To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. The plat indicates that a portion of an existing 15’ Public Electric Easement per Dkt 10104, Pg 1504 will be released per the plat. There are existing TEP facilities within the portion of the easement shown for abandonment. These facilities serve the development on Lot 1. Developer must provide new easements for existing equipment in order for TEP to release the old easement. In the event that the equipment is to removed or relocated, all costs will be borne by the developer. Please note that a utility easement may not be released by the platting process, it must be released or quit claimed by the utiltity(ies) occupying the easement. An Existing Neighborhoods category is primarily developed and largely built-out neighborhoods and commercial districts in which minimal new development and redevelopment is expected. The goal is to maintain the character of these neighborhoods, while accommodating some new development and redevelopment and encouraging reinvestment and new services and amenities that contribute further to neighborhood stability. In particular to housing, Plan Tucson provides direction and support in Chapter 3 - The Social Environment, under housing policies H8 and H9 which state housing facilities to promote safe, decent, and affordable housing and neighborhoods that support aging in place and is to address the housing needs of the most vulnerable populations in the community, including those at risk of homelessness. Providing a variety of housing for all segments of the population is the key. The South Pantano Area Plan (SPAP) encourages the development of a variety of housing types and the compatibly of new development with existing land uses. The SPAP residential sub-goal directs new development to encourage the development of a variety of housing types including single-family detached units, duplexes, apartments, condominiums, townhouses, and mobile homes. This development should preserve the integrity of established neighborhoods, promote infill of vacant land where adequate streets and utilities are available, and ensure the compatibility of new residential development with existing land uses. Site is in compliance with Plan Tucson and South Pantano Area Plan. A Minor Change of Conditions to SE-03-08 Esperanza en Escalante Veteran's Housing special exception on November 2, 2015. The formal request is to remove condition #10, which states, a southbound right turn lane shall be constructed at the access point to the site, from the development conditions. |
