Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 23, 2008. 2. This project was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS), American National Standard Institute (ANSI) and International Building Code 2006 (IBC). Per conversation with Engineer of Record, Jeff Stanley, on 01/28/2008 - the tentative plat is not intended to show a consolidated development, each lot is to function separately, per code. In addition, the development is not intended to provide an actual street-nor a need for a street - thus, separate access points for no more than two lots is possible and the plans shall be revised to show as such. The limit of two lots with the same access point is also shown per the Preliminary Development Plan as well. Staff noted the following elements that need to be addressed on sheet 2, the development page. 15. Per LUC 3.2.5.1.A, a detached accessory structure cannot be on a lot by itself - it has to be secondary to a principal structure. Please show the storage structure on lot 2 as being removed. 16. Per LUC 2.3.2., setbacks: A) a 20' setback is required from the existing building wall of the garage to the proposed lot lines adjacent to it. Either reconfigure lot lines, or a method to obtain the written approval of the property owners to keep a reduced building setback must be sought. Contact me on that issue. B) A 20' building setback must be provided from the proposed building wall to the new property lines. Note that the setback can be averaged. Show the following on the plan - the full length of the walls adjacent to the lot lines, the midpoint of the length of the wall is called out, the distance from each end of the walls and the midpoint of the wall to the adjacent lot lines - and the midpoint meets the setback. The closest end of the wall cannot be less than half the required minimum setback. See diagram LUC 3.2.6.3. for assistance. Staff will verify setbacks are met on the next review. 17. Please identify if the long rectangular items shown on the plans are septic systems ( I don't want to assume incorrectly). 18. Parking for a care home with 10 residents requires 4 spaces, as you have provided at each lot. Staff noted how far away from the building on lot 3 that the parking is provided, which for a care home use does not appear compatible. 19. Note that each lot will have a separate plan review done at the time of permitting, with a floor plan, and elevations provided - and the number of proposed residents clarified. 20. These tests shall be performed by an engineer, geologist or other qualified person and shall demonstrate that an on-site disposal system can be permitted on each lot. Please also note the depth to groundwater in this report. In accordance with Pima County Code, 7.21.038.C, show that each lot is sufficient size to accommodate an on-site disposal system for a four-bedroom house and provide a 100% reserve area to be shown on the tentative plat or a site map. The size of these systems shall be determined from the tests performed as required above, and applied to a hypothetical four bedroom residence. On-site disposal systems may not be located in a 100-year flood zone, or within 50 feet of washes and must maintain all required setbacks. A revised tentative plat is required. |
