MASTER COVER SHEETS/ GENERAL NOTES:
1) Admin Man Sec.2-07.5.1.A: A project-location map shall include the remaining requested information:
a) Subdivisions within a one square mile area - see attachment for sample info and map resource http://maps.tucsonaz.gov/pdsd/
b) major watercourses (West Branch Santa Cruz River Diversion Channel and Santa Cruz River),
2) Admin Man Sec.2-07.5.1.D: Move lower "SEQ#________" to lower right area below title block. See redlines.
3) Admin Man Sec.2-07.5.1.E: Provide common area descriptions in title block. For example: Common Area A (Ret/Det Basins) and Common Area B (Drainageways).

a) Admin Man Sec.2-07.5.2.A: Add to notation on sheet 1 that the gross area "of this subdivision" and remove the term "more or less".
b) Admin Man Sec.2-07.5.2.E: Since the project is subject to floodplain requirements, add the following note: "Prior to issuance of any building permit, a Flood Plain Use Permit is required for Lots 1-4."
6) Admin Man Sec.2-07.5.3: The plat must include the following statements, as applicable. All signatures must be in permanent, black, India ink and be accompanied by a notary signature and seal.
a) Admin Man Sec.2-07.5.3.A: For the Certification of Survey, assure the following statement is provided (check verbiage and update seal/signature):
CERTIFICATION OF SURVEY
"I hereby certify that the boundary survey as shown on this plat was performed under my direction and that all existing or proposed survey monuments and markers shown are correctly described. I further certify that this plat was prepared under my direction."

b) UDC Sec.8.6.6, Admin Man Sec.2-07.5.3.B.2: For the Dedications, the following statements are required on the first page of the plat. These statements indicate that all streets, alleys, easements, and other rights-of-way and any lands for public uses are dedicated by the plat to the public or for private use. The paragraph entitled DEDICATIONS consists of four elements: a statement of certification of title; a dedication statement; a hold harmless clause; and a signature line(s) for the property owner(s). The paragraphs may be amended to fit the applicable situation. Clarify / add appropriate Dedication paragraphs per Admin Man Sec.2-07.5.3.B.2. paragraphs c or d.
c) Admin Man Sec.2-07.5.3.B.c: "Private drainageways, and common areas, as shown hereon, are reserved for the private use and convenience of all owners of property within this subdivision and are granted as easements to the public and all utility companies for the purposes of access, installation, and maintenance of utilities, drainage, and public sewers. Title to the land of all private drainageways, and common areas shall be vested in an association of individual lot owners as established by Covenants, Conditions, and Restrictions recorded in Sequence #________ in the Pima County Recorder's Office. The association will accept responsibility for control, maintenance, and liability for the private drainageways, private sewers, and common areas within this subdivision."
d) Admin Man Sec.2-07.5.3.B.d: "Private drainageways, and common areas shown on this plat are reserved for the private use and convenience of all owners of property within this subdivision, and easements are granted to the public and all utility companies together with access for the installation, maintenance, and improvements of aboveground and underground utilities, public sewers, and drainage. Title to the land of all private drainageways, and common areas will be vested in an association of individual lot owners as established by Covenants, Conditions, and Restrictions recorded in Sequence #________ in the Pima County Recorder's Office. The association will accept responsibility for control, maintenance, and liability for the private drainageways, private sewers, and common areas within this subdivision."
7) Admin Man Sec.2-07.5.3.B.4: Add the signature lines for the property owners. The number of signatures depends on the number of persons who have fee title interest according to a title report current within 30 days of recordation of the proposed plat. Make sure the property owners are correctly provided with beneficiary in Dedication sections on sheet 1.
8) Admin Man Sec.2-07.5.3.C: If applicable, the following BENEFICIARY block must be included on the title page.
BENEFICIARY
"The beneficiary of (Title Company Name and Trust Number) is (Name and Address)."
FINAL PLAT SURVEY RELATED COMMENTS:
9) UDC Sec.8.4.1.E.3, Admin Man Sec.2-07.5.4.A: Assure that all easements are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat, per Title Report.
10) Admin Man Sec.2-07.5.3: Provide Certification statement for civil engineer with expiration date of seal shall include certification of floodplain limits and erosion hazard setbacks. The floodplain certification note is not needed but if it remains shall be corrected to reflect the appropriate flood status for this site. Certification statement verbiage that is required is clarified on redlines from initial submittal review.
11) Tech Man Sec. 4-04.5.2: The contributing drainage areas and the 100-year peak discharges entering or leaving the development must be labeled and 100-year flood-prone area with bearings and distances per Admin Manual Sec.2-07.5.4.F, along with the 100-year water-surface elevations, at sufficient intervals to define the drainage pattern on, across, and adjacent to the site. These floodplain limits are to be identified and labeled "to be channelized". They should also be labeled, if applicable, as being a private easement, with owner maintenance; or as being dedicated to either the City of Tucson or a Homeowner's Association as a flowage easement, drainage easement, or as fee-simple right-of-way.
12) Admin Man Sec.2-07.5.4: Provide the remaining information on the plat:
a) A. Indicate the name and width of each easement (type), and drainageway within the subdivision boundary being created by this plat. Label each as private.
b) C. Since project likely has common areas for drainage infrastructure (drainageways and basins), draw and label each common area individually with a separate letter designation. Enclose with a solid line each common area, that will have separate restrictions (it would be up to you to decide if the basins are separate from the drainageways), a separate homeowners' association, or any common areas.
c) I. Show retention areas in a surveyable and readily retraceable manner.
FINAL PLAT ASSURANCE COMMENTS:
13) Admin Man Secs.2-07.5.6.A, 2-07.5.6.B: Explain whether the submitted CC&R's apply; provide revised/updated CC&R's that includes the various conditions of rezoning or other special situations requiring permanent administration by an owners' association. Provide revised/updated CC&R's for maintenance of and liability for any proposed commonly-owned areas.
14) UDC Secs.8.4.5.D.3.a, 8.6.2.A.3: If any assurable improvement is not in place, assurances will be required. The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are reviewed and approved. Address the following:
a) If assurable items are intended to be constructed after plat, then the assurance documents must be submitted with subdivision descriptions on any page, including exhibit descriptions, matching the title block description on the first sheet of the plat. Please be aware that the legal office may reject assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block.
b) UDC 8.6.2.B: Acceptable Forms of Assurances include: Completion/Performance Bond, Escrow Account, Letter of Credit, Third Party Land Trust, or an alternative forms of assurance acceptable to the PDSD Director and the City Attorney's Office in form and substance. (Personal checks are not accepted and Mayor and Council approval of the alternate assurance method, agreement, or form(s) is required prior to the approval of the final plat). If a third party trust is proposed for the subdivision assurances, address comments and resubmit:
i) original copy of the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST with the assurable items list;
ii) original copy of the AMENDMENT TO TRUST / THIRD PARTY TRUST;
iii) assure that all exhibits are attached, and the case number "S15-005" is at the top of the first page of the AGREEMENT TO CONSTRUCT and AMENDMENT TO TRUST;
iv) copy of the original Trust Agreement;
v) copy of a sample Warranty Deed;
vi) copy of the current Title Report.
c) The 8½" by 11" location map sheet submitted with the revised assurance submittals that go to Mayor & Council is acceptable except that it needs the subdivision case number added to the page.
15) Admin Man Sec.2-07.5.3.E: Plat is missing required Assurance paragraph with appropriate signature lines to look like the following:
ASSURANCES
"This is to certify that all improvements, such as streets, sidewalks, sewers, water and utility installation, drainage and flood control facilities, and monuments, required by the City of Tucson have been completed or the future completion of such improvements has been assured by a land trust financial assurance agreement, the posting of performance bonds, an escrow account, letter of credit, or other security as the City of Tucson deems necessary and proper. In the event that any such assurance expires, lapses or is otherwise inadequate to assure the completion of assurable infrastructure, the city may suspend the issuance of building permits or certificates of occupancy."

