RECEIVED: Final Plat and Drainage Report on July 31, 2013

The subject submittal has been reviewed. The submittal can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location on the Drainage submittal and the Block Plate where the revisions were made:

Drainage Report:

1. The submitted a drainage report is approximately 20 years old. Verify that the information presented in the report still valid and submit, if necessary, a master drainage statement for this project that includes all drainage related information relevant to this subdivision.
2. Submit a drainage exhibit, for the subject subdivision, that shows all 100-year floodplain limits for all flows of 100 cfs or more. Additionally, include the regulatory floodplain water surface elevations.
3. Based on the results of the floodplain study, then proposed drainage easement dimensions shall be determined.
4. In order to ensure that the created parcels are developable, verify that all parcels will have all weather access. Additionally, verify that encroachment will not be an issue.
5. The master drainage statement shall determine the guideline under which the individual lot drainage report shall be prepared.
6. The master drainage statement must address how the lot to lot drainage will be managed regardless of which parcel will be developed first and the following parcels development sequence. It should be clearly stated that lot to lot drainage pattern shall be accommodated and maintained for post development conditions and shall not be blocked.
7. The master drainage report shall clearly state that a separate drainage report shall be submitted for every individual parcel at the time of its development.
8. The master drainage report shall address future drainage facilities maintenance responsibilities.

Final Plat

1. The plat shall be stamped by a registered civil engineer and registered surveyor (A.M. 2-07.5.3.A).
2. Since this submittal does not have a tentative plat associated with it, submit a site plan that show all existing culture, existing grades or contour lines, and the 100-year floodplain limits and water surface elevations (UDC 8.4.1.A).
3. The parcels developability and suitability for development shall be determined during the block plat submittal. The City's regulations do not allow creating new lots/parcels that are not developable. Revise General Note #7 accordingly.
4. Provide the complete S13-021 case number on every sheet (A.M. 2-07.5.1.H).
5. Add a general note, which requires the submittal of a separate drainage report for each parcel, to address the proposed parcel drainage for pre and post development conditions (A.M. 2-07.5.2).
6. Determine if the owner(s) is an individual or more than one person and revise all "Certification" and "Dedication" accordingly.
7. If some or all parcels are subject to the floodplain requirements, add the following note: "Prior to issuance of any building permit, a Floodplain Use Permit is required for Lots/Parcels________".
8. Clarify if assurances are required to assure that all relevant assurable items (i.e. monuments, etc..) that need to be installed, shall be completed with this plat (A.M. 2-07.5.3.E).
9. If assurances are required and are submitted in the form of a third party land trust, a "Beneficiary" block need to be provided on the first sheet of the plat (A.M. 2-07.5.3.C).
10. Show, if applicable, all erosion hazard setback lines as required by A.M. 2-07.5.4.E.
11. Show the limits of all 100-year flood prone areas in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of 100 cfs or more (A.M. 2-07.5.4.F).
12. The dimensions of the proposed drainage easements may need to be revised based on the floodplain limits information (A.M. 2-07.5.5.B).
13. Do Blocks 1, 2 and 3 need no-vehicular access easements (A.M. 2-07.5.4.H)?
14. Are cross access easements required among the different parcels (A.M. 2-07.5.4.A) and (A.M. 2-07.5.5.B)?
15. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with A.M. 2-07.5.5.C.3.
16. Submit, if applicable, a copy of the assurances for review.

Final Plat - 1st Submittal, S13-021, Review Comments

The drawings of the Final Plat for the proposed project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department.
The PDEQ and PCRWRD hereby reject the above referenced submittal of the Final Plat received by us on August 1, 2013, for the following reasons:
1. All Public Sewer Easements, access to public sewers and landscaping within public sewer easements shall be in accordance to the Pima County RWRD "Engineering Design Standards, 2012", Section 7.
2. Cover Sheet: The second paragraph of the Dedication shall read (I/We) herby grant to the public, Pima County, and all utility companies…
3. Add Township and Range to General Note No. 11.
4. Sheet 2: Revise the proposed "30' Unrecorded Sewer Easement" to 40' Public Sewer Easement Dedicated by this Plat. Easement widths must be in accordance to the Engineering Design Standards, 2012, Subsection 7.1.1.
5. Sheet 3: Revise the "Unrecorded License Agreement" to XX' Public Sewer Easement Dedicated by this Plat. The existing 36" sewer interceptor shall be in its entirety within a public sewer easement, public right-of-way or combination of both. The easement shall extend as a minimum 15 ft. southerly of the existing sewer interceptor and northerly to the proposed right-of-way line of 18th Street.
Please note the following: An approval of the above referenced submittal does not authorize the construction of public or private sewer collection, or water distribution lines. Prior to the construction of such features, a Construction Authorization (approval to construct) will need to be obtained from PDEQ.

Final Block Plat for South Yard Drill Track

Southwest Gas Corporation (SWG) has existing natural gas facilities located in Block 5 and the Public Recreation Areas of the proposed "Final Block Plat for South Yard Drill Track". SWG objects to the plat as presented. The plat does not indicate the prior rights for these facilities pursuant to a license agreement granted by the City's predecessor in interest to the property.This should be corrected on the plat. Additionally, in order to protect these facilities, SWG requests a perpetual easement be saved and reserved to SWG, without cost to SWG, as a condition of the recordation of the proposed Plat.

The Applicant may request that the existing natural gas facilities be relocated. Said relocation shall be at the Applicant's expense, in accordance with SWG's approved Arizona Gas Tariff, and to a location satisfactory to SWG.
