Is there a timeline for the development actually being constructed? We believe that timeline will give the developer some time to provide ADOT with a traffic document noting any changes to traffic patterns and the effect of the County's roadway widening.
Regional Traffic is looking for a TIA to be submitted as the development is closer to breaking ground. The document should address any mitigation needed for the westbound on-ramp to I-10, the possibility of a connection to Drexel road on the north and the any recommendation from the I-10, I-19 to County Line, Design Concept Report. The purposed subdivision is in the Valencia Crossing Planned Area Development (PAD 21 Ordinaance10984). A minor amendment to PAD 21 was approved on August 14th, 2013 (T13SA00220).

APPLICATION SUBMITTAL REQUIREMENTS
Plat application packets are available from the PDSD Department. Completed applications and accompanying materials are submitted to the PDSD. Incomplete or inaccurate applications will not be accepted, nor will any application in which the pre-application conference or neighborhood meeting requirements have not been met. Should an incomplete submittal be accepted for review, the applicant should be aware that, because of a lack in information, the review will take longer since comments cannot be finalized until after resubmittal when the required information is provided. The types of documents and the specific number of copies required of each the documents are on the PDSD website or may be obtained from the CDRC office.

COMMENT
The consultants attend a pre-submittal meeting and the final plat was approved for submittal on August 27th, 2013 (UDC 8.4.1.C & AM 2-07.2.0).

AM 2-07.5.H
The S(Year)-____ subdivision case number assigned to the approved tentative plat must be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-___ rezoning case number is to be noted also.

COMMENT
Provide the subdivision case number (S13-026) in the lower right corner of each sheet of the final plat (AM 2-07.5.1.H).

AM 2-07.5.2.General Notes
The plat must include the following general notes. Additional notes specific to each project are r3equired when pertinent. Fill in the blanks with the project-specific information.

COMMENT
Provide the total miles of the new private street. Also label the private street as a common area rather than as a Block. A block can be sold, which implies a use, whereas a common area belongs to the development and can only be used as intended (in this case a private street). A Block must: "Result in lots of at least the minimum size required to build in conformance with applicable zoning including any natural, environmental and floodplain requirements" (UDC 8.4.1.E.6). SUMMARY: Engineering Division of Development Services Department reviewed the Block Plat submittal, and does not recommend approval until the following comments are addressed.

BLOCK PLAT MASTER COVER SHEETS/ GENERAL NOTES:
1) AM 2-07.5.1.H: Provide the subdivision case number (S13-026) in the lower right corner of each sheet of the final plat.
2) Admin Man Sec. 2-07.5.H: Provide PAD, amendment, any rezoning, and subdivision case numbers in the lower right corner of each sheet.
3) UDC Sec.3.5.5.G: The proposed subdivision is located in PAD 21 - Valencia Crossing Planned Area Development (Ord.10984, PAD 21 minor amendment T13SA00220 approved 14AUG13). Submit copy of amendment/ordinance conditions to show compliance with requirements/conditions.
4) Admin Man Sec.2-07.5.2.C: Provide/clarify the following General Note: "Total miles of new public streets are ____." "Total miles of new private streets are ____."
5) Admin Man Sec.2-07.5.3.E: Correct verbiage for the ASSURANCE block per this section of requirements.
6) Tech Man Sec.10-01.6.1.H: On sheet 2 for temporary conditions between phases, label temporary construction/maintenance easement for cul-de-sac turn-around area for temporary conditions between phases.
7) UDC Sec.8.4.1.E.3: Provide access to the proposed lots in compliance with Section 7.8, Access, of the UDC and Sections 7-01.0.0, Pedestrian Access, and 10-01.0.0, Street Technical Standard, of the Technical Standards Manual. Also address the following comments:
a. Admin Man Sec.2-07.5.4.A: Indicate the name and width of each proposed street, easements (access or other type), and drainageway within the subdivision boundary being created by this plat. Label each as public or private, along with the appropriate dedication notation.
b. It appears a private street is proposed. Label as an access easement across Lots 2 and 3, or label the private street as a "Private Street" and/or Common Area rather than as a Block. A block can be sold, which implies a use, whereas a Common Area belongs to the development and can only be used as intended (in this case a private street). c. Tech Man Sec.6.5.D: If Block A is a proposed as a street, the private street shall meet all criteria for public streets. Provide cul-de-sacs at end of Valencia Crossing Drive and at end of street labeled as "Block A".
8) Tech Man Sec.10-01.9.Fig.5: For proposed street radii at Valencia Road on sheet 2, label correct curb return radii per this standard.
9) Tech Man Sec.4-04.14.3.2. Add note to Final Plat stating (a) that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and/or detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and/or detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and/or detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities.
10) Admin Man Sec.2-07.5.4.E: For proposed drainage map in drainage report, show location of maintenance access ramp. Provide revised limits if necessary for Common Area A.
FINAL PLAT SURVEY RELATED COMMENTS:
11) Admin Man Sec.2-07.5.5: State whether horizontal boundary data for entire subdivision closes - provide closure document.
12) Admin Man Sec.2-07.5.4: Explain why only 3-ft drainage easement is provided along a portion of north property line. Explain maintenance access easement and drainage improvements along north boundary in drainage report and reflect requirements on plat.
13) Admin Man Sec.2-07.5.4: Erosion hazard setback created by proposed drainage improvement along south boundary is considered adverse impact to neighboring parcel. Shift improvements or revise so that no erosion hazard setback in incurred on property to the south of project. Otherwise obtain authorization with easement from property owner and show on plat.
14) Admin Man Sec.2-07.5.4.A: Assure that all easements listed on the Schedule B of title report are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Provide a copy of the updated Title Report, Schedule B in resubmittal.
FINAL PLAT ASSURANCE COMMENTS:
15) Admin Man Sec.2-07.5.4.C: CC&R's reference "Common Areas & Easements" yet only a drainage area is shown on the plat. Revise CC&R's to reflect revised plat after comments are addressed.
16) UDC Sec.8.6.2.A.3: As a separate inspection from grading permit inspections, assurable items as listed in the third party trust must be complete and accepted by the City of Tucson prior to final release of final plat assurances associated with this project. Depending on revised plan clarifying the street improvement, make sure that the street is an assurable item on the assurances.
17) UDC Sec.8.6.2.A.3: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are reviewed and approved. It appears there will be street improvements, survey monuments, and other assurable items. In response letter, state type of assurance proposed for the project. Submit the following:
a. If a third party trust is proposed for the subdivision assurances, provide:
i. original copy of the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST with the assurable items list;
ii. original copy of the AMENDMENT TO TRUST / THIRD PARTY TRUST;
iii. assure that all exhibits are attached, and the case number "S13-022" is at the top of the first page of the AGREEMENT TO CONSTRUCT and AMENDMENT TO TRUST;
iv. copy of the original Trust Agreement;
v. copy of a sample Warranty Deed;
vi. copy of the current Title Report.
vii. The assurance descriptions shall match the title block description on the first sheet of the Final Plat. Please be aware that the legal office may reject assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block.
b. For this and future projects, please provide a 8½" by 11" location map sheet for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats.
18) Due to number of comments, additional comments may be provided at next submittal.
