Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat/development plan. If, at the end of that time, the tentative plat/development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is January 03, 3009. 2. Zoning acknowledges that the zoning has been changed on sheet C-2. Revise PERMITTING NOTE 1 to reflect the correct proposed zoning. It appears that the proposed zoning for this project has changed. Per re-zoning case # C9-06-10 and PDP-1, revised 06/23/06, the proposed zoning was C-1 & C-2. Per the submitted tentative plat the proposed zoning is all C-2. This change will require a new re-zoning, contact, Michael Wynekin @837-4955. The following comments are based on the requirements of D.S 2-05 - Development Plan Standards. 1. D.S. 2-05.2.4.C As this project is to be phased, provide calculations (site area, floor area ratio, building height), setbacks, etc., to indicate that each phase complies with all requirements as a separate entity. Show and label any temporary improvements that may be needed to make the site function for each phase as one entity. If such temporary improvements are off the site of the phase under consideration, a temporary easement or other legal documentation to assure legal use of the property is required. Note recording information. It appears that some type of access agreement will be necessary for the proposed 24' parking area access lane (PAAL) located south of the Phase 1 building. Also per D.S. 3-05.2.3.C.1 some type of barrier will be required to prevent vehicle access to the Phase II area, show this on the plan. After discussions with Ron Brown, Structural Review, City of Tucson, Development Services Department in regards to the ICC/ANSI A117.1-2003 and the requirements for detectable warnings (truncated domes), it has been determined that some locations previously requiring truncated domes may no longer require them. The following comments are a direct result of these discussions. If you have any questions in regards to the requirements for truncated domes contact Ron Brown @837-4908: 2. D.S. 2-05.2.4.K Truncated domes are not required at the proposed accessible vehicle parking space access aisle ramps. Truncated domes are required at all other ramps shown on the plan. 3. D.S. 2-05.2.4.M Provide, as a note, the square footage of each commercial, industrial, or business structure and the specific use proposed. 4. D.S. 2-05.2.4.Q On the provided bicycle parking detail indicate the materials for lighting. Also per D.S. 2-09.5.1.B show the required 36" to a perpendicular wall. For your information a single inverted "U" bicycle rack supports two (2) bicycles. 5. D.S. 2-05.2.4.R It appears that the sight visibility triangles (SVT's), future and existing, shown for the entrance off of Nogales Highway are not shown correctly. See Engineering comments. 6. D.S. 2-05.2.4.U Provide a separate letter stating how each re-zoning condition has been complied with. 7. D.S. 2-05.2.4.V Indicate the location and type of postal service proposed for this site. 8. D.S. 2-05.2.4.W Zoning acknowledges the proposed monument signs shown are under separate permit. If the future SVT's remain as shown, see comment 5, a Development Standard Modification Request (DSMR) will be required at the time of permitting. Provide a note on the plan stating this. Engineering Division does not recommend approval of the Tentative Plat/Development Plan at this time. The Drainage Statement was reviewed for Tentative Plat/Development Plan purposes only. The following items need to be addressed: DEVELOPMENT PLAN: 1) DS Sec.2-05.2.4.C: Revise the Tentative Plat and the proposed phase lines to show that all right-of-way improvements are to be constructed under Phase I. The curb returns, vertical curbing, handicap access ramps and sidewalk must be constructed under the Phase I improvements. 2) DS Sec.2-05.2.4.C: Clarify on the Tentative Plat exactly how the water from the south side of Building 1 and from the proposed drive drains. Per the comment letter it states "The water from the drive has been designed to flow into the catch basin located east of the Circle K building until the additional inlets and piping are provided in Phase II of this project", where does the water go once it reaches the catch basin? Provide a revised Drainage Report or addendum that provides the proposed drainage solution for Phase I drainage. If the idea is to drain the water into the catch basin and then into the proposed water harvesting area, specifically label and show the drainage improvements required. If the water harvesting area at that point is being used as a retention basin then clarify the required drain down time to insure that water is disposed of within the required 12 hour limit. 3) DS Sec.2-05.2.4.C: Provide the recordation information on the Tentative Plat/Development Plan for the required access agreement that was provided at this submittal for the Phased development. 4) DS Sec.2-05.2.4.W: Revise the Tentative Plat/Development Plan to provide the monument sign note shown on Sheet C-2 under either the General Note section or the Permitting Note section on Sheet C-1. A Development Standard Modification Request (DSMR) will be required at the time of permitting if the monument sign is proposed within the future SVT. 5) DS Sec.2-05.2.4.U: Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning, specifically for engineering: a) Rezoning Condition # 10- The owner/developer shall construct a bus pull-out/pull-through and a bus shelter on the Old Tucson-Nogales Hwy (US 89) as determined by the Department of Transportation. Provide approval for the proposed bus shelter shown on the Development Plan. No email was attached with the submittal from Tom Fisher as stated in the comment letter. b) Rezoning Condition # 16- The owner/developer shall provide for signal improvements at the intersection of Valencia Road and Nogales Hwy not to exceed $25,000. It is acknowledge that TDOT is in discussion on this, provide email correspondence from TDOT to verify that this rezoning comment has been addressed. c) Rezoning Condition # 21- An archaeological assessment and survey shall be performed by a qualified archaeologist before any grading or other ground modification takes place. Acknowledged, this will be required at grading plan approval. 6) A private improvement agreement (PIA) is required for the proposed work within the public right-of-way. An approved site plan is required prior to applying for a PIA. Contact the PIA Coordinator for additional PIA information at 791-5550 ext. 1107. 7) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction.
