The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative or preliminary plat as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the revised Development Plan Package, Drainage Report No. 1 (DOWL Engineers, 23DEC09, revised 04MAR10) and Stormwater Pollution Prevention Plan (DOWL Engineers, 23DEC09, revised 10FEB10). Engineering Division recommends approval of the Development Plan Package at this time. The following items need to be addressed prior to final approval:


DEVELOPMENT PLAN:

1) Restated: DS Sec.2-01.3.8.B: All easements that are proposed to be abandoned are required to be vacated prior to final approval of the development plan documents unless permission from the easement holder(s) is provided. It is acknowledged that this will happen prior to approval of the DP package; however the comment is still applicable.

2) Restated: DS Sec.2-01.3.8.C: The proposed easements for cross access and pedestrian access must provide the referenced Docket and Page numbers on the development plan document prior to final approval through CDRC.


GENERAL COMMENTS:

Planning staff offers the following comments.

2. Please either show striped crosswalk or include the wording 'striped' in the keynote on the appropriate tentative plat sheets, 6 and 7 to comply with C9-09-10, rezoning condition # 28, which requires clear and distinguished striped crosswalks across Phoebe Avenue and Pandora Avenue at there respective intersections with Ajo Way. On sheet 7, please use the same keynote numbering (16) to identify the crosswalk across Pandora Avenue.

CDRC will check for final approval.
04/21/2010 JOE LINVILLE LANDSCAPE REVIEW Approv-Cond 1) If a new development is using an existing screen on an adjacent property to meet screening requirements, a copy of the recorded covenant locating the existing screen(s) on adjacent property is required. DS 2-03.2.1.A.15
The above requirement means that required screening along the south property line must be provided on the developing property unless a legal joint use agreement (or covenant or easement) is provided indicating that the adjacent wall may be used to meet the screening requirement. The agreement is to include provisions for repair and maintenance.

2) We would like to arrange a meeting between the applicant's design team and the PDSD Landscape and Engineering staff to discuss the water harvesting and grading plans prior to approval. Please call me at 837-4947 to schedule at your convenience.

Previous Comment: Revise the grading and water harvesting plans to show the "depression areas" and adjust grading limits and calculations as necessary.

We noticed that the WHIA square footage for 3-9 and 2-OS and 3-OS equal the the Total SWA and that there are no WHIA's that correspond to the definition in the Development Standard for these areas.

WHIA's are defined as "Pervious areas of a site where harvested water collects and soaks into the subsurface to support landscape plants. Water Harvesting Infiltration
Areas include exposed soil shaped to hold and infiltrate water, permeable soil subgrades overlain with impervious pavement that receive water via perforated pipes or other
conveyance techniques, structured soil overlain with permeable paving, and other strategies that collect water and allow it to soak into the subsurface to support landscape plants." DS 10-03.2.13

The key statements of this definition clarify that WHIA's are to collect water to support plants. The design problem for several of the landscape areas is that there not a sufficient supply of available rainwater to meet the standards at this time. We would like to clarify where depressed areas can be incorporated and how to revise the calculation to reflect the current problems, while considering alternative complaince methods. Per TCC 6-182.C we should consider alternative compliance where appropriate.

The above referenced plan has been CONDITIONALLY APPROVED by the Community Design Review Committee, subject to the revisions required on the blue lines per the on-line comments. Please submit the following documents for sign-off:

1 Blue line set of the Plat, Landscape Plan and NPPO. Please include applicable sheets from any other concurrent reviews.

1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Prior to Submittal of Plans, a meeting requested by Landscape must have taken place, and wording of Crosswalk note (Traffic & Planning) must be agreed upon before plans shall be submitted for signoff. If you have any questions, Please contact Patricia to discuss at 837-4919.

Additional black line copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your blue lines to the CDRC office for sign-off approval. Your printing company will deliver the original stamped blue line set to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

Please note that the final plat must be approved by Mayor and Council and recorded within one year of date of approval of the tentative plat per LUC 4.1.7.3.

PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK.
