Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 10/29/09. 2. Two sets of plans have been submitted, a tentative plat and a residential cluster plan. Each has duplicate information. This review is for a tentative plat - residential cluster project and will be reviewed for information provided on the tentative plat submitted only. Combined information from both plans into the tentative plat. Remove all existing culture, existing building foot prints, trees, topo lines, and grade points from sheets 2 of 4 and 4 of 4. Provide on a separate sheet if required by other review agencies. This is required for clarity purposes. 3. DS 2-03.2.1.D On the location map indicate the location of Stone Ave. 4. DS 2-03.2.1.G.2 Provide in the title block on all pages that this is a residential cluster project. The name of the subdivision appears to be 200 E. Yavapai, is this correct, if not provide the name of the subdivision in the title block. 5. DS 2-03.2.2.A.1 Provide the name, address, and telephone number of the owner of the site. 6. DS 2-03.2.2.B.1 Case number S08-125 has been assigned to this tentative plat (TP). Please place this number in the right corner of all sheets of the tentative plat, landscape plan, NPPO, and any other associated sheets. 7. DS 2-03.2.2.B.5 In general note #3 list the proposed use as follows: Family Dwelling "RCP-7", subject to: Sec. 3.6.1and Sec. 3.5.7.1.F 8. DS 2-03.2.2.B.6 This project has been processed through a Special Exception process. Add the case number (SE-08-07) in the lower right corner of the plat next to the title block on all sheets.. In the notes provide date of approval of the special exception case and list on the plat all conditions of approval. Per item #22 of the special exception an accessible usable open space and active/passive recreation area is required. Clearly indicate on the tentative plat the location of the seating (bench) and corner gathering area together with the handicap accessible access (sidewalk) to the seating area. Indicate slope of the accessible sidewalk. If a DSMR is applied for and approved add the case number in the lower right corner next to the title block of all sheets. In the notes provide the case number, date of approval, what the DSMR is for, and any conditions of approval. 9. DS 2-03.2.4.A On sheet 2 of 4 provide lot dimension for the line between lot 11 and 12 near the front of the lots.. Provide curve data for the detention basin lot line. 10. DS 2-03.2.4.C Clearly indicate all areas that are common areas as common areas such as common area A1, common area B1, etc. as well as square footage of each common area on the tentative plat page sheet 4 of 4. Clearly indicate the boundary of common area A1 on the tentative plat sheet 4 of 4, should be indicated as all areas except the adjoining lots including sidewalks and areas between sidewalks and lot lines. 11. DS 2-03.2.4.G The visitor parking required for this site is 34 parking spaces. The spaces provide on the tentative plat indicate 24 spaces provided. Revise. Parking spaces are not allowed within the west cul de sac. See DS 3-01. Figure 20. The 2 parking spaces indicated in the cul de sac will be required to be relocated. Clearly indicate how the requirement that visitor parking must be within 150' of each lot is meet within this cul de sac. Revise building layout detail for the lot adjacent to these parking spaces. Per DS 2-03.2.4.G, a Development Standard Modification Request (DSMR) is required to allow the parking areas tied in with the street as proposed - both due to maneuvering from a parking space directly into a street and because a Development Standards cross-section does not exist for such a design. It's the maneuvering of a parking space into a street that requires a DSMR. Please apply for one through the CDRC division of Development Services, 520-837-4918, Ferne Rodriguez. A DSMR is required to be approved before the tentative plat can be approved. Wheel stops will be required for the parking spaces located south of lots 31 and 32 to prevent overhanging the sidewalk and limiting the pedestrian circulation path to less than 4'. Provide a dimensioned detail for a standard parking space and any parallel parking spaces provided. The face of the wheel stops are to be located 2'-6" from the front of the parking space revise the handicap parking space wheel stop locations as well. 12. DS 2-03.2.4.J Clearly indicate the location of the 8' P.U.E. located along the front of all lots on the tentative plat (sheet 4 of 4). The existing electric easement located through the subdivision is indicated as being abandoned. Provide recording information for the abandonment (docket and page). Provide a copy of the abandonment for review. Indicate such on the tentative plat (sheet 4 of 4). 13. DS 2-03.2.4.M The indicated setbacks along Yavapai Rd. are not correct. Developing Area setbacks per LUC Sec. 3.2.6.5.B Table 3.2.6-I for ADT of over 140 but less than 1000 is the greater of 21' or the height of the structure from the edge of the nearest travel lane with a minimum of 3' from the north property line. Revise plan. 14. In the building setback notes on page 1 of 4 revise street setback to indicate the required setback is the greater of 21' or the height of the wall of the structure. 15. Clearly indicate the location of all handicap ramps graphically on the tentative plat that are represented by construction note #1. 16. The indicated trash pickup area near the north east corner of lot #28 will block the indicated handicap ramp and cannot be located in the street. Contact Andy Vera with Environmental Services for proper location of the trash pickup. 17. Add sheet 5 of 5 of the RCP plan to the tentative plat set of plans. 18. Provide the RCP general notes, indicated on the RCP plan. on the tentative plat set of plans. 19. Per LUC Sec. 3.6.1.5.A When a common area is established in an RCP, a homeowners' association or management organization must be established by the developer to be responsible for the ownership, permanent care, and maintenance of commonly owned areas. Provide a copy of the CC&Rs for review. 20. Depending on changes to the plans and responses to the above comments additional comments may be forth coming at the next submittal. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road WTF via the SRWS Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative plat for this project cannot be approved until a copy of this letter has been received by this office. Sheet 1: General Notes 10 and 23 are identical. Eliminate one of the two notes. Sheet 1: Revise General Note #11 to read as follows: THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. The following comments must be addressed. 1. Include the subdivision case number, S08-125, on each sheet. Also include the case number for the special exception for reference. 2. Two sets of plans were submitted, a Tentative Plat and a Residential Cluster Plan. The elements of both plans must be incorporated into one Tentative Plat. 3. List all of the conditions of the special exception approval on the Tentative Plat. 4. Extend the existing surface contours beyond the project boundary 50 to 100 feet in all directions so existing drainage patterns can be determined. 5. The vacated alley is labeled as existing drainage outfall. The proposed tentative plat shows the site drainage concentrated to this location. The existing contours don't seem to support that the existing conditions for this site is a concentrated discharge at this location. The proposed drainage scheme must show the discharge from the site in essentially the same character as the existing discharge. This must be addressed in the drainage report and on the Tentative Plat. If the project must discharge concentrated flows at this location, provide notarized written permission for this off-site drainage solution. 6. Revise the cul-de-sacs to provide the minimum radius of 50 feet as shown in Development Standard 3-01 figure 20 or clearly delineate the location of the alternate pickup locations for the affected lots. 7. Revise the Tentative Plat and Drainage Report to comply with the requirements of the special exception conditions concerning retention and detention. Show how the retention/detention basin requirements (conditions 22 and 23) and water harvesting requirements (condition 24) have been fulfilled. In your response letter, provide the name of the representative from OCSD that you discussed your water harvesting plans with and provide a summary of your discussions. Please ask the representative to send me an email confirming your discussions. 8. In the Drainage Report discuss and demonstrate that the project will meet the required retention requirements. Provide calculations and analysis to demonstrate that the developed peak discharges do not exceed the existing conditions for the 2-, 10- and 100-year rain events. 9. Revise the Drainage Report to discuss the existing conditions at the site and provide sufficient data to substantiate the existing condition runoff coefficients and other hydrologic conclusions. 10. Provide infiltration test results for the retention basin to establish that the retained volume will infiltrate within 12 hours.
