COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Unified Development Code and Development Standards were addressed.

This plan has been reviewed for compliance with the Administrative Manual Standards listed in section 2-07 of the City of Tucson Administrative Manual. Also compliance with applicable development criteria for the proposed use as listed in the City of Tucson Uniform Development Code (UDC).

The review comments include the actual standard first with the applicable Administrative Manual section number and the following paragraph is the actual comment related to the specific item that must be addressed.

1. Section 3.3.3.G.5.c UDC, An applicant has one year from the date of application to obtain approval of a site Final Plat that complies with zoning and other development requirements in effect at the time of application, unless an ordinance adopted by Mayor and Council during this period states otherwise. A Final Plat application that has been in review for a period of one year and has not yet been approved is considered denied. To continue the review of a site plan for the property, a new site plan must be submitted that complies with regulations in effect at the time of re-submittal. The new submittal initiates a new one-year review period. One year Expiration date is .

SECTION 2-07: FINAL PLAT / MNOR SUBDIVISION
Section

2-07.5.1 General
2-07.5.1.A - A project-location map must be drawn in the upper right corner of the first sheet of the plat at a scale of three inches equals one mile and include the following information:

2-07.5.1.A.1 - The project site approximately centered within a one square mile area;
01. COMMENT: The project must be centered and labeled on the location map.


2-07.5.1.A.3 - Subdivisions, arterial and collector streets, major watercourses, and railroads within the one-mile area; and,
02. COMMENT: The text height for the major and collector streets within the location map must be revised for legibility.


2-07.5.1.H - The S(Year)-___ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-__ rezoning case number is to be noted also.
03. COMMENT: This project has been assigned the PDSD development package case number S14-036. List the case number in the lower right corner of the plat sheets.


2-07.5.4.A - Indicate the name and width of each street, alley, easement (type), and drainage-way within the subdivision boundary being created by this plat. Label each as public or private, along with the appropriate dedication notation;

04. COMMENT: On sheet two (2), label the streets as public.


2-07.5.4.G - Corner lots may be designated with a star symbol indicating which street will be used for access. Use of this designation may limit design options for access. In instances where the city, for safety reasons, limits accessibility, a one-foot no-access easement will be required;
05. COMMENT: If applicable, draw and label the one )1) foot no access easement on the sheet two (2).


2-07.5.4.H - Show no-vehicular access easements where applicable;

06. COMMENT: If applicable and required by TDOT, indicate on sheet two the no-vehicular access easement. In addition zoning is requesting a one (1) foot no vehicular access easement as depicted by the redlines on sheet two (2) of the plat drawings.

For clarification, per sheet two (2) of the plat drawings a note for a utility and access easement along the east side of the lot has been drawn, labeled and dimensioned. The preliminary site drawing indicates that the utilities are proposed along the northeast three (3) feet of lot two (2). Are there any utilities proposed within the easement as noted on the plat drawing? Coordinate the plat and preliminary site plan drawing as it relates to this comment / issue.

Zoning has not done a full review of the preliminary site plans. That will occur once the plat is recorded and permit applications for the dwellings are submitted for site review and approval. The cursory review was done in order to verify the lot size and access has been provided. This development should be designed so that lot two has vehicle access directly from Forgeus Avenue rather than over the easement which ties the two parcels as a site.

Pima County RWRD has evaluated the subject lot split and have determined there is no official review required by RWRD.



However, as presented per the attachment from the Engineer, RWRD offers the following comments:

1. Associated with the new water meter for the rear lot is the requirement of the $4,066 RWRD Sewer Connection fee which must be paid prior to issuance of COT DSD building permit.


2. The HCS for the rear lot is properly identified to be located in the 9-ft. private Ingress/Egress and Utility Easement by Plat. However, the plan shows the buildings sharing the existing HCS from approximately the property line to the Public Sewer main in Lee Street. This is not allowed per Section 701.3 of the 2012 International Plumbing Code; the Code requires buildings on separate lots to have individual connections to the Public Sewer main. More importantly, RWRD encourages and supports individual HCS's from the buildings to the Public Sewer main.
