Pima County Regional Wastewater Reclamation Department (PCRWRD) hereby "Approves" NCJ1, Lots 1-3 and Common Area "A" as submitted on April 18, 2016. This approval is for elements related to the sewer system only.
Approval of the above referenced submittal does not authorize the construction of public or private sewer systems. Prior to the construction of such features, a Construction Authorization needs to be obtained from PDEQ.

Approval will need to be reobtained if the scope of the project changes that may impact the sewer. This also could include the language in the Dedication as well as easements for utilities/sewers. We request the applicant to contact RWRD-DLU to discuss what action if any shall be required. If the jurisdiction requires RWRD signature on the Mylar and there has been changes without communication it could delay the obtaining of RWRD's signature.

Dear Ms. Gehlen:

Southwest Gas Corporation (SWG) has no objection to the development of the above-mentioned project. Existing natural gas facilities are located in adjacent rights-of-way to the area of development and may be affected by construction of this project; specifically, an existing 4" gas main is located within the right-of-way of Fairview Ave and may be impacted by pavement saw cutting along the eastern edge of Fairview Ave, along with driveway grading into development.

Blue Stake and potholing are suggested for best accuracy when locating SWG facilities. Please be aware that SWG requires a minimum one-foot separation from distribution facilities and any proposed structures and two-foot separation from high pressure gas facilities. SWG requests the contractor use caution when working in the vicinity of gas facilities and protect and support gas facilities per Blue Stake requirements.

SWG also requests that no trees be planted within close proximity to gas facilities due to root intrusion; therefore, SWG requires all tree placements have a minimum eight-foot clearance from the tree center line to existing or proposed gas facilities. Shrubs and bushes may be planted within the eight-foot clearance zone.

All information is provided for reference use only. Please note that it is the responsibility of excavators or those developers planning excavation to verify actual field conditions in advance of construction so that requests for gas service or any potential issues can be addressed in a timely manner, including payment for conflict mitigation if applicable.

2-07.1.0 APPLICABILITY

Final plats, block plats, minor subdivisions, and condominium plats shall be prepared according to the requirements provided below. Hereafter referred to as "plat" or "plats." A final plat serves as a survey document suitable for recordation of all or part of an approved tentative plat, if applicable. The final plat must conform to the approved tentative plat or site plan in lot configuration, design, and required conditions of development. The final plat, once approved, is recorded in the Pima County Recorder's Office. The final plat is kept on file and becomes part of the permanent record for the subject site. (Am. Admin. Directive, 5/14/2013)

2-07.2.0 APPLICATION SUBMITTAL REQUIREMENTS
Plat application packets are available from the PDSD Department. Completed applications and accompanying materials are submitted to the PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. Should an incomplete submittal be accepted for review, the applicant should be aware that, because of a lack of information, the review will take longer since comments cannot be finalized until after the resubmittal when the required information is provided. The types of documents and the specific number of copies required of each of the documents are on the PDSD website or may be obtained from the CDRC office.

The following documents and information shall be submitted upon application:

2.1 Application Form
A completed application signed by the property owner or authorized designee;
2.2 Plat
A plat must be prepared to the format and content requirements described herein; and,
2.3 Fees
Fees in accordance with Section 4-01.0.0, Development Review Fee Schedule.

2-07.3.0 SUBMITTAL TIMING
Review of final plats is normally initiated after the tentative plat has been approved, unless concurrent tentative and final plat submittal has been approved by the PDSD prior to submittal. Final plats may also be submitted for review prior to the approval of a tentative if a minimum of one review of the tentative plat have occurred. In any case, submittal of the final plat prior to approval of the tentative plat is done at the applicant's risk since changes could be required of the tentative that may affect the final plat.

2-07.4.0 FORMAT REQUIREMENTS
Plats must:
4.1 Be on a 24-inch by 36-inch sheet(s) folded to the eight and one-half inch by 11-inch format shown in Exhibit I. The plat may comprise several sheets showing various elements of required data;
4.2 Be prepared on materials that can be transferred to double-matt Mylar reverse read;
4.3 Have a two-inch margin on the left side and one-half inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats;
4.4 Be drawn to a scale of no more than one inch equals 40 feet; and,
4.5 All lettering and dimensions shall be three-thirty-seconds inch in height.

2-07.5.0 CONTENT REQUIREMENTS

5.1 General

2-07.5.1.A A project-location map must be drawn in the upper right corner of the first sheet of the plat at a scale of three inches equals one mile and include the following information:


2-07.5.1.A.2 Label the section, township, and range; section corners; north arrow; and the scale;

1. COMMENT: Label the section corners adjacent to sections 23 and 26.


2-07.5.1.A.3 Subdivisions, arterial and collector streets, major watercourses, and railroads within the one-mile area; and,

2. COMMENT: Label the Major Street Flowing Wells on the location map of the final plat and the Preliminary DP.


2-07.5.1.A.4 The city's jurisdictional limits, if within the mapped area.

