The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Central.
Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The development plan for this project cannot be approved until a copy of this letter has been received by this office.

Sheet 1: In the Dedication Block, second paragraph, third line after the word PUBLIC add the words ,PIMA COUNTY.

Sheet C1.1: Show each building connecting to the 10” public sewer line in Freeway Industrial Loop. No connections may be made to the existing 36” on-site sewer. If 6” BCS’s are used they must be connected via new public manholes if no manufactured Y’s or T’s were installed in G-2000-003 at time of construction.

Sheet C1.1: Call out the IMS #’s with rim and invert elevations for all of the public manholes shown on plan.

Sheet C1.1: Show existing 36” sewer that crosses property and the existing public sewer line in Freeway Industrial Loop.

The submittal is not consistent .The building foot print on the Final Plat does not match that on the Site Plan or Grading Plan and the configuration of the paved area on the Site Plan does not match that on the Grading Plan. Revise as necessary for consistency.

Mr. John Munden, of the RWRD’s Operation Division will need to review and approve the vehicular access to existing MH’s 4140-03 and 4140-04. He may be contacted @ 326-4333. He may determine that an access easement by separate instrument is necessary as the development will occur on both Lots 8 and 9 and the Final Plat is only for Lot 9.

Add a Permitting Note to the Final Plat that reads:

THE EXISTING PUBLIC SEWER EASEMENT SHOWN HEREON SHALL BE KEPT DRIVABLE AT ALL TIMES. NO PERMITS FOR PERMANENT STRUCTURES (I.E., MASONRY WALLS, FENCES, ETC.) ON OR THROUGH THE PUBLIC SEWER EASEMENT WILL BE ISSUED WITHOUT SEPARATE WRITTEN CONSENT OF PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.THE LANDSCAPING WITHIN ALL PUBLIC SEWER EASEMENTS SHOWN HEREON SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.


This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

COMMENTS:


1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a final plat. If, at the end of that time, the final plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this final plat is April 7, 2009.

2. This project was reviewed for compliance with Land Use Code (LUC) and Development Standards (DS) requirements. The final plat content was also reviewed under DS 2-03.6.1

3. Per DS 2-03.6.1, provide the following streets on the location map: I-10 freeway & Freeway Industrial Loop =.

4. Per DS 2-03.6.1.G, relocate words "Book ____ Page _____" to outside margin line on right side, printed on the side of the page.

5. Per DS 2-03.6.1.H, the title block should reference number of units rather than lots. In addition, revise limited common elements to list as 1A-5A, as shown on the drawing.

6. Per DS 2-03.6.1.K, Development Services has assigned case number S08-045 to this project. Please place this case number in the lower right hand corner near the title block.

7. Per DS 2-03.6.2.B, revise general note 2 to reflect total number of UNITS, not lots.

8. Per DS 2-03.6.3.D, in approval paragraph:
A) change name of city clerk to Roger W. Randolph.
B) provide a period at the end of the year in the last line.

9. Per DS 2-03.6.3.D, in recording paragraph:

10. The last approved site plan for the project indicates a 12x55 loading zone is going to be straddling the limited common elements of some of the units. This loading zone is for the use of all the tenants on the overall site, and must be accessible to them. Advise how, in response letter and in CCRs that the use of the loading zone can be guaranteed to all tenants when it is described as a limited common element. Per definition of LCE in section 1.22 of the CCRs, and of 1.10, the loading zone is not mentioned in either - and the LCE areas are stated as not being for the use of all tenants.

11. Provide documentation that the project will meet LUC 4.1.9.1.

12. Provide documentation that the project will meet LUC 4.1.9.2.

The Final Plat (FP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Final Plat:

1. Please include a response letter to the comments along with the corrected copies of the FP.
2. All mapped data on a plat will be drawn at the same standard engineering scale, having no more than forty (40) feet to the inch. The scale provides staff the ability to verify dimensions more easily. It also affords greater clarity after photographic reduction (microfilming) for record-keeping purposes.……………………..per D.S. 2-03.6.1.A.
3. Each sheet will measure 24" x 36" and include a two (2) inch margin on the left side and one-half (½) inch margins on the remaining sides to comply with standardization requirements of state law for recorded plats.
