SUMMARY: Engineering Division of Planning Development Services Department has received the revised development plan/tentative plat, Drainage Report (Optimus Civil Design Group, 17NOV10, revised 31JUL11), Geotechnical Report (Speedie and Associates, 26MAY10) and Reciprocal Easement Agreement. Engineering Division has reviewed the submitted development plan/tentative plat and recommends conditional approval at this time. The following item needs to be addressed prior to final CDRC approval:


DEVELOPMENT PLAN:

1) Acknowledged: DS Sec.2-05.2.4.D.4: Provide the original signed notarized REA to the CDRC office for final CDRC approval of the Development Plan and Tentative Plat. A Final Plat will be required.

GRADING PLAN:

2) DS Sec.11-01.2.1: For future references a grading permit application will be required for this project. A grading permit may not be issued prior to Development Plan/Tentative Plat approval.

3) Please ensure the grading plan is consistent with the Development Plan/Tentative Plat, Drainage Report, and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

4) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. A concurrent process involving rezoning C9-10-06 and development plan/tentative plat S10-051 was initiated by applicant. At the end of the process development plan/tentative plat S10-051 approval is subject to rezoning case C9-10-06, as approved by Major and Council on July 6, 2001. Any change of condition to C9-10-06 will require Mayor and Council approval.

The following staff comments are subject to the rezoning case C9-10-06, rezoning conditions.

1. A portion of the landscape plan as shown on sheet 1, does not comply with rezoning condition #17. Please revise landscape plan sheet 1 to comply with rezoning condition #17, more specific with the following language in rezoning condition #17;

Provide enhanced onsite landscaping …. at the northeast corner of the site.

Compliance shall require the eastern (approximate) sixty (60) feet of Lot 2 (not just the borders of Lot 2) to include an "enhanced" landscape. The enhanced landscape area shall include trees and plants/shrubs compatible with landscape improvements shown within the southern portion of the site (As shown on landscape sheet-1).

2. Thank you for the copy of the proposed reciprocal easement agreement. The requirement for a recorded reciprocal easement agreement is still required but can be provided toward the end of the process when the property closes, but prior to the Mylar approval. The following applies;

Prior to Mylar approval, provide an approved reciprocal easement agreement, as part of a cross parking agreement and the recordation of the document shall be included in the General Notes, Sheet DP-1.

3. Please revise development plan and landscape plan to be in compliance with rezoning condition # 13 and special condition (additional condition # 4) dictated by Mayor and Council on July 6, 2011. Requirements include trees and shrubs located on both sides of the proposed walls along the north and east boundary. Per rezoning condition, these requirements apply to the north boundary. A change of condition may only be approved by Mayor and Council.

4. Please revise language on rezoning condition #9, development plan sheet-5, as dictated by Mayor and Council (additional condition # 2) on July 6, 2001.

5. Please provide written documentation that shows compliance with "additional conditions # 1 and # 5," as dictated by Mayor and Council on July 6, 2011.

The above referenced Development/Tentative Plan has been CONDITIONALLY APPROVED by the Community Design Review Committee. Once the necessary corrections are made, please submit the following documents for sign-off.

1 Rolled COMPLETE SET of the Development/Tentative Plan, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal). Please include applicable sheets from any other concurrent reviews.

1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Additional print copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City’s contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your prints to the CDRC office for sign-off approval. The printing company will deliver the original rolled blue line to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

A Tentative/Development plan is valid for a period of three (3) years after the date of approval. This Tentative/Development plat will expire on 09/07/2014 per LUC 4.1.7.2. The Final plat must be approved by Mayor and Council and recorded within three (3) years of date of approval of the tentative plat per LUC 4.1.7.3.

Plans will not be signed and released until the CDRC office has been notified by PC Addressing that all fees for this plan have been paid. The CDRC office will need this confirmation in writing.

PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK. THE STAMP IS LOCATED AT http://www.tucsonaz.gov/dsd/CDRC___Rezoning/CDRC/CDRC_Stamp/cdrc_stamp.html. BLUELINE SETS THAT DO NOT HAVE THE STAMP WILL BE RETURNED FOR CORRECTION.
