Freeway Industrial Loop Final Plat S08-045 (Third Review) T13S, R13E, Section 34 RESUBMITTAL REQUIRED: Final Plat. The Final Plat (FP) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Final Plat: 1. Please include a detailed response letter to the comments along with the corrected copies of the FP. The FP will not be accepted for re-submittal if the response letter detailing how the corrections were addressed is not included in the re-submittal. Per previous comment. 2. The previous comments from engineering were not addressed in this submittal, therefore a review fee of $75.00 per hour is being assessed toward this review and any other subsequent reviews of this FP. 3. Remove and replace any reference to the year "2008" with the year "2009" on the blocks on sheet 1. 4. All easements shall be recorded prior to the approval of the FP. All easements on the previously recorded plat, Freeway Industrial Park, recorded in Book 54, M&P at Page 18, shall shown on the proposed re-subdivision of Lot 9 per DS 2-03.2.3.C. Revise as required. Previous comment. 5. Per previous comment: Upon further review, it was noted that not all common elements are showing the square footage per DS 2-03.2.4.B, C and I: " Identify each block or lot (common element) within the subdivision boundary by number, and include the square footage of each. " If the project has common element, label each common area individually with a separate letter designation. Enclose with a solid line each common area, private street, etc., that will have separate restrictions, a separate homeowners' association, or any common area that is separated by a public right-of-way. " Provide location, dimensions, areas in square footage, and purposes of lots (common elements) proposed for dedication (such as open spaces, recreation areas, and natural areas) or for reservation for a public use (such as public parks, water facilities, and school sites). 6. A. Indicate primary control points, or descriptions and ties to such control points, to which all dimensions, angles, bearings, and similar data on the plat will be referred. Where a coordinate system has been established by the City Engineer or County Engineer, primary control points may be referenced thereto. At least one (1) corner of the subdivision will be tied by course and distance to a section corner, quarter section corner, or an established City or County survey monument. The plat must include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information is to be provided on the plat, bearings and distances, per D.S. 2-03.6.5.A. 7. Indicate tract boundary lines; right-of-way and centerlines of streets, easements, and other rights-of-way; and property lines of residential lots and other sites, with accurate dimensions, bearings, or deflection angles and radii, arcs, and central angles of all curves per D.S. 2-03.6.5.B. On sheet 2 of 2 the distance to the BCSM stem to the corner tie on Freeway Industrial Loop is shown on a curve, however on sheet 1 of 2 it is shown on a tangent. Revise as required. 8. A small, project-location map will be drawn in the upper right corner of the first sheet of the plat at a scale of 3" = 1 mile. The location map shall provide the following information: " Show the subject property approximately centered within a one (1) square mile area. " Identify conditions within the square mile area, such as subdivisions, major streets, major watercourses, and railroads. Reference recorded subdivision plats by book and page numbers. " Section, township, and range; section corners; north arrow; and the scale will be labeled. " The City's jurisdictional limits will be shown, if within the mapped area. 9. Provide a note explaining what the revision triangle is for on lot 12. 10. All boundary monuments must be labeled as "found" or "set." " Fully describe and show all markings on found monuments. The description and surveyor information shall be shown on the BCSM stems on Freeway Industrial Loop. Per previous comment. Codes, Covenants and Restrictions: 1. In Article 4 at note number 10 of the CCR's states that drainage shall be handled by the final plat, an agreement to maintain the drainageway shall be included in the note. Edit the note indicating that the "Association" will be responsible for the maintenance of the "19' Private Drainage Easement per Bk. 54, M&P at Pg. 18. The maintenance note should read: Detention/Retention basin inspection and Maintenance note: A. The responsibility of operating and maintaining a local detention basin rests with the owner of the facility. B. (a.) That the owner(s) shall be solely responsible for, operation, maintenance and liability for the drainage basin(s); (b.) That the owner(s) shall have an Arizona registered professional engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once a year, and that these regular inspection reports will be on file with the owner for review by city staff, upon written request; (c.) That city staff may periodically inspect the drainage and detention/retention facilities to verify scheduled and unscheduled maintenance activities are being performed adequately; and (d) That the owners(s) agree to reimburse the city for any and all costs associated with maintaining the drainage and detention/retention facilities, should the city find the owner(s) deficient in their obligation to adequately operate and maintain their facilities. 2.
