SUMMARY: Engineering has reviewed and provided comments to the final plat sheets for18th and Main subdivision. Engineering does not recommend approval of the Final Plat at this time. Additional review of hydrology report for offsite conditions was also performed prior to completing 1st review of plat. PDSD accepts Drainage Report (Jeffrey P. Hunt sealed 07.01.2013) for Final Plat review purposes only. Report states that site is not impacted by jurisdictional floodplain (100 cfs or more for 100-year event), however, future buildings are recommended per discussion with consultant to be elevated due to 99 cfs expected in 18th Street. Please be aware that the legal office may reject assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block. b) For this and future projects, please provide a 8½" by 11" location map sheet for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats. c) UDC 8.4.3.B.4: Explain when sidewalks will be provided in response letter. Also state whether required sidewalk and monuments are to be provided before going to Mayor and Council. SURVEY RELATED COMMENTS: 12) AM 2-07.5.5.A: Add survey information on planview to indicate that at least one corner of the plat shall be tied with bearing and distance to a section corner, a quarter section corner or an established COT survey monument. 13) AM 2-07.5.5.B: Assure that all easements listed on the Schedule B of title report are clearly drawn, labeled with sequence number or Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat. Address the following easement related comments: a) Provide copy of the Title Report, Schedule B for current easement data. b) In response letter, please state whether each of the easement related items of Schedule are shown on the plat. c) If easements are relocated, not in use, or proposed for abandonment, then the documentation of the vacation/abandonment/relocation shall be submitted prior to approval of final development package plan. Blanket easements should be listed in the notes, together with recordation data and their proposed status. 14) Submit any ALTA survey in next submittal. 15) AM 2-07.5.5.C.4: Provide existing property corner nail information for SW corner of project, near north curb return. See attached portion of City of Tucson survey document. 16) AM 2-07.5.1.I: Some hatching & linetypes indicated on planview are not explained in legend; clarify/ add to legend. OTHER CONSIDERATIONS: 17) UDC 8.4.3.B.6: Per Pre-submittal meeting, a drainage statement may be necessary. In this case, the hydrology indicated a potential jurisdictional floodplain impacting the proposed subdivision. Per Tucson Code Sec. no land division can occur without a building pad out of any jurisdictional floodplain. Jeff Hunt from Cyprus Engineering provided HEC-RAS and calculation for existing grated inlet upstream from project to show that flows in 18th Street are just under the 100-year 100-cfs jurisdictional limit. Please acknowledge that any future development may be restricted by grading and drainage constraints and may require additional design considerations including but not limited to: restricted building sizes to accommodate swale at eastern edge of project to minimize potential for adverse impact to adjacent properties from offsite flows, and positive surface gradient in any proposed atrium/courtyard areas. Also, any finished floor elevation requirements shall be shown on future development plans. Submit revised Final Plat sheets, Title Report Schedule B, copy of ALTA if available, assurances (if needed), and response letter. Please call me to set up a meeting prior to resubmittal to expedite resubmittal review, or call for clarifications at 837-4934.