3. COMMENT: Label the city's jurisdictional limits on the location map of the final plat and the Preliminary DP.


2-07.5.1.E Provide a title block in the lower right corner of each sheet with the following information:


2-07.5.1.H The S(Year)-___ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-__ rezoning case number is to be noted also.

4. COMMENT: Reference the PDSD Final Plat case number S16-032 in the lower right corner next to the title block of all plan sheets.


2-07.5.2 General Notes
The plat must include the following general notes. Additional notes specific to each project are required when pertinent. Fill in the blanks with the project-specific information.


2-07.5.2.C Provide the following notes:
"Total miles of new public streets are ____.
"Total miles of new private streets are ____."

5. COMMENT: List the information as noted above. While the length of the access lane to the lots is minimal it is considered a private street providing access to 3 lots.


2-07.5.4.I. Show detention/retention areas in a surveyable and readily retraceable manner;

6. COMMENT: Provide the information as noted by the standard above.


2-07.5.6 Protective Covenants

Protective covenants or Covenants, Conditions, and Restrictions (CC&Rs) establishing responsibility for construction, maintenance, and ownership of any proposed common area, open space, private street, or similar joint use, when needed, will:
2-07.5.6.A. Provide for maintenance of and liability for any proposed commonly-owned areas; and

7. COMMENT: List the lot numbers and common area under the title of the cover sheet for the CC&R's document.


Address the following Zoning review comments related to the "Preliminary Development and Grading Plan".

1. UDC Section 7.8.4.C - If access is provided by an easement and the easement serves more than two single-family homes the City may require the easement to be developed as a street or as a parking area access lane (PAAL). The determination as to whether a developed street or PAAL is required will be made at the time of review of the proposed land division or development of the property based on the need for public services, such as utilities, refuse collection, and fire suppression, and on the projected average daily traffic (ADT) of the access easement.

COMMENT: The proposed development is for three SFR sites off one access point. The access drive (Private Street) while it is not very long in length it does provide access to three single family homes. The concern on the construction of the private access drive is that it is not clear on the plan how refuse collection will be provided. Chip seal material will probably not hold up to the wear and tear that a refuse truck accessing the site will cause and will be subject to greater maintenance. It is suggested that a standard pavement noted in TS 10-01.3.0 be considered.

In addition if refuse collection is to be onsite, a requirement for a turn-around may be requested by Solid Waste. See additional comments by the engineering reviewer.

Curb Radii may be required at the Collector Street intersection with the site entrance. In addition Curb accessible ramps may be required. See the Engineering Reviewer comments for related comments.


2-06.4.7.A.6 - If a plan or plat is prepared in conjunction with other applications or overlays or the parcel being developed is subject to conditions of an application processed previously, additional information must be added to the plan. Such applications and overlays include, but are not limited to: annexations; rezonings; special exceptions; Board of Adjustment variances; Design Development Options; Technical Standard Modification Request; overlays (Airport Environs Zone, Environmental Resource Zone, Gateway Corridor Zone, Hillside Development Zone, Historic Preservation Zone, Major Streets and Routes, Rio Nuevo District, Scenic Corridor Zone, WASH); Modification of Development Regulations through the Downtown Area Infill Incentive District or Rio Nuevo District; Downtown Heritage Incentive Zone; or, Design Review Board. Provide the following information on the plan.

1. COMMENT: This site is subject to compliance with the Setback requirements of the Major Streets and Routes Map 5.4. The setback for any structure adjacent to the Major street is based on the greatest of 21 feet or the height of the structure from the future back of curb location. The setback requirement only affects Lot three based on the preliminary development plan.

However a detached accessory structure is not permitted in buildable area extending the full width of the lot between the principal structure and the street property line. The DP depicts what appears to be detached carports on all lots. If this preliminary design is to be approved a Board of Adjustment Variance approval will be required for the development on lot three as depicted on the DP. The carport can be depicted as an attached structure and would meet the setback requirements as well as UDC Section 6.6.3.B.

2-06.4.7.A.6.a - List additional applications and overlays, by case number (if applicable), in lower right corner of each sheet. As a general note provide the type of application processed or overlays applicable, a statement that the project meets the criteria/conditions of the additional application or overlay, the case number, date of approval, what was approved, and the conditions of approval, if any.

2-06.4.7.A.8.b - Percentage and area in square feet of building and accessory building coverage;

2. COMMENT: Add a UDC table that includes the overall site coverage and individual lot coverage. Coverage includes all principal structure (home), all vehicular use areas (includes driveway/parking areas, maneuvering areas) Carports or garages, enclosed detached accessory structures


2-06.4.7.C.3.b - "Total miles of new private streets is ____________."

3. COMMENT: List the length of the Private street (access drive)

2-06.4.8.B - All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Should an easement not be in use and be proposed for vacation or have been abandoned, so indicate. However, should the easement be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of plan unless written permission from easement holder(s) is provided.

4. COMMENT: All new easements drawn and labeled on the DP shall include a note stating that the recordation is per the recorded plat.

2-06.4.9.A - Draw in all proposed lot lines with approximate distances and measurements.

