COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Unified Development Code (Section 8.4.1) and the Administrative Manual (Section 2-07) were addressed.


The consultants attend a pre-submittal meeting and the final plat for a minor subdivision was approved for submittal on April 4, 2013 (UDC 8.4.1.C).

"A final plat shall be approved and recorded within three years of the tentative plat approval date. A final plat is subject only to the ordinances in effect at the time of the tentative plat application except where an ordinance specifically states that it applies to pending applications" (UDC Section 8.5.2.A Final Plat Approval Period).

"The S(Year)-____ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block" (AM 2-07.5.1.H).

1) Place the subdivision case number (S14-015) in the lower right corner next to the title block of each sheet.

Provide the following standard paragraphs:

2) Provide the full Certification of Survey statement as quoted below, followed by the printed names, seals and signatures (AM 2-07.5.3.A).

"I hereby certify that the boundary survey as shown on this plat was performed under my direction and that all existing or proposed survey monuments and markers shown are correctly described. I further certify that this plat was prepared under my direction."

3) Identify the Certification of Title as quoted in (AM 2-07.5.3.B.1) under its own title and paragraph, followed by the printed name and signature:

4) Provide the utility access dedication as quoted below (AM 2-07.5.3.B.2.b) on the cover sheet under dedications:

"(I/We) herby grant to the public and all utility companies all easements as shown hereon for the purposes of access for installation and maintenance of public sewers and utilities and other uses designated by this plat."

5) Provide the following wording in the middle of the Approval and Recording Data Blocks (AN 2-07.5.3.D):

"I hereby certify that the instrument was filed for record at the request"

6) Provide the Assurances Block, titled as Assurances (AM 2-07.5.3.E) as quoted:

"This is to certify that all improvements, such as streets, sidewalks, sewers, water and utility installation, drainage and flood control facilities, and monuments, required by the City of Tucson have been completed or the future completion of such improvements has been assured by a land trust financial assurance agreement, the posting of performance bonds, an escrow account, letter of credit, or other security as the City of Tucson deems necessary and proper. In the event that any such assurance expires, lapses or is otherwise inadequate to assure the completion of assurable infrastructure, the city may suspend the issuance of building permits or certificates of occupancy."

7) The frame on the cover page of the Covenants, Conditions and Restrictions continues throughout the document on all the pages. You should fix that.


RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised Final Plat for the Minor Subdivision plat and any requested documents.

Submit the revised plans, CC&Rs, with a comment letter.

The subject project has been reviewed. We offer the following comments. Prepare a detailed response that explains the revisions that were made and references the exact location on the Final Plat and CC & R's where the revisions were made:

Final Plat:

1. Provide the complete new S14- 015 number, in the lower right corner next to the title block on every sheet (A.M. 2-07.5.1.H).
2. The Surveyor Certification is incomplete. It is missing the last statement "I further certify that this plat was prepared under my direction." Complete the Certification as required by AM 2-07.5.3.A.
3. The "Dedication" does not follow the format provided in A.M.2-07.5.3.B. Revise as required.
4. Include the Utility Easements language in the "Dedication" (A.M.2-07.5.3.B).
5. The "Assurances" does not follow the format provided in A.M.2-07.5.3.B. Revise as required.
6. Label the basis of bearing on the plat and provide the tie between the basis of bearing and one of the subject parcel corner monuments as required by A.M. 2-07.5.5.A. and A.M. 2-07.5.5.C.
7. Indicate the width of all easements as required by A.M. 2-07.5.5.A.
8. It is not clear if the recordation page number (i.e. DKT 2484, Page 139) for the existing Natural Gas Easement, shown on Lot #3, is incorrect or it needs to be added to the Title Report. Verify and revise as needed.
9. Show, if applicable, the detention/retention areas (within the common areas) in a surveyable and readily retraceable manner (A.M. 2-07.5.4.I).
10. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3.

CC & R's

1. Remove the rectangle that shows in the middle of the page on every sheet.
2. The site area is slightly different from the area shown on the Final Plat. Revise as necessary.
3. It is not clear if there are onsite drainage facilities that need to be included in the document for maintenance responsibility purposes. Clarify.
