The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative or preliminary plat as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is January 7, 2009.

2. This project was reviewed for compliance with the Land Use Code (LUC) and the Development Standards (DS). Specifically, this project was reviewed for compliance with DS 2-03 for tentative plat contents - AND for compliance with Development Plan contents of DS 2-05. (Since development is shown, it was reviewed - a separate site plan will be required, however, for each lot at time of permitting.) This project was reviewed as a subdivision with a street.

3. DS 2-03.2.2.B.5, Add "SUBJECT TO LUC SECTION 3.5.7.1.F" to General Note 3.

4. DS 2-03.2.4.D, The zoning shown on the east side of Stone Avenue is not correct. This zoning is R-3.

5. DS 2-03.2.4.G Label the proposed street as a "PRIVATE STREET".

6. DS 2-03.2.4.G Section "A" Sheet 1 should be labeled as a "PRIVATE STREET" not a "DRIVE".

7. DS 2-03.2.4.G As the proposed street section does not meet the minimum width for a street, a Development Standard Modification Request (DSMR) is required, see Engineering comments for the correct Development Standard Section. The DSMR must be approved prior to approval of the tentative plat. If the DSMR is approved add the following information to the plat: DSMR number, date of approval, what was approved, and any conditions of approval.

8. DS 2-03.2.4.G Section "A" Sheet 1 calls for a 4' sidewalk, Keynote 6 calls out a 5' sidewalk, please clarify what width sidewalk is proposed.

9. DS 2-03.2.4.G Per D.S. 3-01.0 Figure 1 the proposed parking that backs out directly on to the proposed private street is not allowed, a Development Standard Modification Request (DSMR) is required. The DSMR must be approved prior to approval of the tentative plat. If the DSMR is approved add the following information to the plat: DSMR number, date of approval, what was approved, and any conditions of approval.

10. DS 2-05.2.4.I Lot 4 provide a setback dimension from the north side of the proposed single family home to the back of curb.

11. DS 2-05.2.4.I Lot 5 based on the provided height of 12'-0" for the existing home, the required setback to the south property line would be 12'-0". It does not appear that the required setback has been met. Provide a dimension from the south building wall to the south property line. Provide elevations for the existing home so that the setback can be verified. If the required setback cannot be met a Design Development Option (DDO) will be required to be approved prior to approval of the tentative plat.

12. DS 2-05.2.4.P The provided parking calculation is not clear. Multi Family parking is based on the number of bedrooms in each unit. If the proposed units are two (2) bedroom the calculation should be something like "Multi Family - six (6) two (2) bedroom units X 2 vehicle parking spaces per unit = twelve (12) vehicle parking spaces required, Single Family - two (2) units X 2 vehicle parking spaces per unit = four (4) vehicle parking spaces required plus based on the proposed street cross section one (1) visitors parking space per each Single Family unit = two (2) visitors vehicle parking spaces required. Total vehicle parking spaces required = 18, Total vehicle parking spaces provided = 18

13. DS 2-05.2.4.V As the proposed postal location is shown on private property an access easement is required. Zoning recommends that the proposed easement called out under Keynote 2 be extended to include the postal location.

14. Depending on how the above comments are addressed additional comments may be forth coming.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised tentative plat, site plan and additional requested documents.
07/10/2009 PETER MCLAUGHLIN LANDSCAPE REVIEW Denied A ten-foot landscape easement is shown around the perimeter of the site for this proposed multifamily development, however it is not depicted on the tentative plat. In addition, the easement does not include much of the common irrigation system which crosses lot lines and serves all lots. It is also unclear how maintenance will be accomplished and who will be responsible for performing it so that all proposed plants are preserved in healthy state, pruned and irrigated as needed, and that vegetation, d.g., and irrigation equipment are replaced or repaired as necessary. The CC&R's shall address landscaping maintenance responsibility and the easement. The easement must be recorded and labeled and dimensioned on the tentative plat. The easement shall also include all areas where irrigation lines and equipment are installed. The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Please include a response letter to the comments along with the corrected copies of the TP.
2. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01.8.0 and City of Tucson Codes, Chapter 26-4.3. Affect reasonable repair or alteration of property for purposes for which the property was legally used on August 3, 1984, or the date on which any regulations affecting such property took effect; except that any alteration, addition or repair to a nonconforming building or structure which would result in increasing its flood damage potential by fifty (50) percent or more shall be either floodproofed (nonresidential structures only) or elevated to or above the regulatory flood elevation. All floodproofing (nonresidential structures only) shall be certified by a state-registered professional civil engineer. A record of such floodproofing shall be maintained on file with the city, which includes a certificate of floor elevation. See section 26-11.2(h). Please address.
3. Fully-dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. I did not see how this was labeled on sht. #1. This comment is related to the service vehicle for trash removal.
4. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. Water elevations must be shown on the plans. This comment is also related to comment no. 2.
5. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
6. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. The future curb location for a future right-of-way of 90' is 10' from the r-o-w line. The fut. SVT's must be corrected.
7. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
8. Provide a Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Per previous comment.
9. Show a detail of the refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The space between the bollard and wall is 1 foot measured from the outside of the bollard, not the center of the bollard. Also the service vehicle must be able reverse a max. of 40' straight back before the vehicle moves forward and/or turns to exit the property. Revise as required. This comment is also related to comment no. 3.
10. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. You're correct, the entire site is in the floodplain, however the water surface elevations shall be shown on the plan.
11. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. Show the other dimensions also. Per previous comment.
12. Provide a Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Include the bk. and pg. for the datum. Per previous comment.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Tentative Plat purposes only.
3. The maximum allowable rise in the WSEL caused by an encroachment into the 100-year floodplain is one-tenth of a foot per S.M.D.D.F.M chap. 8.4.
4. The remaining two structures will require FUP and the estimated improvements to the two structures, cannot exceed 50% of the appraised value of the building alone (each), not including the value of the property.
5.
