A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. The street landscape border along with required screening, consisting of a 30-inch high screen, must extend in front of the parking area to screen it from the MS&R right-of-way per LUC Table 3.7.2-I. Label all screening and dimension all landscape borders on the landcape plan. 2. Add the CDRC subdivision case number (S07-206) to the lower right hand corner of all sheets of the tentative plat and landscape plan. 3. In order to make the plan more legible, correct all areas where lettering and dimensions are superimposed. Further comments may be forthcoming once the plan is easier to read. 4. Revise the landscape plan to show the locations and note the height and materials used to construct any proposed or required screen walls, including the required 6-foot screen wall for the proposed trash dumpster and required perimeter screen walls. DS 2-07.A.3, LUC Table 3.7.2-I 5. The landscape border shall be recorded as common area and maintained by the homeowners association (HOA). The subdivision CC&Rs and shall reference the maintenance standards in Sec. 3.7.6. The DSD Director may allow the recording of a public use easement with the subdivision plat in cases where the requirements of this section is the only reason for the creation of an HOA. The public use easement shall require the abutting property owner to install and maintain a landscape border in accordance with the standards in this Division. LUC 3.7.2.4.A.1.c. 6. All disturbed areas including adjacent rights-of-way shall be treated with ground cover such as decomposed granite to help reduce dust pollution per LUC 3.7.2.7. Indicate treatment within the MS&R right of way. 7. Landscaping along parking lots where plants are susceptible to injury by vehicular traffic must be protected by appropriate means, such as curbs, bollards, or low walls per LUC 3.7.2.3.B 8. Any required storm water detention/retention basins shall be landscaped to enhance the natural configuration of the basin. Design criteria are set forth in Development Standard 10-01.0. LUC 3.7.4.3.A A minimum of two shrubs for each tree is recommended on basin side slopes, periphery, and with certain precautions in the basin bottom. Organic ground cover is recommended and overall, inert groundcovers alone should not comprise over 35% of the total basin area. Refer to guidelines in DS 10-01, pages 90-96. 9. Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes in most instances are required to have slopes no steeper than 4:1 where depths exceed three feet; 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet. DS 10-01.4 Provide a cross section/detail of the proposed basin to demonstrate compliance and indicate the basin location and configuration on the tentative plat sheet. 10. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. In areas where a required landscape border falls within the vehicular use area, up to 50% of the canopy trees may be counted towards both the minimum parking lot canopy tree requirement and the landscape border canopy tree requirement per LUC 3.7.2.3.A.1.b. Add to the landscape plan a calculation for the number of required/provided canopy trees for the vehicle use area per DS 2-07.2.2.A.2.c. 11. One canopy tree must be provided for every thirty-three (33) linear feet of the landscape borders. If this cannot be achieved then an equivalent number of trees must be planted elsewhere on the site between the building(s) and the property lines. 12. All lettering and dimensions shall be the equivalent of twelve point (0.12") or greater in size. Revise all text, including that in the location map, which does not meet this minimum requirement. 13. Based on the aerial photo of the site there are existing buildings which are to be demolished. Provide a demolition plan with the resubmittal of plans. |

Stone (Lot Split), 1st submittal S07-206 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from the PCRWRD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative plat for this project cannot be approved until a copy of this letter has been received by this office. Add the project number, S07-206, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers (e.g. re-zonings, etc). Revise the plan so it shows the seal and signature of an Arizona Registered Professional Civil Engineer/Surveyor who prepared the plat. The seal must be on each sheet of the Tentative Plat. Change the title of notes to GENERAL NOTES. Delete Notes 13 and 14. Add a Permitting Note so it states: A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT. Add a General Note so it states: THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE AGREEMENT, IF REQUIRED. Label the structures on proposed Lots 1, 2 and 4. Indicate whether they are EXISTING or PROPOSED. Label the properties surrounding the proposed project site (e.g. Parcel ID). Show all the existing sewer connections on the plan. Our records show an existing HCS that is 30’ south of the parcel line (which is not currently shown on the plan). If you are going to abandon this HCS or any other existing HCS, please label them as ‘EXISTING HCS TO BE ABANDONED’ on the plan. Show all proposed connections that will provide sewer service to all the proposed lots. Add a label or keynote to each proposed HCS that states “New HCS per PCRWRD Engineering Directive ENG-2005-01”. If the houses are to share a private HCS, the project will need to create a Sewer Access Easement for the HCS and a JOINT SEWER USE AND MAINTENANCE AGREEMENT for the portions of the private sewers that are shared by proposed lots. The agreement will need to be reviewed and approved by Ms. Ilene Deckard of the Pima County Regional Wastewater Reclamation Department (740-6544). Revise the plan to show and label all public sewer elements that are located within 100’ or shown on this project. Label existing sewer lines with their Pima County construction plan numbers, pipe sizes, pipe materials, and flow arrows. Label all public manholes that are downstream from any existing and proposed House Connection Sewer (HCS) for this project with their IMS numbers, and rim and invert elevations. For example, show and label the existing public sewer east of the proposed project as EXIST. 8” VCP G-78-24 and EXIST 16” RCP G78-24 and the existing public manholes as EXIST MH 9789-32 and EXIST MH 9789-16. Existing public sewer information may be found on the PCRWRD Maps and Records (5th floor) or on the PCRWRD and PCDOT MapGuide internet websites. This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. The one-year expiration date for this tentative plat is January 7, 2009. 2. This project was reviewed for compliance with the Land Use Code (LUC) and the Development Standards (DS). Per DS 2-03.2.4.G, Per Glenn Moyer, Planning Administrator, the access proposed for these 5 lots is a street per LUC 3.2.8, not a PAAL. Remove all references to PAALs. The street design must be to street standards of DS 3-01. The street proposed - running from Stone all the way to the parking area on lots 3 & 4 - does not meet street standards, and must be re-designed (width, curbing, travel lanes, parking lanes, surfacing, boundary of right of way, parking cannot back right out into the street, etc.) See DS 3-01 and Engineering comments. Per DS 2-05.2.4.M, it appears you have a typo - Lot 4 development criteria is listed twice, probably one of them is for lot 5. 19. Per DS 2-05.2.4.N, dimension all building footprints on each lot and provide height of buildings on each lot (from grade to top of flat roof and then to top of parapet OR from grade to top of peak and then midpoint of peak) and declare style of roof. 20. Demonstrate all weather access for all lots per S.M.D.D.F.M chap. 8.4, chap. 11.2 and chap. 12.2. 5. The remaining two structures will require FUP and the estimated improvements to the two structures, cannot exceed 50% of the appraised value of the building alone (each), not including the value of the property. 6. In the existing conditions Hydrologic data sheet, the impervious area is listed as 95%, however, in the proposed conditions Hydrologic data sheet, the impervious area is listed as 50%.
