2-07.5.0 CONTENT REQUIREMENTS

5.1 General

2-07.5.1.A.3 Subdivisions, arterial and collector streets, major watercourses, and railroads within the one-mile area; and,

2-07.5.1.E Provide a title block in the lower right corner of each sheet with the following information:


2-07.5.1.H The S(Year)-___ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-__ rezoning case number is to be noted also.

3. COMMENT: This plat has been assigned the PDSD case number S16-074. List the case number next to the title block.



2-07.5.2 General Notes
The plat must include the following general notes. Additional notes specific to each project are required when pertinent. Fill in the blanks with the project-specific information.

2-07.5.2.D If the property is subject to conditions of rezoning, add the following note: "This plat is subject to the conditions of rezoning case number C9-__-__, unless superseded by a subsequent rezoning ordinance."

4. COMMENT: Just a caveat, if it has not yet been done, check with Rezoning staff to ensure that the proposal is not considered a change major change of PDP. Contact John Beall at 837-6966.


2-07.5.3.E Assurances
The following ASSURANCE block must be placed on the plat's first sheet.

ASSURANCES

"This is to certify that all improvements, such as streets, sidewalks, sewers, water and utility installation, drainage and flood control facilities, and monuments, required by the City of Tucson have been completed or the future completion of such improvements has been assured by a land trust financial assurance agreement, the posting of performance bonds, an escrow account, letter of credit, or other security as the City of Tucson deems necessary and proper. In the event that any such assurance expires, lapses or is otherwise inadequate to assure the completion of assurable infrastructure, the city may suspend the issuance of building permits or certificates of occupancy."

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) The legend shows a (C) for Calculated and (M) for measured dimension. Per AM 2-07.5.5C5 all distances and bearings between all monuments need to be indicated whether they are measured or calculated. Please update line work accordingly.
2) Per AM 2-07.5.1H please add the S16-074 to the title block areas on each sheet.
3) There is no PDSD Engineering Administrator at this time. Please change the signature line to read City Engineer under the assurance section.
4) Per AM 2-07.5.1A3 please show the railroad and Aviation Parkway on the location map.
5) There are two bearings and distances called out at the intersection of Scott Avenue and Congress Street that do not show a survey monument as a connection point. Is there a survey monument that should be called out or should a single bearing and distance be used instead? Please clarify per AM 2-07.5.5C6
6) There is extraneous line work shown just above the OCR-2 zoning designation east of the Scott Avenue right-of-way callout. Please add designator or remove extraneous callout.

Thank you for the opportunity to comment on S16-074, City Park; 1st Submittal, a final plat (block plat) application for an approximately 0.47 acre site located immediate south of East Congress Street and between South Stone Avenue and South Scott Avenue. The proposed land use is commercial.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The applicant shall file Form 7460 with the FAA. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. This condition should be identified in the general notes of the approved development plan.

Conditions of approval:

"That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement prior to the subdivision process which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided."

The current property owner or person authorized to sign on behalf of the current property owner shall complete, sign, and record the Avigation Easement. Once the Avigation Easement is recorded please send a copy of the recorded easement to Tucson Airport Authority by either email (send to srobidoux@flytucson.com) or to the mailing address provided below.
