Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 2. The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite. Revise the plans to clarify compliance. The symbol shown in the legend for decomposed granite is not used on the plans. Revise to either use symbol on plan or remove symbol and indicate d.g. with keynote in all landscaped areas including right of way as indicated above. LUC 3.7.2.4.A.4 3. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. Some of the 5-foot high Texas Ranger located to the east of the entrance drive are shown on the plan to be within the SVT. In order to achieve the required 5-foot screen per LUC Table 3.7.2-I, it may be necessary to widen this planter area adjacent to the northernmost parking space. However, if the ADT (Average Daily Traffic) of Uhl Street is less than 1001, it is considered a local street in the "Line of Sight Matrix" (DS 3-02.5.3) and the through street side length of the SVT may be drawn along a line at the edge of the nearest adjacent travel lane. Plat – 2nd Submittal S08-085 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Pantano Interceptor. Obtain a letter from the PCRWRD's Capacity Management Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The development plan for this project cannot be approved until a copy of this letter has been received by this office. Sheet C1: Show in the LEGEND a symbol for the proposed sewer lines also. Use the same line type as used on Sheet C2. If the Town Homes are to be sold to separate individuals, either a Home Owners Association, or a Joint Sewer Use –Maintenance Agreement is required. Add a General Note to this effect. Sheet C2: Differentiate between existing and new sewer lines using different line types. 5. Sheet C2: Use different line types in the LEGEND to show existing and proposed sewers. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. The next submittal of this project will be the third submittal. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is July 7, 2009. 2. This project was reviewed for compliance with the Land Use Code (LUC) and Development Standards - specifically for content of DS 2-03, tentative plat standards. This project was also reviewed for compliance with rezoning case C9-07-29 (to convert the site to R-2 zoning) and Special Exception 07-26 (to allow an RCP on a site under 5 acres). 3. Per DS 2-03.2.2.B.6, The indicated rear porches on lots 2,4,6,&8 do not meet the required setback of 20'. A Board of Adjustment variance will be required to be completed for each lot at the time of building permitting. Remove the porches from this plat or a redesign of this portion clearly indicating all structures meeting the required setbacks. 4. Per DS 2-03.2.4.G, regarding streets: A) street does not match cross-section of DS 3-01. B) street cross sections for the city Development Standards do not allow parking spaces to back out into a street. C) note that not providing on street parking will affect number of guest parking spaces. One visitor parking space is required for each unit. D) Per Brian Rumsey there will be a request to use wedge curbing instead of the required vertical curbing in front of all the SFR's with no parking signs installed. Zoning acknowledges that a DSMR has been submitted for the above items A and C. A revised DSMR will be required to include above items B and D. Add the DSMR case number near the lower right corner next to the title block of all sheets. Provide a note stating the DSMR case number, what the DSMR is for, date of approval and any conditions of approval. 5. Per DS 2-03.2.4.M, provide typical detail lot layout drawings showing the building setbacks for the following: A) setback from street pavement edge of Firesteel Pl. to building wall of garage and residence (i.e. ensure any jogged walls are shown.). Review LUC Sec. 3.2.6.5.B.1 and LUC Sec. 3.2.6.5.B.2.b for setbacks allowed with an ADT of less than 140. B) setback from exterior subdivision boundaries to east and west, for residence wall and any porches or balconies. C) provide setback notes on sheet C1 clarifying that subdivision boundary setback at west is 10' or ¾ the height of the structure due to adjacent R-3 zoning. Site Data portion of C-1 D) provide setback note corrected on sheet C-1 clarifying that RCP developing area setbacks used for Uhl Street to allow setback of the greater of 21' or Height of exterior building wall from nearest edge of travel lane of Uhl. (don't' mix developing and developed area setbacks.) 6. Per DS 2-10.3.2.D.2, provide elevation drawings of the standard unit and show A) the setbacks to the subdivision boundaries typical for both east and west boundaries West side elevations missing showing compliance with rezoning condition #6 B) the heights of the building walls facing each subdivision boundary C) the heights of the wall(s) at street front property line D) the garage and living area above any garage called out on the elevations E) the building heights from grade to the roof, and from roof to top of parapet 7.. Per LUC 3.2.5, staff has secured a determination from rezoning administration on the proposed ramada. A letter has been provided to Brian Rumsey indicating the ramada will not be required. Provide a copy of the letter at next submittal and remove ramada from plans. 