The drawings of the Final Plat for the proposed project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department.

The PDEQ and the PCRWRD hereby reject the above referenced submittal of the Final Plat as received by us on July 17, 2013, for the following reasons:

1. Sheet 1 of 2: GENERAL NOTES block, Item #8: With no underground utilities shown or required on the final plat it would be appropriate to delete item #8.

2. Sheet 1 of 2: SURVEYOR"S block, bottom left corner: Revise and correct the Sheet count.

3. Sheet 1 of 2: PROPERTY INFORMATION block: The "Owner/Developer/Archetect" is identified here with relevant property information but without any contact information. Contact City of Tucson DSD staff to see if an OWNER/DEVELOPER block is also required along with the contact information needed to identify and contact a responsible developer party. Also, check the spelling of the word architect.

4. Sheet 1 of 2: GENERAL SEWER NOTES block: There are no requirements for general sewer notes on the final plat. This heading is not needed or desired on the final plat.

5. Sheet 1 of 2: GENERAL SEWER NOTES block, Item #4: This note is not needed or desired on the final plat.



6. Sheet 1 of 2: GENERAL SEWER NOTES block, Item #8: This note is not needed or desired on the final plat.

7. Sheet 1 of 2: GENERAL SEWER NOTES block, Item #11: This private sewer operation/maintenance note is not needed under the general sewer notes heading but it is relevant and should be included on the final plat. Move this note to the General Notes block and renumber, as appropriate.

8. Sheet 1 of 2: GENERAL SEWER NOTES block, Item #17: This private sewer construction permit note is not needed under this heading but it is relevant and could be included on the final plat. Move this note to the General Notes block and renumber, as appropriate.

9. Sheet 2 of 2: Due to size, condition, age and potential sewer gas odor issues; Lots 2 and 3 will not be allowed to connect to the 33" public interceptor sewer (G-62-44) which fronts these lots in 18th Street, without a special approval process. Furthermore, the cost associated with flow-management, traffic control, design and construction make any connections to this 33" main, pipe or manhole, cost prohibitive. Provide a Private Sewer Easement across the north end of the property (10' typical), as spelled out in the preliminary sewer layout (PSL) review documents filed under case number DLU13-116. This easement would typically be recorded per "this final plat" not by separate instrument as indicated on the PSL.

a. If you determine that the location cannot be determined at this time, add a paragraph to the DEDICATION block on Sheet 1, that states something like:

AN ASSOCIATION OF PROPERTY OWNERS WILL BE FORMED TO ACCEPT RESPONSIBILITY AND LIABILITY FOR CONSTRUCTION, MAINTENANCE, OPERATION AND CONTROL OF PRIVATE SEWERS AND OTHER COMMON ELEMENTS.

b. Another acceptable alternative is for this arrangement to be documented within Covenants, Conditions and Restrictions (CC&Rs) recorded and appropriately referenced in the DEDICATION block.

The next submittal will be the second submittal for this Final Plat. The RWRD review fee for the second submittal will be $100.00 (Per PC Code, Title 13.20.030.A.2). Please let me know if you have any questions.
