| 04/29/2008 | PETER MCLAUGHLIN | LANDSCAPE | REVIEW | Denied | 1. Add the CDRC subdivision case number (S08-049) to all sheets of the landscape plan, native plant preservation plan, and tentative plat. DS 2-07.2.1.B 2. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. Revise plan drawing so that each parking space falls within 40 feet of a canopy tree trunk. 3. Because the 3rd Street is fronted by a common area parking lot (see LUC Table 3.7.2-I under Specific Uses) rather than residential subdivision lots, a full 10-foot on-site landscape border and a 5-foot high screen is required. Revise plan drawings and coverage calculations to indicate the 10-foot landscape border and label screening location, height and type on the landscape plan. DS 2-07.2.2.A 4. Revise the landscape plan to include slope ratios and/or a cross section for the water harvesting basin. 5. Revise common area with recreational amenities to extend along the south property line per special exception condition #13. The basin falls largely outside of the common area but sheet 1 of 4 the "Water Harvesting/Recreation Area" as being within the common area. Revise the tentative plat as necssary to label the correct and full extent of the basin/rec. common area to demonstrate compliance with special exception condition #13, which requires that this rec. area extend along the south end of the property adjacent to both lots 6 and 7. DS 10-01.4 6. Demonstrate compliance with special exception condition #11 regarding buffelgrass. 7. Dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 8. A minimum two (2) inch layer of organic or inorganic material (i.e., decomposed granite, rock mulch, or other material) will be used as ground cover under and around the vegetation in landscaped areas to help cool soil areas, reduce evaporation, and retard weed growth per DS 2-06.5.2.C. The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall also be covered with an appropriate inorganic ground cover, such as decomposed granite. Revise the plans to clarify compliance. LUC 3.7.2.4.A.4 |

Alvernon recently did a lot combination/split process in 2007. It does not appear that this lot reconfiguration went through the city review process, as required per LUC 5.5.2.1 & 5.5.2.3. Is this lot change going to be represented on a separate drawing or on this plat? 10. Per DS 2-03.2.4.E, please advise if the property is going to be phased, and if so, show calculations and access to ensure each phase will be in compliance with LUC requirements. 11. Per LUC 3.6.1.2.C, a special exception is required for approval of an RCP under 5 acres in size. Staff had noted that the project has gone through the special exception review process under case SE-07-29. The various conditions of approval of SE -07-29 do apply to this project and are listed in the plat. Staff requests a written advisement of how each condition of the Special Exception will be met. 12. Per LUC 3.6.1.4.A.5, a minimum of 25% of the total number of units proposed must be barrier free. Declare which units in general note 27, for permitting and records. 13. The setbacks on sheet 1, however, do not appear to demonstrate the minimum setback for the proposed 2 story structures. Please check. B) clarify building wall height for 2nd story units, list as measured from grade to top of parapet. C) ensure any single story porches are also keynoted with height. D) call out how proposed building height of 21.5 feet is measured - needs to be from grade to roof height. E) provide a minimum of 3' setback for ramada on rear common area F) note that the model plans for the units - including elevations, must be provided to staff at the next review G) note that the model plans must be approved by building code - and no openings and a 1 hour fire wall are going to be required for building walls on the side yard property line at a 0 setback abutting adjacent lot lines. H) note that building codes must also approve the 0 setbacks proposed for the units 14. Per LUC 3.6.1.4.A.F, regarding parking: A) provide wheel stop barriers in the top 2'6" of each parking space abutting sidewalks and property lines. Show in detail as well on sheet 4. B) please advise what the darkened dashed line in center of the parking area represents. | 05/28/2008 | LOREN MAKUS | ENGINEERING | REVIEW | Denied | May 28, 2008 To: Patricia Gehlen CDRC/Zoning Manager FROM: Loren Makus, EIT Engineering Division SUBJECT: Settler's Trace Subdivision Tentative Plat S08-049 (First Review) T14S, R14E, Section 09 RESUBMITTAL REQUIRED: Tentative Plat The Engineering Division has reviewed the Tentative Plat and Drainage Report, and we do not recommend approval at this time. The following review comments must be addressed: 1. The existing contours are too light to be discernable on the plans. Darken the contours sufficiently to be seen considering the shading used for concrete and asphalt. The streets and other details within the location map are also too light. Review all areas of all sheets to make sure that all drawing information is clearly legible. 2. Revise general note 22 on sheet 2 to remove the reference to the Major Streets and Routes overlay criteria. Since 3rd street is a local street remove all references to future right-of-way conditions. 3. Clarify whether the curb and sidewalk are existing or proposed. Proposed sidewalk must be at least 5 feet wide. 4. Show contours or spot elevations for areas within 100 feet of the site. Also include the locations and descriptions for structures including walls and fences within this 100 feet. 5. Provide a letter from the Department of Transportation granting permission to use the right-of-way for private landscaping. Drainage Report Comments: 6. The drainage statement is approved for tentative plat purposes. Submit a revised Tentative Plat with a detailed response letter detailing how each comment has been addressed. If you have any questions, I can be reached at 520.837.4927 or loren.makus@tucsonaz.gov. Loren Makus, EIT Senior Engineering Associate |
