADWR for demonstration of a 100-year water supply - it does not mean that water service is currently available to the subject project.

WATER SERVICE
The approval of water meter applications is subject to the current availability of water service at the time an application is received. The developer shall be required to submit a water master plan identifying, but not limited to: 1) Water Use; 2) Fire Flow Requirements; 3) Offsite/Onsite Water Facilities; 4) Loops and Proposed Connection Points to Existing Water System; and 5) Easements/Common Areas.

Any specific area plan fees, protected main/facility fees and/or other needed facilities' cost, are to be paid by the developer. If the existing water system is not capable of meeting the requirements of the proposed development, the developer shall be financially responsible for modifying or enhancing the existing water system to meet those needs.

This letter shall be null and void two years from the date of issuance.

Issuance of this letter is not to be construed as agency approval of a water plan or as containing construction review comments relative to conflicts with existing water lines and the proposed development.

Pima County Regional Wastewater Reclamation Department (PCRWRD) received this Final Plat on November 2, 2016. The following revisions are requested:
1. All sheets: The Title Block states this project is a resubdivision of Calle Santa Cruz Blocks 1-3, recorded in sequence 20143530542. This is incorrect. Said plat is located at Calle Santa Cruz and just north of Drexel Road.
This project is located at Calle Santa Cruz north of Irvington Road and is a replat of Parque De Santa Cruz Block 1, recorded Book 29 - Page 48 and unsubdivided parcels. See Title Report and correct the Title Block as appropriate.
2. The Development Plan Application states the project includes one (1) assessor parcel however, it appears there are three (3) assessor parcels that are part of this project. Clearly identify the boundaries of this project.
3. Sheet 1: Dedication and Title Block: Define the use for Common Areas "A", "B" and "C".

4. Sheet 1: Provide the Trust information for this project. In addition complete the Beneficiary of Trust information as well.

5. Sheet 1: General Note 7: Correct the meaning of the "CCR".

6. Sheet 1: Map, correct the "see sheet reference". All pages are wrong. Also replace "Private Street B" with the correct street name.

7. Sheets 2, 3, 4, 5 & 6: Remove reference to PAD Calle Santa Cruz Blocks 1-3

8. Sheet 5: Lot 24, indicate the purpose of the new public sewer easement located on this lot?

9. Sheet 6: Lot 37 is identified twice. Lot 36 is not labeled correctly. Correct appropriately.

10. Sheets 6 & 7: It shows the "West Edge of public sewer easement per this plat" (new 33' public sewer). The full width of the easement should be labeled and shown. The concern is this easement is outside of the boundary of this project; therefore, it can't be recorded as "part of the plat". It will need to be done by separate instrument. If it is within the boundary of the project, revise the boundaries to be shown accurately.

11. Sheets 6 & 7: RWRD "recommends" the existing 25' easement be abandoned as appropriate if it is no longer needed. With the two "public sewer easements" within the same footprint there could be confusion of which easement is correct. Or you could add a new separate easement adjacent to the existing public sewer easement to gain your total width of 33'. Again, this is a recommendation for clarity purposes only.

12. Sheet 5 & 6: The 30' public sewer easement per this plat. Where does the new 30' public sewer easement start and the existing 30' public sewer easement end? Label and identify as appropriate. Sheet five (5) identifies as existing 30' public sewer and sheet six (6) identifies as new 30' public sewer. It would be helpful for the new easements to be more prominent on the plan set.

13. Be advised, the second submittal may require additional comments dependent on the information that is provided on the corrected and resubmitted plan set.

The next submittal will be the 2nd submittal for this Final Plat. The RWRD review fee for the 2nd submittal will be $350.00 (Per PC Code, Title 13.20.030.A.2).

1) Per AM 2-07.5.1H please add the S16-085 to the title block areas on each sheet.
2) There is no PDSD Engineering Administrator at this time. Please change the signature line to read City Engineer under the assurance section.
3) Fill in the blank "I hereby certify that this instrument was filed for record at the request of ________" The blank could say "Cypress Engineering".
4) Please provide a copy of the assurances (ie. Third Party Trust). See AM 2-09.3.2.
5) Per AM2-06.5.3B1 please add the printed names of the signatories for the Dedication section on sheet one.
6) Per AM 2-06.5.3C please add printed names to beneficiary block as applicable.
7) Per AM 2-06.5.4E, AM 2-06.5.4F and AM2-06.4.8I show the 100-year floodplain and erosion hazard setback limits from the regulatory floodplains/top of bank for areas impacted within 50 feet of the subdivision boundaries.

12) Per AM 2-07.5.1E3 if the final plat is a resubdivision of a previously recorded plat, indicate the title and the book and page/sequence number of the existing subdivision. (ie. Final Plat for Irvington & I-19 Commercial Center Lots 1 Through 47, Common Area 'A', Common Area 'B', and Common Area 'C' a Resubdivision of Parque De Santa Cru Block 1, Docket 7137, Page 7630 10/14/83 and Docket 7418, Page 1043).
13) Please update the sheet index on sheet 1 to reflect the sheet on which each section of the plat is found. One example is that the sheet index shows sheet 9 to contain the northern most layout when this is shown on sheet 7. Sheet 6 shows what the sheet index shows should be on sheet 8. Please make appropriate corrections.
14) There is line work for what appears to be water easements on sheet 4 for lots 12 and 14. Please label appropriately. There are other sheets that have unlabeled easements that appear to be water easements also. Please label all easements on each sheet.
15) There is also other unlabeled easement line work on sheet 4 that needs to be labeled (ie. 70' Public Electric Easement is shown on sheet).

Thank you for the opportunity to comment on S16-085, Irvington & I-19 Final Plat; 1st Submittal, a final plat application for an approximately 62.8 acre site located on the northwest corner of Irvington Road and Interstate 19. The proposed land use is commercial.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The Tucson Airport Authority is not requiring an Avigation Easement for S16-085 since the Avigation Easement was recorded through an earlier submittal, DP16-0044.

Please note that the applicant shall file Form 7460 with the FAA at least 45 days before any construction is to occur. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

Tucson Electric Power Co., (TEP) has reviewed the Final Plat for Irvington & I-19 Commercial Center submitted on November 2, 2016, and is unable to approve the plat at this time. An easement for TEP facilities to be installed as shown on the TEP Construction Drawing provided to customer on November 22, 2016 must be shown on the plat before we can approve. Additionally, a 16 foot wide easement for the existing TEP overhead electric lines on the west side of the project must be granted by the plat. No structures may be constructed under these lines. Relocation of guy anchors that in are in conflict with the project are billable to the developer.

It does not appear that this plat is a resubdivision of Calle Santa Cruz Blocks 1-3 (Sequence No 20143530542), as Calle Santa Cruz Blocks 1-3 are south of Irvington Rd. Please identify the plat as a resubdivision of a portion of Parque de Santa Cruz, Book 29, Page 48. Also, the project is located in the S.W. ¼ of Section 35, not the S.E. ¼.
