The Final Plat (FP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Final Plat:

1. Please include a response letter to the comments along with the corrected copies of the FP.
2. Submit the Subdivision Improvement Assurances for review. The following items are required in the assurance package if a Third Party Trust Agreement will be used:

3. Submit the above documents containing original signatures, copies of the documents and signatures will not be forwarded to the City of Tucson attorney for review.
4. Please re-label all common areas that may be used in a dual and/or single use capacity per D.S. 2-03.6.4.C. For example, a Ret./Det. Basin may also be used as a recreation facility or only as a drainage facility or drainage channel and this must be reflected on the Final Plat. A key note explaining the labels could be used in conjunction with the labels, ie.:
a. Common Area "A" - Streets
b. Common Area "B" - Drainage/Recreation Facilities
c. Common Area "C" - Recreation Facilities
d. Common Area "D" - Drainage Facilities
e. Common Area "E" - Landscaping
3. Line weights will reflect the nature of the line, e.g., right-of-way lines will be more prominent than lot lines or easements, and drainageways will be in heavy solidlines except at street crossings.
4. The S08-119 subdivision case number assigned to the approved tentative plat will be placed in the lower right corner of the plat next to the title block. If the property is subject to a rezoning case, the C9-__-__ rezoning case number is to be noted also.
5. A legend which shows and describes all symbols used on the drawing will be placed on either the first sheet of the plat or the first sheet which contains all or part of the subdivision drawing. It appears that part of the Legend and the entire border are "shaded". All line weights must be solid for recording purposes.
6. Provide the following notes:
"Total miles of new public streets are ____. Indicate if they are both zero.
"Total miles of new private streets are ____."
7. Corner lots may be designated with a star symbol indicating which street will be used for access. Use of this designation may limit design options for access. In instances where the City, for safety reasons, limits accessibility, a one (1) foot noaccess easement will be required. Show a 1' NVAE on the east side of lot 1.
8. Show no-vehicular access easements where applicable.
9. Show detention/retention areas in a surveyable and readily retraceable manner.
10. Indicate primary control points, or descriptions and ties to such control points, to which all dimensions, angles, bearings, and similar data on the plat will be referred. Where a coordinate system has been established by the City Engineer or County Engineer, primary control points may be referenced thereto. At least one (1) corner of the subdivision will be tied by course and distance to a section corner, a quarter section corner, or an established City or County survey monument. The plat must include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information is to be provided on the plat.
11. Additional details to be shown are as follows.
a. Basis of bearings - The purpose of the basis of bearings on a survey is to enable another surveyor to retrace the original survey. As such, the statement must be referenced to found, readily locatable monuments.
b. There are three general methods of establishing bearings.
i. Reference to a record of survey or a recorded plat.
ii. Astronomic (normally solar or polaris).
iii. Assumed.
iv. The basis of bearings should be established from two (2) found, physically monumented points described and shown on the final plat. If the monuments at each end of the reference line are fully described on the plat, they need not be described in the "Basis of Bearings" statement.
12. All boundary monumentation must be labeled as "found" or "set."
i. Fully describe and show all markings on found monuments.
ii. A one-half (½) inch iron rod tagged by a registered land surveyor will be set at all corners upon completion of construction. Indicate on the legend the ½" IR to be set.
13. Show the distance and bearing between all monuments used. Indicate whether measured or calculated. Measured is the physical, direct occupation of a point/line by line of sight and not through calculations of other measured distances.
14. In castings for points on section and quarter section lines, the standard survey monuments must be set on the street monument line at all intersections, points of curves (P.C.s), points of reverse curves (P.R.C.s), stub street termini, and at radius points of cul-de-sacs, eyebrows, or knuckles. All street monuments must be in place, stamped, and punched before public streets will be accepted for maintenance. Crossed out manhole covers are not acceptable survey monuments.
15. Please submit a copy of the subdivision boundary closure calculations.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. Individual lot-storage systems within a single-family residential developments are not acceptable for meeting the detention/retention criteria of either Pima County or the City of Tucson requirements.
3. Show the project address or administration address on the cover sheet of the DR.
4. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

1. An applicant has one (1) year from the date of submittal to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before 10-08-09.

2. DS 2-03.6.1.B The border and title block are to light of a line weight for legibility. Revise.

3. DS 2-03.6.1.C All lettering and dimensions will be the equivalent of twelve (0.12) point or greater in size. The purpose of this requirement is to assure that all lettering is legible when reproduced or when photographically reduced (microfilmed) for recordkeeping purposes. Some of the areas that do not comply are the title block, Dedications section, Approval section, Assurances section, Certificate of Survey section.

4. DS 2-03.6.1.K The S08-119 subdivision case number assigned to the approved final plat will be placed in the lower right corner of the plat next to the title block of all pages.

5. DS 2-03.6.3.D Kathleen Detrick is not longer the current City Clerk. The correct name for the Approval section is Roger W. Randolph. Reivse.

6. In the site plan notes, revise note #4 to read "Total number of lots is 5."

7. In site plan note #9, indicate that this project is within the AHD portion of the AEZ. Provide the MSL of the finished floor of the proposed building. The maximum allowed height of a structure in the R-2 zone is 25' and therefore is more restrictive and must be used for the AHD calculations. The maximum allowed height per the AHD is 140' above the MSL of the end of the NW end of the runway.

Add a note to this section indicating that this project is within the NCD-70 of the AEZ and the proposed use must be provided with sound attenuation to reduce the interior noise level to an Ldn of 45 or less, as specified by Development Standard 9-05.0

8. In site plan note #10 and on the site plan the street perimeter setback is incorrect. This project is considered developed and must use developed area setbacks. The required street perimeter yard setback is 20' or 1 ½ times the height of the structure whichever is greater from the property line along the street. Revise note and site plan.

Provide the required side street setback of 10' on lot #1 which is required for both single family or multifamily use. Revise site plan.

The setbacks indicated on all lots along the south property line cannot be located with in the easement. Revise site plan

Dimensions are missing from many dimension lines along Valeska Road. Revise.

9. At each indicated individual easement on the final plat page add "by this plat". Each easement would then be something like: 10' private utility easement by this plat

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Show the rim and invert elevations for all proposed private cleanouts on plan.

Show the length and size of proposed private sewer lines for each segment between cleanouts.

Show a private cleanout at least 5’ inside the property line at the intersection of the proposed private lines going north and south

Show a symbol for the proposed private sewer in the legend.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

1. Clarify whether the sidewalk design will have a 2 ft buffer area between the curb and the sidewalk for allowing placement of the containers and at least a 3 ft minimum for sidewealk traffic. Otherwise will need to demonstrate adequate sidewalk design to allow for traffic with containers.

2. Clarify if overhead electrical wires will meet the required 25 ft clearance above container service area.
