The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

We need to see a site or development plan which would show the proposed and existing sewer on-site before the Final Plat can be reviewed.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

The street landscape borders shall be recorded as common area and maintained by the homeowners association (HOA). The subdivision CC&Rs and shall reference the maintenance standards in Sec. 3.7.6. The DSD Director may allow the recording of a public use easement with the subdivision plat in cases where the requirements of this section is the only reason for the creation of an HOA. The public use easement shall require the abutting property owner to install and maintain a landscape border in accordance with the standards in this Division. (Ord. No. 9392, §1, 5/22/00) LUC 3.7.2.4.A.2.c

2. Street landscape borders fronting on local streets may be reduced to a minimum of five (5) feet. LUC 3.7.2.4.A.2.d

3. Walls, fences, or other screening must be placed behind the landscape border. LUC 3.7.2.4.A.2.b

4. Revise the preservation method in general note 9 and in the Overview on sheet N-1 to read the "Plant Inventory Methodology" rather than the "Selective Plant Preservation Method".

5. Add the CDRC subdivision case number (S08-067) along with any other related case numbers to all sheets of the plat, grading plan, landscape plan, irrigation plan and native plant preservation plan.

6. Revise the text in all location maps to meet the minimum required size of 12 point (0.12").

1. DUPD staff does not require a follow up review, but as a heads up for DSD reviewers, the Grading Plan, sheet 1of 2, cross-section 3 indicates a sidewalk system of five-foot wide. However, on sheet 2 of 2 of the Grading Plan under keynote (9) it states a four-foot wide sidewalk system. The Grading plan should be corrected to show a consistent sidewalk width. DUPD staff supports the correction to support a minimum five-foot wide sidewalk system for this development.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a final plat. If, at the end of that time, the final plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this final plat is May 30, 2008.

2. This project was reviewed for compliance with the Land Use Code (LUC) and Development Standards. Content of the plat was reviewed under DS 2-03.6.1.

3. Per DS 2-03.6.1.C, please increase the type size to 12 point within the location map.

4. Per DS 2-03.6.1.K, please note the subdivision case number S08-067 near title block.

5. Per DS 2-03.6.3.D, relocate Approval paragraph to be adjacent to Recording paragraph

6. Per DS 2-03.6.3.D, regarding Approval paragraph:
A) correct first line to read "I, Roger W. Randolph, Clerk of the City of Tucson…."

A) clarify type of easement (i.e. pedestrian, utility, etc.) along the street frontage of lots 6-11.
B) be sure to declare all easements are dedicated "by this plat" - (1' wide NVAE)

11. Please note, staff reviewed the street information provided on the grading pages. Please be advised that the street cross section you are showing does not match the cross section under DS 3-01 for the use of sidewalks on both sides of the street. Staff is advising that a Development Standard Modification Request ( DSMR ) is required for this street cross section to allow the elimination of that section of sidewalk missing from along the frontage of the common area A. Further review comments may be forthcoming on this issue.

12. Please place a note in the general notes on sheet that states "A separate site plan review through Development Services Department is required for each lot to ensure development meets all applicable codes."

13. Note - developing area setbacks can only be used on this subdivision if the street frontage of Stewart Blvd. is undeveloped by 50% of the length of the block (same side of project.) Please provide data.

First Review

The engineering division has reviewed this plat and does not recommend approval at this time. The following items must be addressed.
1. Add the assured water supply note required by DS 2-03.2.G. Use the appropriate note as listed.
2. Revise the developed hydrology exhibit (Figure 4) in the drainage report. Provide an exhibit that clearly presents the provided information.
3. The copy of the drainage report that I received has several pages with handwritten notations. It also refers to sheet by number but it is not clear which sheets are being referenced. Complete the revisions of the drainage report. Number all pages of the report and clarify all of the references.
4. Include the beneficiary statement on the plat. See DS 2-03.6.3.C.
5. Add a note indicating that a floodplain use permit will be required for the grading of the subdivision.
6. The title report indicates that the project is affected by several utility easements. Clarify the location of each easement on the plat.
7. Confirm the basis of bearings on the plat.
8. Sidewalk must be provided along both sides of the street. A DSMR is required to omit the sidewalk on one side of the street.
