RECEIVED: Tentative Plat and Drainage Report on February 20, 2013

The subject submittal has been reviewed. The Drainage Statement is acceptable. The Tentative Plat/Development Plan can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location Plan where revisions were made:

Tentative Plat:

1. The sheet numbers do not appear to be consistent. Revise as necessary (AM 2-06.4.2.E.).
2. The number of the proposed lots and common areas shall be noted in the title block as required by AM 2-06.4.2.C. The Title Block should match the approved Final Plat.
3. It appears that the font used for some of the proposed grades is very small and difficult to read. Revise as necessary (AM 2-06.4.9.M.).
4. The earthwork quantities for the Discount Tire should be specified (AM 2-06.4.9.M.).
5. Since the Houghton Town Center overall grading has been revised, shouldn't the earthwork quantities be also revised? (AM 2-06.4.9.M.)
6. The building finished floor elevation on Sheet 5 of 11 is different from the elevation on Sheet 7 of 11.
7. Provide additional spot elevations within the Discount Tire PAAL's and parking areas to provide reference to future grading and drainage direction. Additionally, clarify if retaining walls are needed at the edge of pavement near Lot 10 (AM 2-06.4.9.M.).
8. Will the contour lines actually go across the driveway/private street, as shown on the north side of Lot 9, on Sheet 7 of 11? (AM 2-06.4.9.M.).
9. It appears that the parking space numbers, shown on the left side of the proposed building, on Sheet 7 of 11, are incorrect. Revise.

The following comments are advisory and complying with them is recommended but not required:

1. Add a note concerning the length of proposed private and/or public streets (AM 2-06.4.7.C.3).
2. Indicate if the proposed streets are private or public and provide their names and widths? (AM 2-06.4.9.H.4).
3. Show all proposed easements, including their labels and dimensions as required by AM 2-06.4.9.L.
4. The call out "Exist Erosion Control Setback" appears to be located randomly on Sheet 4 of 11. Revise as necessary.
5. Clarify if the basins are for runoff detention or retention and provide their 100-year ponding limits and water surface elevations (AM 2-06.4.9.N.).
6. It appears that Basin 1 is partially located within the Scenic Route 30-foot Buffer. Provide an acceptable justification or revise as necessary (UDC 5.3.).

COMMENTS:


1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 02/19/2014.

2. AM 2-06.3.4 the title block in the lower right corner should match the Final Plat S12-052.

3. AM 2-06.4.2 The title block shall include the following information and be provided on each sheet:
A. The proposed name of the project or subdivision, or if there is no name, the proposed tenant's name.
B. A brief legal description and a statement as to whether the project is a resubdivision are to be provided. On resubdivisions, provide the recording information of the existing subdivision plat.
D. The administrative street address.
E. The page number and the total number of pages in the package (i.e sheet xx of
xx). Which include the landscape plans, not numbered separately. The numbering of most sheets are incorrect. Sheet 1 indicates 1 of 12, sheet 2 indicates 2 of 11, there is not sheet 3, etc.

4. AM 2-06.4.3 Provide near the lower right corner of all sheets the Final Plat case number S12-052.

5. AM 2-06.4.7.A.4 Identify the existing and proposed use of the property as classified per the UDC. List all UDC sections applicable to the proposed uses. The proposed use shall be listed as follows: Automotive - Major Service and Repair subject to : 4.9.13.Q

6. AM 2-06.4.8.A Provide site boundary/subdivision perimeter information, including bearing in degrees, minutes, and seconds, with basis for bearing noted, together with
distances in feet, to hundredths of a foot, or other functional reference system including for all lots.

Clearly indicate the location of all lot lines.

7. AM 2-06.4.8.B All easements shall be drawn on the plan. The recordation information, location, width, and purpose of all easements on site will be stated. Recording information missing for 15' electrical easement along the east side of the project on sheet 7 of 11.

8. AM 2-06.4.9.H.5. Provide the width of all PAALs. Minimum width is 24'. Missing north and east of the proposed building between sidewalk and parking spaces.

9. AM 2-06.4.9.H.5.a In the parking calculations the incorrect lot numbers are being used. Revise.

In the parking calculations it appears that 40 parking spaces are being provided for the proposed building, but a count of the parking spaces indicate only 34 being provided clarify.

Provide a dimensioned detail of a standard perpendicular parking space and a perpendicular handicap parking space.

10. AM 2-06.4.9.H.5.d In the bicycle parking calculations separate out the number of required long term bicycle parking spaces for the proposed building.

On sheet 7 of 11, keynotes #1 and 2 indicate the number of provided bicycle parking spaces in parenthesis. Provide that number on the plans.

11. AM 2-06.4.9.Q Provide overall dimensions on the footprint of the proposed building as well as the total square footage.

12. General note #48 is not correct. The total number of lots is 30. Revise.

General notes #50 and # 51 are incorrect as a Final plat has been approved the lot lines are not conceptual and there are no driveways indicated on the this plan for the mentioned lots.

13. AM 2-06.4.7.A.8.b The indicated FAR calculations are reversed. The proposed FAR should read 0.021 and the allowed FAR should be 0.20. Revise.
