The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Regional Wastewater Reclamation Department (RWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Sheet 2: Almost all of the sewers shown on this sheet are too shallow to be constructed of PVC. 2nd Request.

Sheet 2: Parking is not an acceptable use within the public sewer easements. 2nd Request.

Sheet 3: Show the existing public sewer running north and south west of the parcel. Call out the size of pipe/construction plan # and IMS#’s for the existing manholes. Also show the public sewer easement with recordation information.

Sheet 3: The construction plan # for the existing public sewer line running along Stella Rd has not been shown correctly.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

Staff offers the following comments:

Staff requests the following revisions to help verify compliance with the Residential Cluster Project (RCP) requirements.

1. In response to Special Condition # 8, the applicant submitted a "Doucette Homes desert mosaic color scheme," including an example of eight color photos with unidentified buildings and colors. Staff considers the information submitted incomplete and staff is unable to verify RCP compliance of said condition.

Staff is requesting a color palette with the house paint colors proposed for the Mosaic Court subdivision. The paint palette information shall include the following; paint manufacture name, a paint palette sample with paint names and paint codes identifying all proposed colors.

2. In response to Special Condition # 8, include four-sided (color) building elevations of all conceptual model designs, including approved models such as Doucette Homes models, if such models are being considered for this subdivision. The colors in the four-sided building elevations shall be coordinated with and identified in the paint palette sample (see previous note #1).

3. In response to Special Condition # 8, please provide four-sided architecture building elevations for all the proposed (conceptual or approved) home models. Building facades at rear and side are to be comparable in design with attention to the architectural character and detail as the front façade, including but not limited to, comparable color palette, rooflines, and materials similar to surrounding residential (or commercial) units. Site and building entry points to be highlighted and accented. Dimensioned elevation drawings shall be submitted as part of the development plan submittal.

4. To determine if proposed architectural features and colors are compatible with adjacent uses, staff requires photos with architectural detail information of adjacent buildings in the area. In response to Special Condition # 8, please revise "Exhibit II.E.2. Views." In addition to the photos provided in the first submittal, include "close-up" photos of buildings intended to be shown in the six (6) photo view sheds.

5. Please revise tentative plat sheet 1 of 4, general note 32. It makes reference to Special Exception condition number 10 and staff believes it is intended to make reference to Special Exception condition number 9.

6. Please revise landscape plan on sheet L-5 of 7. A required RCP amenity (picnic table & BBQ TYP) is shown south of lot 23 in an area which is in conflict with required parking spaces shown on tentative plat sheet 2 of 4.

7. Please revise landscape plan to provide within all the "greencourt easements," landscaping and the "enhanced pedestrian corridor," as required per Special Exception condition 1. In addition provide an enlarged detail of what landscape planting, shrubs, groundcover etc. is included within the "greencourt" and what pedestrian amenities are included within the "enhanced pedestrian corridors." Please show pedestrian sidewalks/paths/enhanced pedestrian corridors connecting to common areas with picnic tables and bbq amenities. The tentative plat is required to be in substantial compliance with the preliminary development plan dated June 19, 2009, and the Design Compatibility Report.