8. Per LUC 3.6.1.4.F, regarding parking: A) specify type of curbing where accessing garage parking spaces - show on drawing and on detail AA on sheet C2. See previous comment regarding wedge curbing. 9. Per LUC 3.6.1.4.G.2, regarding pedestrian circulation: A) detail AA on sheet C2 shows sidewalk, however, drawing on sheet C1 does not clarify that a sidewalk is provided. Clearly indicate the location of the sidewalk in front of the proposed units. 10. For clarity purposes it is suggested than all general notes be combined in one place either on C-1 or a separate sheet that could then include rezoning and special exception conditions as well. 11. The parking calculations in the site data portion of sheet C-1 are incorrect. Revise. The number of required parking spaces per 3 bedroom unit is 2 with and additional 1 per unit for visitor parking thus requiring a total of 24. Provide the number of required and provided parking spaces. 12. Per discussion with Brian Rumsey a redesign of this project will be forth coming. The revised Tentative Plat is not approved at this time. The following items need to be addressed: TENTATIVE PLAT: 1) Complied. 2) Complied. 3) Complied. 4) Complied. 5) Complied. 6) Complied. 7) Acknowledged. However it is recommended for clarity reason to revise the layout of the Tentative Plat so that all notes are in chronological order and easy to read instead of randomly placed throughout the drawings making them hard to find. Due to the number of notes it maybe easier to include them on a separate sheet depending on how the CAD layout can be revised. 8) Complied. 9) Restated: DS Sec.2-03.2.3.A: Revise the Tentative Plat to show all benchmark locations, proposed location of and method of tie to the permanent survey monuments or nearest section corner. This comment was not addresses with the re-submittal, the benchmark, elevation and datum referenced used must be noted for the elevations proposed. It is acknowledged that the monuments for all proposed property corners will be shown on the Final Plat to establish lot lines. 10) Restated: DS Sec.2-03.2.3.C: All easements shown on the Tentative Plat must be labeled with their corresponding recordation information or if the easement is new and proposed by the final plat then the wording "by Final Plat" must be added to the end of each new easement referenced. 11) Restated: DS Sec.2-03.2.3.D: Clarify on the Tentative Plat the recordation data for Uhl Street. The recordation information must be directly adjacent to the street name or must have a separate label such as "street recordation". Development Standard Modification Request (DS09-03) has been submitted and approved for the street width, hammer head design, refuse maneuverability, and revision to required parking. However the DSMR did not address the parking spaces that are required to back out into a private street and per a counter conversation with the applicant the revised curb design (approved with vertical, proposing wedge curbing). A revised DSMR will be required that address all aspects of modifying the private roadway. The 6-inch setback labeled on the Tentative Plat for the wall setback is acceptable with the proper wall design. The required grading plan will have to show that the design of the wall and that the wall plus footer will be constructed entirely on the subject property and that there will be no disturbance off-site on the adjacent property. Any off site disturbance will require a temporary construction easement. 22) Restated: Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. NEW COMMENTS (2nd Review): 23) Revise the Tentative Plat and the detail call outs for the proposed vertical curbing. Detail #209 is called out in the cross sections however the detail needs to clarify if the vertical curbing is Type 1 or 2, clarify. Per a meeting at the customer service counter the applicant has expressed interest in revising the vertical curbing to wedge curbing. A revised Tentative Plat and DSMR will be required for this change in design. 24) Revise Section B-B to label the proposed curbing along both sides of the proposed 20 foot travel lane. Label the Standard Detail for Public Improvement and verify that it meets the design requirements of the DSMR. 25) Revise the proposed CC&Rs to met the minimum requirements listed below: a) Revise the Title Block of the CC&Rs to read exactly per the Title Block of the proposed Tentative Plat. Specifically the Common Areas A-E must be fully described in the CC&Rs as per the Tentative Plat Title Block. b) Revise the document so that all of the pages are labeled (bottom of page) in a numerical chronological order. The page numbers referenced do not meet this minimum requirement. Page 2 states Page 3 of 16, revise. c) Revise Section 6.01 of the CC&Rs to clearly describe all common areas proposed and to clearly describe the required maintenance of the drainage patterns, proposed Private Street, etc. d) Provide an original, signed, notarized copy of the CC&Rs at time of Final Plat review. Prior to Final Plat approval the original CC&Rs must be submitted for an accuracy review. DRAINAGE STATEMENT: 26) Complied.
