Engineering Division has reviewed the submitted Final Plat and Title Report and does not recommend approval of the Final Plat at this time. The following items need to be addressed: FINAL PLAT COMMENTS: 1) DS Sec.2-03.6.1.K: Revise the Final Plat to indicate the subdivision cases number and the development plan package number assigned (S11-048 and D11-0035) in the lower right hand corner of the plans on all sheets. 2) DS Sec.2-03.6.2.I: Provide the following note on the Final Plat; "Any relocation, modification, etc., of existing utilities and/or public improvements necessitated by the proposed development will be at no expensive to the public." 3) DS Sec.2-03.6.3.A: Clarify the Certification of Floodplain Section with the civil engineers seal on Sheet 1. 100-year floodplain limits could not be located on Sheet 2 for the existing regulatory flow within the existing 23rd Street right-of-way. Also the proposed detention/retention basins must be shown in a surveyable manner on Sheet 2. 4) DS Sec.2-03.6.4.A: Revise the Final Plat to correctly label the existing and future right-of-way for Park Ave. Per the MS&R Plan the future right-of-way for Park Ave is 120-feet, this is not shown on the plat sheet. Provide not only the future right-of-way width, but verify future intersection widening for Park Ave to 22nd Street. Per TDOT the dimension needs to be symmetrical from the centerline of Park Ave. 5) DS Sec.2-03.6.4.A: Revise the Final Plat to include the recordation information for the proposed Billboard Easement as shown (label as public or private). Verify that the easement accounts for not only loading zone access but the loading zone space as shown on the proposed development plan package. 6) DS Sec.2-03.6.4.A: Revise the Final Plat to include the bearing and dimensions in plan view for the existing private access easement to Diamond Shamrock. 7) DS Sec.2-03.6.4.A: Provide recordation information for all proposed vacated easements per the submitted Easement release form. Should any easements be in conflict with any proposed building location, vacation of the easement shall occur prior to approval of Final Plat unless written permission from easement holder(s) is provided. This does not apply to the easements listed on Sheet 1 that belong to the City of Tucson and can be released by the recording of the Final Plat. 8) DS Sec.2-03.6.4.F: Revise the Final Plat to include the limits of the regulatory flow within the abandoned right-of-way of 23rd St. The existing conditions per the referenced Drainage Report shows that there is 148cfs entering the east side of the property which effects the proposed Final Plat. Since the project design is based on the future completion of 22nd St/Kino Blvd overpass and adjacent basins the existing flow value must be used since completion of the overpass project has not been completed nor started at this time. Show the limits of the 100-year floodprone area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of one hundred (100) cfs or more. 9) DS Sec.2-03.6.4.I: Revise the Final Plat to clearly show detention/retention areas in a surveyable and readily retraceable manner. 10) DS Sec.2-03.6.4.L: Areas that include Protected Riparian Area (limits of the existing 100-year floodprone area) shall be shown on the plat in a surveyable manner and designated as a areas where no further development is permitted. 11) DS Sec.2-03.6.5.C.5: Revise the Final Plat to clearly indicate whether the distance and bearings between monuments were measured or calculated for all property line boundary information. 12) DS Sec.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until either Financial Assurances are submitted or a copy of a performance bond for the project is submitted. The final plat cannot be scheduled for Mayor and Council consideration until Financial Assurances are submitted and approved. GENERAL COMMENTS: Provide a revised Final Plat at re-submittal along with the Financial Assurances or Performance Bond. The revised Final Plat must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the Final Plat. The Development Plan has been submitted and is currently under staff review. Do not submit the next rendition of the Final Plat to RWRD, for review and comment, until such time as the DP or DP/TP is approved. 2.