5. COMMENT: Label the distance bearing of each new lot line based on the plat information.

2-06.4.9.F - All existing zoning classifications on and adjacent to the project (including across any adjacent right-of-way) shall be indicated on the drawing with zoning boundaries clearly defined. If the property is being rezoned, use those boundaries and classifications. The basis for this requirement is that some zoning requirements on a project are based on the zoning classification of adjacent property. Also, in some instances, each zone has to be taken into consideration on property that is split by two or more zoning classifications, as each may have different requirements.

6. COMMENT: Label the zoning designations adjacent to the subdivision.

2-06.4.9.H.1 - Proposed traffic circulation will be designed in accordance with Section 10-01.0.0, Street Technical Standards, of the Technical Standards Manual, to include streets, intersections, street names, right-of-way widths, curve radii of centerlines and curb returns, and proposed improvements, such as pavement, curbs, access points (driveways), accessible ramps, and sidewalks. Street improvements, such as sidewalks, curbs, pavement, and accessible ramps, do not need to be drawn on the plan if such information is provided on typical street cross sections.
Please be aware that, if a new street is created (for other than for subdivisions) which divides the property into two or more lots, a subdivision plat is required (refer to the definition of subdivision in Section 11.4.20 of the UDC).

7. 2-06.4.9.H.5.a - Show all motor vehicle off-street parking spaces provided, fully dimensioned. As a note, provide calculations on the number of spaces required (include the ratio used) and the number provided, including the number of spaces required and provided for the physically disabled. The drawing should indicate parking space locations for the physically disabled. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. For information on parking requirements for the physically disabled, refer to adopted building and accessibility codes of the City of Tucson. Design criteria for parking spaces and access are located in Section 7.4.6, Motor Vehicle Use Area Design Criteria, of the UDC.

8. COMMENT: Draw and dimension the proposed parking space locations for on-site the visitor parking on each lot, per UDC 7.4.6.B.2.a. The visitor parking space may not be a tandem parking space.

2-06.4.9.M.1 - A conceptual grading plan is required on projects with significant topographic conditions. The PDSD Engineering Administrator or designee will determine the need for such a plan.

9. COMMENT: Once the DP is approved the grading plan is approved. If the design of the site or grading pattern changes after approval of the DP a revised grading plan may be required.

2-06.4.9.R - Show on-site pedestrian circulation and refuge utilizing location and the design criteria in Section 7-01.0.0, Pedestrian Access, of the Technical Standards Manual.

10. COMMENT: T.S. 10-01.3.3 - Pedestrian access from the street frontage is required. The preliminary DP does not indicate how pedestrian access will be provided from the Fairview street sidewalk to the single family homes. Review section T.S. 10-01.3.3 for additional exceptions that may apply to this situation. Design the pedestrian accordingly and assure the path meets the minimum composition standards as well as the cross and horizontal slopes for accessibility.


2-06.4.9.T - Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned, and access route. If dumpster service is not proposed, indicate type of service. For specific information on refuse collection, refer to Section 8-01.0.0, Solid Waste and Recycle Disposal, Collection, and Storage, of the Technical Standards Manual. Refuse collection on all projects shall be designed based on that section, even if collection is to be contracted to a private firm.

11. COMMENT: Demonstrate where the refuse collection will provided. Contact Solid Waste staff for assistance on the type of refuse collection may be acceptable for the development. See the PDSD Engineering reviewer comments for additional information on this standard.

2-06.4.9.V - For gang mailboxes indicate location to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

12. COMMENT: Clarify if there will individual mailboxes for this development or will an area designed for gang mailboxes proposed.

2-06.4.9.X - Show compliance with landscaping and screening requirements by locations, material descriptions, and dimensions. Specific plant or hardscape material shall be detailed on a landscape plan. A detailed landscape plan is required. In accordance with Section 2-11.0.0, Landscape Plan Requirements.

13. COMMENT: See the Landscape reviewer comments related to any landscape buffer or screening requirements for the Common Area.

5. Technical Standard 10-01.4.3.2.C requires curb returns for the driveway/access lanes. If a standard apron is desired a TSMR will be required at time of development.

05/17/2016 AHINES2 ENV SVCS REVIEW Reqs Change The Final Plat package has been reviewed on behalf of the Environmental Services Department and the following will need to be addressed on the resubmittal:

1. Fairview Avenue is classified as a high volume collector street on the Major Streets and Routes Plan, and therefore refuse and recycling collection shall be provided onsite per TSM 8-01.5.3.C. Show on the Preliminary Development Plan one of the acceptable onsite turnarounds shown in Figures 6 and 7 in TSM Section 8.

2. Show on the Preliminary Development Plan the location where each refuse and recycling container will be placed alongside the private road for each of the three lots using Figure 8 in TSM Section 8 as a guideline.

3. Demonstrate on the Preliminary Development Plan the collection vehicle can safely maneuver the turn into and out of the property through the apron and the 20 ft. wide private road using the turning templates in TSM Section 8, Figure 7. If the turns cannot be made, make the necessary adjustments.

4. Add the general note stating the plastic containers (APCs) shall be placed and removed from the onsite private road curbside collection area on the day of service and shall be stored from public view at all other times.
