COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is April 10, 2009.

2. This project was reviewed for compliance with the Land Use Code (LUC) and Development Standards (DS). Specifically, this project was reviewed for compliance with the criteria for a tentative plat content under DS 2-03.2.0, DS 2.10 for Residential Cluster Project Subdivision, and LUC 3.6.1 for RCP criteria.

The following comments are based on the changes to the layout of the parking and trash enclosure:
3. Per LUC Section 3.3.4 and D.S. 3-01.0 Figure 1 a total of three (3) vehicle parking spaces are required per dwelling for a total of thirty-three (33) required vehicle parking spaces required, only thirty-two (32) are provided on the plan.

4. Per D.S. 3-05.2.1.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. This said it appears that some type of bollard is proposed along the north side of the proposed electrical transformer, adjacent to the vehicle parking space. This space must be ten (10) feet wide.

Staff offers the following comments:

1. As addressed by staff on the previous review, dated May 9, 2008, the tentative plat S08-049 does not comply with Special Exception condition # 8. This condition requires the following criteria to be met:

"All walls visible from a public rights of way and/or adjacent to existing residential development, are to be graffiti-resistant and incorporate one (1) or more visually appealing design treatments, such as the use of two (2) or more decorative materials like stucco, tile, stone or brick: a visually interesting design on the wall surface; varied wall alignments (jogs, curve, notch, setback, etc.) and/or trees and shrubs in voids created by the wall variations.

Tentative plat S08-049, sheet 4 of 4, detail #4 shows a masonry wall not in compliance with the above criteria. Since this wall will be located along the western perimeter and visible to the adjacent residential development, it must comply with the criteria of condition #8.

The above referenced plan has been CONDITIONALLY APPROVED by the Community Design Review Committee, subject to the revisions required on the bluelines per the on-line comments. Please submit the following documents for sign-off:

1 Blueline set of the Plat, Landscape Plan and NPPO. Please include applicable sheets from any other concurrent reviews.

1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Additional blackline copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your bluelines to the CDRC office for sign-off approval. Your printing company will deliver the stamped blueline set to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

Please note that the final plat must be approved by Mayor and Council and recorded within one year of date of approval of the tentative plat per LUC 4.1.7.3.
