The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The tentative or preliminary plat for this project cannot be approved until a copy of this letter has been received by this office. In order to determine capacity PCWMD will require the projected flow calculations for this project via the Capacity Determination Request Form.2nd Request

Sheet 1: Add a General Note that states:

THIS PROJECT WILL HAVE ______ EXISTING AND______ PROPOSED WASTEWATER FIXTURE UNIT EQUIVALENTS PER TABLE 13.20.045(E)(1) IN PIMA COUNTY CODE 13.20.045(E).

And fill in the blanks with the appropriate values. 2nd Request


Sheet 7: Proposed by G-2006-017 MH #13 appears to be located outside the ROW. If so a 20’ public sewer easement must be shown around the manhole.

Sheet 7: Missing rim and invert elevations for Prop MH #10 and Prop MH #13.

Sheet 9: The sewer line in Circulo Rio Blanco is shown as existing. Indicate the IMS#’s for all of the existing public manholes and show the rim and invert elevations.

Sheet 8: The private sewer line appears to come out of nowhere and then across Block 50. Revise or explain.

Sheet 8: Show the sewer line segments off MH15 with length /slope and pipe size.

Sheet 6-19: Show the pipe size for all proposed sewer lines.

Sheet 6-19: Include the rim and invert elevations for all of the existing public manholes shown on plan.

Sheet 12: MH 27 and MH26 must be located at least 45 degrees off of MH 8.

Sheet 11: The terminal manhole #30 shown on plan must have a minimum of 1% terminal reach just in case it is not connected to in the future.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $312.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

6) Revise the landscape plan to incorporate water harvesting into the proposed street landscaping. The City of Tucson's Office of Conservation and Sustainable Development is available for consultation regarding water harvesting principles, techniques and code requirements. -Tucson Water is in the process to determine a location for a wellsite w/in the proposed Subject Plat and a decision is expected w/in the next 10 days. The site is to be by conveyed by dedication and method of conveyance (i.e. by plat or separate instrument) has not been decided at this time. The wellsite will require an area large enough to equip the well and allow construction. Access also needs to be provided. RES 2006-064, circulated 3/16/06, received this request from Tucson Water as a condition when the City vacated R/W and abandoned Park and Water parcels, adopted by Mayor and Council, Ordinance 10335, 11/7/06.

Please add the following use to General Note #3: open space (i.e., the proposed uses of this plat are MDR, … and Open Space, in accordance with the La Estancia Planned Area Development…). Also, please note that the name of the La Estancia Specific Plan has been changed to the La Estancia Planned Area Development.

Please indicate on the plat cover sheet that the purposes of common areas D and E is parks/open space.

The letter of refinement dated July 20, 2007, indicates that the approximately 7.6-acre public community park (plat Block 43) will be constructed by La Estancia prior to the issuance by the City of Tucson of the 500th final inspection permit of a residential unit in Phase 1. Staff would like to process a modification of the PAD so that the park will be constructed by La Estancia prior to the issuance of the 500th final inspection permit of a residential unit anywhere within the La Estancia PAD. Please coordinate with John Beall of the Department of Urban Planning and Design and Joanne Hershenhorn of the Parks and Recreation Department to process this PAD modification.

Please change Phasing Note #1 on tentative plat sheet 2/19 to reflect the above-referenced letter of refinement.

According to the La Estancia PAD Open Space and Recreation Plan, prior to approval of the master block plat, the controlling property owner and COT Parks and Recreation Department (Parks) need to enter into a development agreement regarding the Julian Wash linear park, Community Park, and Gas Line Park. The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the Drainage Report and on the Tentative Plat where the revisions were made:

Drainage Report:

1. Show the location of Channel 5A on the drainage exhibits.
2. Change the last paragraph, on Page 6, to include detention also.
3. According to Section 11.2.3. of the "Standards Manual for Drainage Design and Floodplain Management in Tucson, AZ", the minimum pipe/culvert diameter shall be two feet and the minimum box culvert height shall be four feet. Revise the Section 6.3 Culvert, on page 7, and all associated tables and calculations accordingly.
4. Show the locations of the channel cross sections shown on Exhibit 5.
5. Clarify what Pyramat is and explain why cross section B, on Exhibit 5, does not show Pyramat lining. Please be advised that slope treatments and stabilization shall be based on the Geotechnical Report recommendations. Provide a copy of the Geotechnical Report.
6. It appears that the velocities in the proposed drainage structures are erosive. Provide erosion control structures wherever needed. Provide all design calculations.
7. Submit two copies of the revised drainage report addendum.

Tentative Plat:

1. Revise the project Title to include the proposed Common Areas descriptions (e.g. Common Area "A" (detention/retention), Common Area "B" (Open Space) etc.) (D.S. 2-03.2.1.G.2.).
2. Show the off-site runoff that enters and exits the site through Block 53. Show the drainage structures which convey this runoff. (D.S. 2-03.2.4.L.7).
3. Identify the name of the minor collector street in Cross Section "C", on Sheet 3/19. Additionally, the width of the street does not meet the street widths found in the La Estancia Specific Plan. The minimum width shall be 75'. Revise as needed.
4. Show a typical detail for the proposed wheelchair ramps with the required truncated domes as per the Federal ADA requirements.
5. Revise the Tentative Plat according to the Drainage Report revisions.
6. Revise the engineering stamps to include the expiration dates as required by the Board of Registration.

Landscape Plan:

1. Landscape plans are acceptable pertaining to Engineering and Floodplain Review.
