08/23/2016 AHINES2 ENV SVCS REVIEW Approved The City of Tucson - Environmental Services Department (ES) has completed our review of Project No. S16-063, Emery Park Place Lots 1-4 / 1st Submittal. This is a minor subdivision consisting of four residential lots.

APCs will be used to store refuse and recycle materials at each residence and will be rolled out to the curb on the day of servicing. The APCs will be screened from public view and adjacent developments while being stored at each residence.

Review of the design of Drexel Avenue shows that sufficient roadway width is provided to allow for refuse truck access to the APC locations. There are no unusual designs of the roadway that would impede the maneuverability of the refuse trucks to service the APCs. The Emery Park Place development is within the service area of ES in the City of Tucson.

In summary, the proposed Emery Park Place residential subdivision plans are approved by ES from a solid waste standpoint.

Tucson Water will provide water service to this project based on the subject zoning of the above parcels. Tucson Water has an assured water supply (AWS) designation from the State of Arizona Department of Water Resources (ADWR). An AWS designation means Tucson Water has met the criteria established by ADWR for demonstration of a 100-year water supply - it does not mean that water service is currently available to the subject project.

WATER SERVICE
The approval of water meter applications is subject to the current availability of water service at the time an application is received. The developer shall be required to submit a water master plan identifying, but not limited to: 1) Water Use; 2) Fire Flow Requirements; 3) Offsite/Onsite Water Facilities; 4) Loops and Proposed Connection Points to Existing Water System; and 5) Easements/Common Areas.

Any specific area plan fees, protected main/facility fees and/or other needed facilities' cost, are to be paid by the developer. If the existing water system is not capable of meeting the requirements of the proposed development, the developer shall be financially responsible for modifying or enhancing the existing water system to meet those needs.

This letter shall be null and void two years from the date of issuance.

Issuance of this letter is not to be construed as agency approval of a water plan or as containing construction review comments relative to conflicts with existing water lines and the proposed development.

Pima County Regional Wastewater Reclamation Department (PCRWRD) hereby "Approves" Emery Park Place, Lots 1-4 and Common Area "A" as submitted on August 17, 2016. This approval is for elements related to the sewer system only.

Approval of the above referenced submittal does not authorize the construction of public or private sewer systems. Prior to the construction of such features, a Construction Authorization needs to be obtained from PDEQ.

Approval will need to be reobtained if the scope of the project changes that may impact the sewer. This also could include the language in the Dedication as well as easements for utilities/sewers. We request the applicant to contact RWRD-DLU to discuss what action if any shall be required. If the jurisdiction requires RWRD signature on the Mylar and there has been changes without communication it could delay the obtaining of RWRD's signature.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the proposed Development Plan Package. The following items need to be addressed:
1) The legend shows a (C) for Calculated and (M) for measured dimension. Per AM 2-07.5.5C5 all distances and bearings between all monuments need to be indicated whether they are measured or calculated. Please update line work accordingly.
2) Per AM 2-07.5.1H please add the S16-063 to the title block areas on each sheet.
3) Section 3.0 of the drainage report references Figure 10. The distance callout on this figure between the structure and the top of channel does not match the plan view shown on sheets 1 or 2 of the preliminary development package.
4) Figure 10 of the drainage report does not comply with recommendations contained in sections 4.1 or 4.2.7 of the geotechnical report. Please update figure 10 accordingly per TSM 2-01.4.1C6. This will require a minimum 5% slope away from the building for 10 feet. Please note that per section 7.6.5 of the Drainage Standards Manual (UDC 7.14.4) that the structures are required to be setback 10 feet from the drainage swales. Cross Section D/2 as shown on sheet 2 of the preliminary development package will also need to show the required offset.
5) There is no PDSD Engineering Administrator at this time. Please change the signature line to read City Engineer under the assurance section.
6) Under the Approvals section on sheet 1 of the plat please indicate who is requesting the recording of this plat. "I hereby certify that the instrument was filed for record at the request of ________" This blank needs to be filled in with the name of the requester. It is usually the engineering firm, owner or applicant whose name goes there.
7) Per TSM 8-01.5.1A new projects consisting of six to 24 units shall provide centralized on-site solid waste and recycling collection services access within the tract. Using APCs requires ES approval. Please contact Thomas Ryan at 837-3713 or Thomas.Ryan@tucsonaz.gov for permission to use APCs and process the appropriate TSMR as required.
8) Per TSM 8-01.8.0A please provide a waste stream calculation.
9) A general keynote 17 may need to be called out at the east side of the east entrance south of the pedestrian access ramp on sheet 2 of the preliminary development package.
10) Figure 6 of the drainage report and narrative describes a 2 barrel culvert that meters flow by the Nogales highway. Per AM 2-05.7.1A3 please show this railroad on the location map.

Dear Ms. Hines,

Thank you for the opportunity to comment on S16-063, Emery Park Place, Lots 1-4; 1st Submittal, a final plat application for an approximately 1.3 acre site located closest to the southeast corner of South 6th Avenue and East Drexel Road. The proposed land use is residential.

This site is within the Tucson International Airport avigation easement requirements and public disclosure area, FAA traffic pattern airspace, and FAA Part 77 airspace.

The applicant shall file Form 7460 with the FAA. Any cranes used for the project must also be identified with Form 7460. Please file Form 7460 at https://oeaaa.faa.gov/oeaaa/external/portal.jsp.

The Tucson Airport Authority conditionally approves the subject request contingent upon the following condition of approval, as noted below. This condition should be identified in the general notes of the approved development plan.

Conditions of approval:

"That prior to the City's approval of any construction permit for a permanent building, the property owner shall record the Avigation Easement prior to the subdivision process which discloses the existence, and operational characteristics of the Tucson International Airport to future owners or tenants of the property and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided."

"The developer shall provide the Airport Disclosure Statement form, at time of sale, to new property owners with new home purchases. The developer and the new home purchasers shall not record the Airport Disclosure Statement form. New home purchasers shall sign the Airport Disclosure Statement form and return a signed copy to Tucson Airport Authority. Plan Tucson on the Future Growth Scenario Map identifies the project site as existing neighborhoods. Existing neighborhoods are primarily developed and largely built-out residential neighborhoods and commercial districts in which minimal new development and redevelopment is expected in the next several decades. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment and encouraging reinvestment and new services and amenities that contribute further to neighborhood stability. Site S16-063 has no rezoning history or annexation conditions to monitor per Development Package dated June 6, 2016, which indicates rezoning and/or annexation conditions do not apply. The site is zoned R-2 and is in compliance with Plan Tucson.
