Plat - 1st Submittal S08-101 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. 1. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative or preliminary plat for this project cannot be approved until a copy of this letter has been received by this office. 2. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $250.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. The revised Tentative Plat, revised Drainage Report, and Landscape documents were reviewed by Engineering. Development Services Department Engineering Division does not recommend approval at this time. The Drainage Report was reviewed for Tentative Plat purposes only. PROJECT SAC SUMMARY: The Tres Pueblos Este project proposes encroachment into the Rodeo W.A.S.H. Ordinance wash. The existing Rodeo Wash is a constructed channel, approximately 8 feet deep and top width 80 feet, with earthen bottom and 3.5:1(H:V) side slopes. Proposed encroachment includes proposed basin outflow pipes with gabion outlet structures that cross the W.A.S.H. Study Area and continue into the wash channel slopes at two locations on the north and northwest sides of the project. A shallow weir is to be constructed outside of the 50-ft W.A.S.H. Study Area near one of the north basins to allow for sheet flow conditions across the W.A.S.H. Study Area. There is also proposed trail / maintenance road, paved pathways, weirs, scuppers, railing, basin channel, access ramps, and landscaping proposed within the Rodeo W.A.S.H. Study Area. A SAC meeting has been completed under S05-134. Engineering maintains acceptance the W.A.S.H. Report. OVERLAY COMMENTS: 1) DS Sec.2-03.2.2.B.7: Regarding special overlay zone, submit copy of the W.A.S.H. Report and extra copy of the W.A.S.H. exhibit "Drainage Details for Rodeo Wash at Tres Pueblos Este". DRAINAGE REPORT COMMENTS: 2) City of Tucson Development Standards (DS) Section No.2-03.2.4.L: Address the following comments for the Drainage Report: a) In drainage report, include discussion of Rodeo W.A.S.H. section for on/off site conditions. Include discussion of authority for maintenance of the W.A.S.H. b) Provide drainage maintenance checklist in report, providing operating conditions and stating how maintenance personnel are to address drainage problems on the site. c) Add details for outlets to existing Rodeo W.A.S.H. area on a drainage exhibit. 3) DS Sec.2-03.2.4.L: Address the following drainage comments for the Tentative Plat: a) Drainage channel section E/1 shows 1:1(H:V) with gunite. On this detail, clarify reinforcement requirements per geotechnical report. b) DS Sec.10-02.2.3.1.6.A.4.a: Riprap areas shall show thickness of minimum D50 unless the rip rap is handplaced. Revise drainage report and all tentative plat details to reflect geotechnical report and show adequate thickness of rip rap. c) DS Sec.10-02.2.3.1.6 A.4.d: The Geotechnical Report discusses provision for 15-ft of drainage away from structures. Show how lots provide for this on the tentative plat typical lot details and discuss building setbacks, with dimensions between structures (pavement or buildings) and any proposed basins or drainageways in revised drainage report. d) DS Sec.10-02.2.3.1.6.A.4: Regarding detail M/6, clarify whether cut-off wall is needed at end of pipe. e) For N/6, O/6, & P/6 details, show existing and proposed grades at outlet structures. f) Many cross sections and hydraulic section calculations do not match the geotechnical report for slope stability. Slopes steeper than 1.5:1(H:V) shall be reinforced per prior comment letter reference to geotechnical report. Also slopes between 2:1(H:V) and 1.5:1(H:V) shall be grouted rip rap or wire tied riprap. Revise channel sections and calculations to match geotechnical report. 4) In drainage report and in detail T/6, provide cross section for basin pipes crossing utility pipes in proposed street. Show sufficient cover over pipes and WSEL below road structure, show WSEL and provide minimum distance dimensioning between top of water and sewer utility pipes and bottom of stormwater pipe, as well as minimum dimension between top of stormwater pipe and bottom of pavement. TENTATIVE PLAT COMMENTS: 5) DS Sec.10-02.1.5.1: Address the following trail comments: a) The 80' drainage easement is indicated to be maintained by Pima County and the proposed trail is indicated by notation to lie within the Pima County drainage easement area and specifically on the existing maintenance access road as noted on the planview sheets. If the existing maintenance road lies within this existing drainage easement, provide a letter from the county regarding their authorization of proposed design for the proposed trail and its maintenance within the drainage easement. Otherwise, provide a trail location that does not overlap the maintenance access road. It was stated in response letter that this would be coordinated with Pima County; provide correspondence regarding acceptance of design. b) Detail H/2 appears to be missing. c) The trail is proposed to be built over access road. Provide a cross section showing that the crossings shall be traversable by motorized vehicle and pedestrians. Show that maintenance vehicles access is not obstructed. d) Label proposed materials. e) Clarify / show proposed easements for drainage outlets to be maintained by HOA. 6) Per D.S. 2-03.2.4.K: Regarding the conceptual grading design for the project, address the following comments: a) Clarify / provide cross sections for the following areas for clarification of conceptual grading: i) For details N/6, O/6, & P/6, provide existing and proposed grades at outlet structures. Also, depict existing slope of wash, top of bank, elevated maintenance road, trail, and rear of a proposed lot. ii) Provide existing elevation sections for the north side of the project to include a lot pad elevation near lots 16 and 159 through the basins and outlet channels, with existing and proposed grades, slopes, property line, setbacks, and to the adjacent wash. Detail K is insufficient since it does not depict existing and proposed grades. Detail K should show setback from basin as well. iii) Revise sections D/1, F/1, & G/1 to reflect erosion protection rip rap to extend up to water surface elevation in each section. b) To assure the tentative plat lot layout provides for sufficient horizontal area for slope run outs, swales, and other parameters, and also for clarification of proposed flow conditions on these RCP lots, clarify typical lot grading detail, that shows direction of drainage around proposed lots and explains the following: i) Show/clarify area for utility pads / mechanical equipment or A/C unit locations, if it is located along the side yards. ii) Show any building setbacks to swales, slope setbacks for screen walls, minimum side and rear building setbacks, per geotechnical report and drainage report. iii) On sheet 6, assure Side Yard Drainage Section complies with geotechnical recommendations for minimum sideyard setback dimensions for positive drainage away from structures. 7) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Submit a copy of the geotechnical report including minimum slope recommendations, boring test results, and basin percolation results. The soils report shall also include minimum distance from foundations to drainage swales. 8) Add linetypes to legend - check delineations to assure all linetypes are represented on planview and legend. Specfically all clarify floodplain lines. 9) Submit a copy of the current title report to assure all easements have been addressed. Submit geotechnical report, revised Drainage Report, revised Tentative Plat, drainage report response letter, copies of W.A.S.H. documentation, title report, complete tentative plat response letter, and any other supporting documentation such as the Pima County letter.