For resubmittal, submit both sets of redlines, revised final plat sheets, revised or updated CC&R's, assurances, comprehensive response letter addressing all comments, and title report. Dear Ms. Gehlen:

Southwest Gas Corporation (SWG) has no objection to the development of the above-mentioned project. Existing natural gas facilities are located in adjacent rights-of-way to the area of development and may be affected by construction of this project; specifically, an existing 2" gas main is located within the right-of-way of Valencia Road and may be impacted by pavement sawcutting along the northern edge of the development and driveway grading into the development. This main may be utilized for future extension into the proposed development.

Blue Stake and potholing are suggested for best accuracy when locating SWG facilities. Please be aware that SWG requires a minimum one-foot separation from distribution facilities and any proposed structures and two-foot separation from high pressure gas facilities. SWG requests the contractor use caution when working in the vicinity of gas facilities and protect and support gas facilities per Blue Stake requirements.

SWG also requests that no trees be planted within close proximity to gas facilities due to root intrusion; therefore, SWG requires all tree placements have a minimum eight-foot clearance from the tree center line to existing or proposed gas facilities. Shrubs and bushes may be planted within the eight-foot clearance zone.

All information is provided for reference use only. Please note that it is the responsibility of excavators or those developers planning excavation to verify actual field conditions in advance of construction so that requests for gas service or any potential issues can be addressed in a timely manner.

Pima County Regional Wastewater Reclamation Department (PCRWRD) hereby "Approves" the above referenced submittal of the Final Plat submitted on date.
Approval of the above referenced submittal does not authorize the construction of public or private sewer systems. Prior to the construction of such features, a Construction Authorization needs to be obtained from PDEQ.

Approval will need to be reobtained if the scope of the project changes that may impact the sewer. This also could include the language in the Dedication as well as easements for utilities/sewers. We would request that you contact RWRD-DLU to discuss what action if any shall be required. If the jurisdiction requires RWRD signature on the Mylar and there has been changes without communication it could delay the obtaining of RWRD's signature.
