The Pima County Regional Wastewater Reclamation Department (PCRWRD) has reviewed the proposed sewer collection lines for the above-referenced project. The following comments are offered for your use:
Sheet 9: Private MH #3 can not be located at the bottom of the basin as shown on plan. Revise to show the manhole to be located west of the berm. Ref. A

Sheet 9: A public sewer easement will be required over MH# 8762-09 for the right angle turn around per Std Dtl WWM 110. The remaining portion of the public sewer easement Dkt 8099, Pg 1454 can be vacated. Please Contact Mr. Steve Reuter with PCRWRD @ (520)740-6608 to begin the process. Ref. A, F

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

2. LUC 3.3.6.8.A. Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, damaging adjacent landscaping, walls, or buildings, overhanging adjacent sidewalk areas or unpaved areas, and/or driving onto unimproved portions of the site.

Provide wheel stop curbs at the handicap parking and the standard parking space on detail 1/DP10. Provide the required dimension of 2'-6" from the front of the parking space to the front of the wheel stop.

3. The number of lots indicated is 20. Cannot locate lot #18. Clarify.

4. Provide on the cover and within the CC&Rs the number of lots being proposed.

1. The Houghton/MAC Way intersection improvement project included sidewalks throughout the project but along Houghton the sidewalks stopped short of the proposed southern driveway for this development (350' north of the south driveway). Pedestrian connectivity is required with a temporary asphalt or concrete pathway/sidewalk.

2. In-lieu fees in the amount of $84,588 shall be paid to the City of Tucson prior to the issuance of the Certificate of Occupancy. Contact Tom Weideman or myself for payment information.

1. The Houghton Town Center has been approved conditionally. The conditions are as follows:
2. Clarify the locations of all proposed drainage facilities on plan views. Common areas and/or drainage easements shall be used for drainage maintenance per D.S. 10-02.1.5.
3. The submittal CCR's reference common areas throughout the document, however no common areas are shown on the plat. Revise CCR's to show common areas or drainage easements for drainage maintenance that will be shown on the plat.
4. The CCR's or plat shall be corrected to include the required notes per D.S. 10-02.14.3.2: Covenants, Conditions, and Restrictions (CC&Rs) or Plats shall have a note stating (a) that the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and detention/retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with maintaining the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities.
5. Information on Proposed Development. The following information on the proposed project shall be shown on the drawing or added as notes. D.S. 2-01.3.9. Provide a copy of the Title Report, Schedule "B".
6. Correct the numbering of the lots. There is no lot 18 and lot 59 appears to mislabeled.
7. Correct the ROW widths on Houghton Rd. The future ROW is 200' per the MS & R Plan, with the future curb location of 12' from the ROW. Otherwise show the future road configuration from the RTA improvement plans and provide a copy of the plans.
8. A meeting to prior to the "mylar" submittal to go over any questions you may have is advised. Call me at your earliest convenience to schedule an appt.

2) Portions of Phase 1 are labeled to receive temporary dust control. Per the approved SCZ case and applicable standards, areas disturbed by development are required to be re-vegetated with native vegetation. The plans should provide a time limit for the temporary dust control and revert to the standard requirement.

3) Revise the landscape plans to provide the grading limits including the northern portion of Houghton Scenic Route buffer area.

4) 3.7.3.5 Phased Development. Where screening for phased development is required:
A. The perimeter screening element along the property lines must be installed during development of the first
phase; or
B. Where the undisturbed natural desert is maintained in areas to be developed in subsequent phases, a
temporary screen may be erected around the perimeter of the initial phase, subject to the following.
1. Temporary screening may be an opaque wood fence or a chain link fence with wood slats.
2. Temporary screening must be replaced by a permanent screen if construction of the subsequent
phases is not started within two (2) years of the date the original phase received a certificate of
occupancy.

5) Revise R1 and N1 to correct the parcel information.

6) Provide/clarify NPPO calcs per phase on N1.

7) SRBA location varies from the approved plan. MS&R ROW is 200'. Revise TP4 to clarify. Cite any plans or approvals that supercede the MS&R Plan. Plan amendment may be required.

8) New DESCA. The terms of the initial approval required preservation of the portions of the future DESCA area. Provide an easement or other instrument for preservation of this area.

Previous comments (Still applicable)

1) Submit revised Native Plant Preservation and Riparian Mitigation plans. LUC 3.8

2) Ensure that the Landscape plans and related drawings have grading limits and phase designations consistent with the site and civil plans. DS 2-15.3.4.A

3) Revise the Tentative Plat to include landscape/irrigation easements for all proposed landscape and mitigation improvements. LUC 4.1.8.4

Tucson Electric Power Company has reviewed and approved the development plan submitted November 18, 2011 It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development. There is an existing approved electrical design for this development. Re-design fees will be required once new plans have been received. There is currently a Public Improvement project along Houghton Road that could affect pole locations and how we may be able to serve this development. Any change of grade at existing facilities will need to be reviewed individually and any costs involved will be billable to the customer. All existing facilities require driveable access and easements.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. The customer is responsible for the new trenching to relocate them as well as the relocation cost.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

A tentative plat is valid for a period of three (3) years after the date of approval. This Tentative plat will expire on 11/18/2011 per LUC 4.1.7.2. The Final plat must be approved by Mayor and Council and recorded within three (3) years of date of approval of the tentative plat per LUC 4.1.7.3.

Plans will not be signed and released until the CDRC office has been notified by PC Addressing that all fees for this plan have been paid. The CDRC office will need this confirmation in writing.
