The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

Sheet 3: Manholes rather then cleanouts will be required at all points where the projected flows (as calculated per Table 1 Unit Flows of Article 3 of Title 18, Chapter 9 of the AAC) is 3000 gpd or more.

Sheet 3: Call out the construction plan # and pipe size for the existing public sewer in 22nd St.


This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

It appears the plans did not show th location of the existing poles only the path of the overhead power lines. If there is a conflict with the existing poles and the new driveways, the relocation cost will be billable. TEP will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Tentative Plat, Drainage Statement Submittal No. 1 (DOWL Engineers, 27MAR08) and a copy of the Title Report. The Drainage Report was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed:


TENTATIVE PLAT:

1) DS Sec.2-03.2.1.A: Engineering recommends revising the Tentative Plat and the scale used on Sheet T-1. Per the Development Standards all mapped data must be drawn to a standard engineering scale having no more than 50-feet to the inch. The scale provided does not meet this requirement.

2) DS Sec.2-03.2.1.D.2: Revise the project location map on Sheet T-1 to identify conditions within the square mile shown, such as major watercourses (Robb Wash) and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers.

3) DS Sec.2-03.2.2.B.1: The correct Tentative Plat number (S08-047) may be added to the lower right hand corner of the plans where indicated by "SXX-XXX."

4) DS Sec.2-03.2.2.B.7: Revise the Tentative Plat to include the language shown for the special overlay, Major Streets and Routes (MS&R) Setback Zone, LUC Sec.2.8.3, as a separate general note (Refer to Zoning Note 3 on Sheet T-1).

5) DS Sec.2-03.2.2.D.1.a. Revise the Tentative Plat to provide the following note: "All public roads and drainage improvements within and adjacent to this subdivision shall be constructed in accordance with approved plans. Construction plans shall be submitted to the City Engineer's Office for review and approval."

6) DS Sec.2-03.2.2.D.1.b. Revise the Tentative Plat to provide the following note: "Total miles of public streets are_ "and "Total miles of private streets are_". If there are no streets proposed the blank must be filed in with a zero (0).

7) DS Sec.2-03.2.2.G.2: Per the Development Standards if this note is used and the assured water supply is not within the water service area of the Tucson Water Department a certification letter from the Arizona Department of Water Resources is required at the time of Tentative Plat submittal. Tentative Plat will not be approved until this certification has been received.

8) DS Sec.2-03.2.3.A: Revise the Tentative Plat to show all benchmark locations, proposed location of and method of tie to the permanent survey monuments or nearest section corner. All monuments found or set will be described, revise the Tentative Plat to show a description for all found monuments per the legend.

9) DS Sec.2-03.2.3.C: Revise the Tentative Plat to reflect all existing easements with recordation information, location, widths, and purpose. Specifically Items #5 and #6 on Schedule B of the Title Report could not be located on the plans, either clarify the location or add to the Tentative Plat. Blanket easements should be listed in the notes, together with recordation data and their proposed status.

10) DS Sec.2-03.2.3.D: Revise the Tentative Plat to clearly label the existing center lines of all 3 streets that are adjacent to the property and where the right-of-way dimension were taken from.

11) DS Sec.2-03.2.3.G: Revise the Tentative Plat to provide all referenced improvement plan numbers for all existing storm drainage facilities that are shown on the Tentative Plat.

12) DS Sec.2-03.2.4.A: Revise the Tentative Plat to draw all proposed lot lines with approximate distances and measurements.

13) DS Sec.2-03.2.4.C: Revise the Tentative Plat to clearly enclose with a solid line each Common Area that will have separate restrictions or a separate homeowners' association. Common Area "A" must be clear in plan view on the Tentative Plat for the landscaping (water harvesting areas), parking, and access. Provide a separate letter designation for the proposed retention basin (i.e. Common Area "B"). Verify that CC&Rs are submitted and that they provide for maintenance responsibility for all common areas and private easements.

14) DS Sec.2-03.2.4.E: Revise the Tentative Plat to clarify the proposed phase lines shown on the drawing. Verify that all improvements that are to be constructed with Phase 1 (i.e. access drives and associated curb returns, PAALs and curbing, etc.) are shown within the Phase 1 line. Clarify that all improvements that are to be constructed in phases can stand alone, specifically the refuse container in the middle of the project. The container shows that a portion of it is to be constructed during Phase 1 and the other portion during Phase 3, clarify.

15) DS Sec.2-03.2.4.F: Revise the Tentative Plat so that it is designed in accordance with Street Development Standard 3-01.0. The following items need to be revised or added to the proposed Tentative Plat:

a) Revise the Tentative Plat to show the required Sight Visibility triangles (SVT) for the intersections of both Camino Seco (Arterial) and E 22nd Street (Arterial) and Camino Seco (Arterial) and 21st Street (Local) per DS Sec.3-01.5.0. Revise the landscape plan to reflect the sight visibility triangles shown on the Tentative Plat.

b) Revise the Tentative Plat and the near side dimension for the SVTs shown at all driveway access points. The correct near side dimension for a PAAL/Drive to an Arterial Road is 345 feet.

c) Revise the Tentative Plat to dimension the PAAL/ driveway entry point off of Camino Seco. Provide a dimension that meets the minimum requirements of Chapter 25 of the Tucson Code for driveway/curb cuts widths.

