The project can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that where made and references the exact location in the Final plat and in the Title Report where the revisions were made: Final Plat: 1. Provide 2" margin on the left side and 1.5" margin on the remaining sides as required by D.S. 2-03.6.1.B. 2. Provide the complete S11-006 case number on every sheet (D.S. 2-03.6.1.K.). 3. Clarify to what easements General Notes 6 and 7 are referring. 4. Clarify if 5th Avenue is public or private. 5. The descriptions of the existing easements, listed on Sheet 1 of 2 and proposed to be released, are not sufficient. Either provide more detailed description that facilitates locating them on Sheet 2 of 2, or show their locations and descriptions on the second sheet. 6. Show the existing 1.5' public improvement easement along the eastern property line (D.S. 2-03.6.5.B). 7. The proposed release of the "Public Use Easement for Parking and Sidewalk" appears to be in conflict with previous agreements between the City and the parcel owners to provide certain number of parking spaces especially in front of Lot 5 across 5th Avenue. Resolve this issue with TDOT before the next submittal. 8. The proposed dedication of Student Way may not be in accordance with the agreements between the City and the owners of the subject parcel. Address this issue and provide any resolution with the next submittal. 9. The pronouns used to identify the owner(s) do not match in the first paragraph of the Dedication. The paragraph starts with "We" and continues with "I". Revise the pronouns to match (D.S. 2-03.6.3.B.1). 10. Show no-vehicular access easements where applicable (D.S. 2-03.6.4.H.). 11. Provide the basis of bearing and the tie between the basis of bearing and one of the subject parcel corner monuments as required by D.S. 2-03.6.5.C.1. 12. The existing Tucson Water Easement granted by Plat BK 61 PG 71 is not included in the Title Report. Address this issue and ensure that all existing easements are shown on the plan and included in the Title Report. 13. Ensure that the existing and proposed easements will not conflict with any proposed improvements. 14. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3. 15. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before February 02, 2012. 2. DS 2-03.6.1.K - This project has been assigned the CDRC case Number S11-006. Please list the case number on plan sheets. 3. DS 2-03.6.2.G - At this time it is not clear if any variances are required. Therefore until the review of the DP is completed this comment will remain until addressed. Also, clarify if the 13.60' easement along the northwest boundary of the site next to 5th Avenue is to be reserved specifically for the general public or are the residents of the development allowed to park as in this area. And if so how will this be enforced. I believe there should be mention that while this easement will be for public use this area will be maintained by the District Development. Consult with COT Transportation for direction on both these items. 6. DS 2-03.6.4.H - If applicable and where it applies, show all locations of no-vehicular access. Draw. Label and dimension the locations on sheet 2. 7. DS 2-03.6.4.I - If applicable show detention/retention areas in a surveyable and retraceable manner. 8.
