03/06/2008 | STEVE SHIELDS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Lead Planner PROJECT: Columbus Village - Minor Subdivision S08-022 Final Plat TRANSMITTAL DATE: March 6, 2008 DUE DATE: March 13, 2008 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. The following comments are in regards to the submitted final plat: 1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a plat. If, at the end of that time, the plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is February 13, 2009. 2. D.S. 2-03.6.1.C All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size to facilitate reproduction and photographically reduced (microfilm) for record keeping. Lettering shown on the location map does not meet this requirement. 3. D.S. 2-03.6.1.D The location map shall provide the following information; Label all subdivisions by book and page number; Label the section corners; the location map shall be drawn to scale 3" = 1 mile. 4. D.S. 2-03.6.1.K Place the S08-022 subdivision case number assigned to the plat in the lower right hand corner of the plat next to the title block. 5. D.S. 2-03.6.3.D For your information the current acting City Clerk is "ROGER W. RANDOLPH". 6. Provide the docket and page for all existing easements and show any proposed easements as "PER FINAL PLAT". 7. Provide a general note on the plat stating "A SEPARATE RESIDENTIAL SITE PLAN REVIEW WILL BE REQUIRED FOR EACH INDIVIDUAL LOT". The following comments are in regards to the submitted site layout grading and utility plan: 1. D.S. 2-02.2.1.A.3 Provide the project address on the plan. 2. D.S. 2-02.2.1.A.5 Provide lot dimensions and bearings for each individual lot. 3. D.S. 2-02.2.1.A.7 The perimeter yard setbacks shown for interior lot lines are incorrect. Per LUC Section 2.3.4.2, Residential Use Group, Sec. 6.3.8; Family Dwelling "G", subject to: Sec. 3.5.7.1.E, .F, .G, and .H and LUC Section 3.2.3.1.A development designator "G" and perimeter yard indicator "AA" and LUC Section 3.2.6.4 the required perimeter yard adjacent to R-1 zoned property is 6' or 2/3 the height of the building wall which ever is greatest. Revised the plan and note to show the required perimeter yard setbacks. 4. D.S. 2-02.2.1.A.7 The building interior street setbacks shown on the plan are incorrect. Per LUC Section 3.2.6.5.B.1, ADT of less than 140 the required setbacks should be shown as 5 feet as measured from the back of existing curb or future curb location or 1/2 H as measured from the back of existing curb or future curb location, or 1 foot as measured from the property line or from the nearest edge of the sidewalk or future sidewalk location. 5. D.S. 2-02.2.1.A.7 The setbacks for any proposed garage/carport should be shown based on LUC Section 3.2.6.5.B.2. Show this on the plan. 6. D.S. 2-02.2.1.A.10 Show the future sight-visibility-triangles (SVT's) on the plan. 7. D.S. 2-02.2.1.A.12 The proposed private street does not meet any of the standard cross sections shown in D.S. 3-01.0 and may required a Development Standard Modification Request (DSMR), see engineering comments. 8. D.S. 2-02.2.1.A.12 It does not appear that there are sidewalks within the right-of-way (ROW) along Columbus Blvd. If engineering requires sidewalks within the ROW the proposed sidewalk that runs along the proposed private road needs to connect to the sidewalk within the ROW. If no sidewalk is required within the ROW then the sidewalk along the proposed private road must maintain a minimum width of four (4) foot to the property line along Columbus Blvd. It does not appear that the width is maintained at the western end of the sidewalk. 9. D.S. 2-02.2.1.A.18 Label Columbus Blvd. as a "MS&R". 10. D.S. 2-02.2.1.A.20 Provide the docket and page for all existing easements. Assistant (520-740-6706), Development Review Division Pima County Development Services Department Subject: Columbus Village, Lots 1-5, 1st submittal Final Plat and Site Plan, S08-022 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from the PCRWRD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The site plan and the final plat for this project cannot be approved until a copy of this letter has been received by this office. Add the project number, S08-022, to the title block of the sheet. This number should be shown larger or bolder than any cross-reference numbers. Site plan: Private sewer needs to tap in at 90-degree to the public sewer and at a public manhole. Revise the plan to extend the proposed 6” private sewer to a proposed PUBLIC manhole on the existing PUBLIC sewer main G-182. Site Plan: Revise the site plan to indicate method of connection to the existing public sewer line (COT/PC standard detail WWM 303), and call out the rim and invert elevations of the proposed PUBLIC manhole. The crown of the 6” private sewer pipe will need to match the crown of the existing 8” public sewer main G-182. If you replace the terminal manhole with a private clean-out, there will be no need for review by PDEQ. Site Plan: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line-types in the legend. Legend Block: The line-types and symbols used for sewer elements on the site plan should be consistent with those shown in the Legend. In the DEDICATION block, 2nd paragraph. Although the City Of Tucson may accept the word PUBLIC, Pima County prefers that you GRANT to THE CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES… In the DEDICATION block, 3rd paragraph. Although the City Of Tucson may accept that common areas are granted as easements to the PUBLIC, Pima County prefers that these elements be GRANTED AS EASEMENTS TO THE CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES… Site Plan: Add a General Note so it states: MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWERS (HCS) TO ITS POINT OF CONNECTION TO THE PUBLIC SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER. Site Plan: Add a General Note that states: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY REGIONAL WASTEWATER RECLAMATION DEPARTMENT. Site Plan: Add a Permitting Note that states: A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM PIMA COUNTY REGIONAL WASTEWATER RECLAMATION DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT. Site Plan: Label the 39’ easement as “I/E UTILITY & PRIVATE SEWER EASEMENT BY THIS PLAT” Site Plan: Revise the plan to show the existing HCS and indicate that it will be abandoned and capped. Revise the label for the existing 8” sewer main on S Columbus Blvd. so it states EXIST. PUBLIC 8” VCP SEWER MAIN G-182. Revise the plan so it shows the existing PUBLIC manhole downstream from the proposed HCS connection. Label the downstream and upstream manholes as PUBLIC with the manhole IMS numbers 9810-10C and 9810-11C and their invert elevations. Existing public sewer information may be found on the PCRWRD Maps and Records (5th floor) basemaps or on the PCRWRD and PCDOT MapGuide internet websites.