d) Verify that the proposed handicap ramps within the right-of-way met the minimum requirements of Detail 207 of the Standard Detail for Public Improvements. Any modifications to this detail will require additional review and approval from TDOT.

e) Revise the Tentative Plat and/or the associated details to label and dimension all required street improvements for Camino Seco and 22nd Street. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. If an existing sidewalk is already constructed along the frontage of Camino Seco and 22nd Street and does not meet the minimum width of 6-feet provide photo documentation showing that the existing sidewalk is in good condition. If the sidewalk is missing in spots or is cracked and buckled a new 6-foot sidewalk will be required. A DSMR will be required for modifying the development standards to allow the existing sidewalk to remain and not constructing a new 6-foot sidewalk along the roadway. The DSMR must be approved prior to Tentative Plat approval. All exhibits and discussion must reflect any changes made by the approved DSMR. Provide a General Note to list the DSMR number, the Development Standard being modified along with the date of DSMR approval.

f) Revise the Tentative Plat to verify the required curbing and 5-foot wide sidewalk along the street frontage of 21st Street that is adjacent to the subject property. All new development shall provide curbing and 5-foot wide sidewalk along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements.

g) Refer to comments from Ron Brown, RA Structural Plans Examiner for all ANSI Standard requirements.


16) DS Sec.3-05.2.2.D: Revise the Tentative Plat to provide dimensions for both proposed back-up spurs that are shown on the plat. Back-up spurs must be constructed per DS Sec.3-05.2.2.D, Figure 2. Label and dimension the back-up spurs as required.

17) DS Sec.3-05.2.3.C: Revise the Tentative Plat to show wheel stop barriers at all locations where parking stalls are adjacent to a pedestrian circulation path, landscape area or next to a wall/fence.

18) DS Sec.2-03.2.4.J: Provide easements for all utilities (water, electric, private sewer, etc.) with recordation information or provide the description for each utility in respective Common Areas, verify that the CC&Rs match the Common Area descriptions. Easements are to be dimensioned and labeled as to whether they are public or private. Revise Water Line Keynote #9 for the water easement and provide separate easements for all other proposed utilities.

19) DS Sec.2-03.2.4.L: Revise the Tentative Plat, in conjunction with the submitted Drainage Statement, to reflect the following information. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management.

a) DS Sec.2-03.2.4.L.1: Provide the ponding limits with water surface elevations for the proposed retention basin. Provide a detail or cross section showing detailed information (basin bottom elevation, top of basin elevation, bottom widths, ponding depth, etc.) of the retention basin. Revise keynote # 18 to include this information or a reference to the required detail, referring to the Drainage Statement does not apply.

b) DS Sec.2-03.2.4.L.3: Provide a detailed cross section for all proposed storm drains and drop inlets that are shown on the Development Plan. Verify that all requirements and dimensions from the Drainage Statement have been met.

c) DS Sec.2-03.2.4.L.5: Provide verification from the adjacent property owner (City of Tucson Department of Transportation and Real Property) for the proposed off-site drainage solution, specifically the proposed RCP pipes and CB Drop Inlet infrastructure. All drainage improvements must be constructed within the subject property lines. If any infrastructure is proposed off-site approval from property owner is required along with a private easement for maintenance and construction of all improvements. Easement is required prior to Tentative Plat approval.

20) DS Sec.2-03.3.1.G: Provide the letter of certification on Assured Water Supply since the project is not serviced by the City of Tucson Water Department.

21) DS Sec.6-01: Revise the Tentative Plat and Detail #4 to correctly label and dimension the refuse container that meets the minimum requirements of DS Sec.6-01, Figure 3 (i.e. 1% slope for bottom, 3'x3' tubing for the proposed gate, enclosure doors supports, etc).

22) DS Sec.10-02.14.3.2: Provide a note on the Tentative Plat stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and retention basin; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

23) DS Sec.11-01.9: Revise the Tentative Plat to clearly dimension the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, retention basin, block wall and associated erosion protection. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and associated erosion protection.

24) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application and PIA will be required prior to construction. Refer to the following links for TDOT Forms and applications:

DRAINAGE STATEMENT:

25) DS Sec.10-02.2.3.2.D: Revise the Drainage Statement to include hydraulic calculations for the existing catch basin and storm drain within the public right-of-way that the proposed RCP drains into. The calculations must show that the existing storm drain and catch basin are sized to except the flows from the 42" RCP.

26) DS Sec.10-02.2.3.2.E: Revise the Drainage Statement to include hydraulic calculation sheets used in the design of all proposed drainage infrastructure (RCP storm drains, inlets, catch basins, curb cuts, wall openings, rock riprap, etc.).

27) Verify that all proposed drainage improvements shown on the Tentative Plat meet the requirements within the Drainage Statement. Provide all details, dimensions, locations, etc. on the Tentative Plat for the retention basin, curb opening, storm drain system, scuppers, etc. that matches the proposed Drainage Statement.


GRADING PLAN:

28) DS Sec.2-03.5.2: For future references a grading permit application will be required for this project. A grading permit may not be issued prior to Tentative Plat approval.

29) Please ensure the grading plan is consistent with the Tentative Plat, Drainage Report, and Geotechnical Report. Grading standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf.

30) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. GENERAL COMMENTS:

Provide a revised Tentative Plat, Drainage Statement, and Certification Letter at re-submittal.
